SEPTEMBER 15, 2014
Regular meeting was called to order by Mayor Royal J. DeVaney at 6:37 p.m. A
moment of silence was observed followed by The Pledge of Allegiance. All
Councilmembers were present with the exception of Councilmember Huber.

Minutes of the September 2, 2014 regular Council meeting were approved on a
motion by Smith, and seconded by Driver. Unanimous vote.

Accounts Payable for $209,961.13 (Wts. #16098 –16120) were approved for
payment on a motion by Smith, and seconded by Thompson. Unanimously
approved.
POLICING REPORT / HUMANE SOCIETY REPORT
No reports.
PUBLIC HEARINGS/ORDINANCES/RESOLUTIONS
Ordinance 2014 – 751: Water Rate Increase

Munson made a motion to adopt Ordinance 2014 – 751 which imposes a 1.8%
water rate increase effective January 20, 2015, with a second from Smith. Roll
Call: Munson – Aye. Smith – Aye. Driver – Aye. Thompson – Aye. Unanimous
vote.
Ordinance 2014 – 752: Sewer Rate Increase

Smith made a motion to adopt Ordinance 2014 – 752 which imposes a 3.0%
sewer rate increase effective January 20, 2015, with a second from Thompson.
Roll Call: Munson – Nay. Smith – Aye. Driver – Nay. Thompson – Aye.
DeVaney – Aye. Passed by majority vote.
Ordinance 2014 – 753: Amending Chapter 14.90 WMC Relating To Enforcement

Smith made a motion to adopt Ordinance 2014 – 753 which amends Chapter
14.90 of the Waterville Municipal Code by decriminalizing code violations,
referring all code violation appeals be filed with the Town Clerk, and stating how
such decisions on any appeals with the Hearing Examiner shall be governed.
Driver seconded. Roll Call: Munson – Aye. Smith – Aye. Driver – Aye.
Thompson – Aye. Unanimous vote.

Set Public Hearing for 2015 Ad Valorem Tax and Ordinance, Monday, October 6,
2014, Town Hall, 104 East Locust Street, 6:30 p.m.

Munson made a motion to set a public hearing to hear proposals on the 2015 ad
valorem tax and ordinance for Monday, October 6, 2014, at Town Hall, 6:30 p.m.
Driver seconded. Unanimous vote.
TIB SCPP EAST THIRD STREET RECONSTRUCTION – PAKI PERALA, PE,
ERLANDSEN
Paki Parela, Project Engineer for the TIB East Third Street Reconstruction Project,
informed Council that the remaining work on the water meters involved in the Third
Street project had been adjusted Friday, September 12, 2014 and the project was now
physically complete. Parela added that the water system upgrades and street overlays
constructed by Granite that were outside of the East Third Street Project were also
physically complete.

Thompson made a motion to accept the TIB East Third Street Reconstruction
Project, water system upgrades, and street overlays constructed by Granite
Construction, Inc. as physically complete. Driver seconded. Unanimous vote.
Granite Construction – Progress Payment Estimate No. 1 - Final

Granite Construction, Inc. Progress Payment Estimate No. 1- Final for
$107,863.84, the TIB funded East Third Street Reconstruction Project, was
approved for payment by Smith, and seconded by Driver. Unanimous vote.
WATERVILLE STREET OVERLAYS AND WATER SYSTEM UPGRADES - PAKI
PARELA, PE, ERLANDSEN
Granite Construction – Progress Payment Estimate No. 2 – Final

Thompson made a motion to approve Granite Construction Progress Payment
Estimate No. 2 – Final for $85,721.35 for the water system upgrades and street
overlays completed by Granite Construction. Munson seconded. Unanimous
vote.
Parela will now issue a Notice of Substantial Completion to Granite. Retainage on both
progress payment estimates will be released when all necessary paperwork has been
submitted, approved, and completed.
CHELAN AVENUE WATER MAIN REPLACEMENT PROJECT
Eric Smith, Project Engineer from Erlandsen, informed Council that potholing along the
route of the Chelan Avenue Water Main Replacement Project revealed a badly
damaged storm drain that needed to be replaced. Smith also noted that a pipe that

crosses Highway 2 requires sub-lining and additional catch basins. Smith Excavation is
now ready to install the new water main and meters with some minor relocation.

Thompson made a motion to approve Change Order No. 1 to Smith Excavation
for $25,550.00 to replace the damaged storm drain on Chelan Avenue. Smith
seconded. Unanimous vote.

Driver made a motion to approve Change Order No. 2 for $2,490.00 to Smith
Excavation to subline the pipe that crosses Highway 2 and add catch basins.
Munson seconded. Unanimous vote.
Eric Smith also stated that he would request that Smith Excavation clean up the
highway along the route.

MAYOR’S REPORT

…… The Mosquito Control District Board Meeting will be held Monday, October 6,
2014, at Town Hall, 104 East Locust Street, 6:00 p.m. preceding the regular Council
meeting.
……Mayor DeVaney and Clerk-Treasurer Marsha Peterson met with the Wenatchee
Valley Humane Society Director Dawn Davies and Animal Control Officer Jody White
Wednesday, September 10, 2014 to negotiate a new Animal Control contract for 20152017. Terms of $9,500.00 annually for the present service levels were agreed upon for
the three-year period.

The meeting was adjourned at 7:40 p.m. on a motion from Smith, and a second
from Driver. Unanimous vote.
