Request for Expression of Interest (EOI)for the production of Abakaliki Capital
City Stormwater Management Master Plan under the Nigeria Erosion and
Watershed ManagementProject (NEWMAP) in Ebonyi State, Nigeria
This request for expression of interest follows the update of the general procurement notice for
thisproject that appeared in UN Development Business issue of 27th April, 2012 and in
Nigeriannewspapers of 27th September2012.
As part of Governments commitment to transformation of the Nigerian socio-economy
landscape,a multi-sector project is being executed in Nigeria to mitigate the vulnerability to
erosion and support the people as they relateto their land. The Nigeria Erosion and Watershed
Management Project (NEWMAP) is an 8-year multi-sectoral and multi-scale programthat targets
states with acute gully erosion. The project is involving many Federal and State Ministries,
Departments and Agencies(MDAs), Local Governments, communities and civil Societies who
are responsible forplanning, economy, finance, works, agriculture, water resources,forests,
transport, power, emergency response as well as thosefocused on climate and hydrological
information or watershed/basin regulation. Inorder to achieve this, the Federal Government of
Nigeria (FGN) has received a credit of US$500 million from the InternationalDevelopment
Association (IDA) forthe implementation of the Nigeria Erosion and Watershed Management
Project.
The Ebonyi State Project Management Unit of the Nigeria Erosion and Watershed
ManagementProject intends to use partof the proceeds of the credit for the recruitment of a
competent consulting firm for the production ofAbakaliki Capital City Stormwater Management
Master Plan. The exercise is to helpin identifying and assessing the stormwater drainage needs
ofAbakaliki Capital City and prepare a Stormwater Master Plan toallow for prioritization,
detailed design and implementation ofinfrastructures and projects to reduce flooding, manage the
menace and impact of stormwater and its influence on erosion. Theexercise will also involve
awareness creation among the flood affected communities to promote a change in behavior, and
as welldevelop a strategy to reduce negative environmental, social and health impacts resulting
from stagnating rainwater, inadequacyobsolescence of drainage systems, and the lack of
appropriate measures to reduce and prevent flood risk catastrophes. It will alsoinvolve
developing a template for flood management framework for the catchment, aimed at addressing
existing problems and providinga range of benefits for a sustainable development in the capital
city.
A. SCOPE OF WORK
The assignment covers the existing Nigerian Transformational Development Agenda, Vision
2020-20 in line with the State andthe city Development plan.
Task1: Collection of existingdata
This involves collection of allavailable data relevant to the project from relevant ministries and
agencies. Thesedata shall include the following:
· Geographic Information System (GIS) data ?impervious surfaces, soils, catchment
delineation, culvert and bridge inventories, roads, elevation data, slope and landuse.
· Meteorological and hydrologicaldata
· Data on current and planned roads and bridges,highway and major road links
· Existing reports and studies of water quantityand quality modeling, stormwater illicit
discharge assessments, urban development plans
 Carry out Flood plainanalysis of the capital city
Task3: Review of existing land use and urbanplanning rules

Identify all structures on the right of way ofwater cannels and advise on the cost of
relocation, redesign, modification and compensation as relevant.
Task4: Environmental ImpactAssessment




To undertake environmental survey of the projectarea providing information on
buildings,infrastructures, unique ecosystem, important archaeological, cultural or
historical resources etc.
Provide general description of activities and process that will be involved in
theconstruction and maintenance of theproject.
Identify the impacts of both construction, material exploitation, and the impacts of
operationand maintenance of the project.
Conduct analyses detailing the positive and negative effects of theproject on the environment
and recommend appropriate solutions to minimize any undesirable effect resulting from the
projectimplementation.
Task 5: Plan of storm water master plan
Develop a drainage masterplan design based on the existing and future climate scenarios, town
development plan (future) and catchment characteristics. Thedrainage master plan shall include a
descriptive, explanatory, and supporting report presenting the followinginformation:
· An identification of the various possible alternatives and retentioncapacities with a
comparative analysis of these different alternatives;
· Justification of the types of structures recommended, supported by acomparative study of
the different feasible structures given the adopted solution and available data and past
activity of thewatertable;
·
The nature and quality of therecommended materials given the operating conditions and
soil characteristics;
· Description of the overall solution recommended, listing the structures andtheir
functional characteristics;
· The estimated costs of the structures, as well as their operatingcosts;





Evaluate and estimate cost associated with themaster plan implementation;
Define the obligations of the relevant parties infunding/counterpart contributions,
implementing and communicating the plan.
Identify existing capacity building gaps fromstakeholders relevant to the implementation
of the plan and propose relevant trainings to bridge suchgaps;
Identify all relevant stakeholders and parties tothe master plan implementation at all
levels of government and propose options of institutional arrangement for
effectiveimplementation and management of the master plan

The assignment shall be completed within eight (8) months after signing of contract.
C. Nigeria Erosion and Watershed Management Project (NEWMAP) nowinvite eligible
consulting firms ("Consultants") to indicate their interest in providing the Services.
Interested Consultantsshould provide information demonstrating that they have the
required qualifications and relevant experience to perform theServices.
The shortlisting criteria are:( i). Evidence showing that the firm is a legal entity (ii).Evidence
showing the fields of specialty of the firm (iii). General Experience of theFirm(s) in
Consulting Services relating to Storm Water Management Master Plan during the last 5
years (iv) Experience of working ina similar geographical region (v). Availability of
Professional Key Staff with SuitableQualifications in the field of assignment (vi). Evidence of
registration withrelevant authorities and professional bodies (vii)Evidence showing the
technical and managerial capabilities of the firm in the field of assignment (viii. Brief
description (not more than 2 pages) of the proposed Methodology of carrying out the scope
of thework
A Consultant will be selected in accordance with the Quality Cost Based Selection(QCBS)
method set out in the Consultant Guidelines.
