Governors’ Annual Report
Spring 2015
Chair of Governors: Mr Mike Cook
The team at Trinity Fields continue to build upon the excellent achievements of the recent past.
Amongst our successes over this past year include: being the first school in Caerphilly Borough to
achieve Level 1 of the Rights Respecting Schools award. This is an excellent achievement
recognising the work of staff in ensuring pupils’ are at the heart of everything that we do. We were
also re-accredited for the Inclusion Quality Mark, again reflecting excellent work in this area. Our
autumn visit from the EAS Challenge Adviser, which was almost like a 'mini inspection' placed Trinity
Fields in the green category, which is the best any school can achieve. All these factors illustrate how
Trinity Fields is progressing and providing the very best opportunities for our pupils.
Our efforts are also directed further across the county borough. We recently opened a new class at
Cwm Ifor School, which will serve pupils as part of Trinity Fields’ provision. Although based in Cwm
Ifor, this class will be led and managed by Trinity Fields; this will help us to share the expertise of our
staff to help pupils further afield. This is an exciting new development for all and we are rightly proud
of the work shown by our Leadership and staff teams. We look forward to the future with big
expectations and huge confidence.

Pupil Assessment
 As of summer 2014 all pupils are assessed on an annual basis using PIVATS (Performance Indicators and

Value Added Target Setting). Routes for Learning annual assessments are also used to support our
assessment procedures. Full details are available from Leanne Boardman (Assistant Headteacher).
These assessments are used to track pupil progress and to support individual target setting.
Number on roll

The present number on roll is 129 (Spring 2015).
Staffing


There have been some changes to the staff team over the past year; this included a mini re-structuring of
the school leadership team. Ian’s job title has changed to headteacher, Tracey McGuirk is deputy
headteacher and Leanne Boardman is assistant headteacher. These posts are all permanent. A number of
other new staff have also been appointed; these include teachers, teaching assistants and midday
supervisors.
We are fully committed to our TEAM approach that includes: pupils, staff, parents/carers, along with
members of the wider community. Staff are our prime resource, with all of them contributing to the delivery
of an appropriate curriculum to meet pupils’ needs. Their contribution to all aspects of school life is fully
recognised and appreciated and we remain firmly committed to the professional development of all staff.
Health and Safety





Health and Safety is a standing agenda item at all governing body meetings. Rigorous risk assessments
are undertaken and all aspects of our H&S procedures are monitored, evaluated and reported to the
governing body by Tracey McGuirk (deputy headteacher/health and safety officer); any issues are given
immediate priority for resolution.
This year governors bought into the local authority’s premium health and safety agreement; we now have
weekly access to a health and safety officer who supports the school’s health and safety team.
H&S issues are managed by RAMIS- an online management tool and we continue to use the EVOLVE
recording system for planning all school visits; this logs the H&S aspects of school visits. Our Educational
Visits Co-ordinator is Leanne Boardman (assistant headteacher).
All staff receive update/refresher training in manual handling, Team Teach, fire safety, administering
medication, lifeguarding and first aid, as required.
Our toilets and specialist changing areas are well equipped and ensure that all pupils have access to the
highest possible standards of personal hygiene. We have staff on site throughout the school day which
means that our toilets and changing facilities are checked and cleaned regularly throughout the day so as
to maintain our high standards.
Continuing Professional Development


All staff access a wide range of courses to support both their personal development and whole school
development. Training this past year has included:
 Team Teach training for trainers and update training
 Food Hygiene Level 2
 Peer Inspector Training
 Excellence in our classrooms
 Pathological Demand Avoidance (PDA)
 Graduate Diploma in SLD/PMLD

Details of our SEG/PDG spending (grants from Welsh Government) can be found on the school website.
Finance


Governors, headteacher and Admin and Finance Manager continue to work closely with our local authority
finance support officer to manage all aspects of the school budget.
The school budget for 2013/2014 is attached to this report, along with a proposed budget for 2014/2015.
Monitoring of Teaching and Learning



The quality of teaching and learning is rigorously evaluated on a termly basis against Estyn criteria and the
EAS’ Excellence in Teaching Framework. Over the past year we have continued to focus on the Ministerial
priorities: literacy and numeracy, as well as evaluating the impact of individual education plans (IEPs).
We continue to work with our colleagues in the local authority to secure the very best standards in teaching
and learning. Our Challenge Adviser, Mrs. Liz Jones supports us in monitoring, evaluating and challenging
standards of learning, teaching and leadership across the school. Our autumn core visit (2014) awarded
the highest possible categories for teaching, learning and leadership in line with the Welsh Government’s
national categorization of schools. We are very proud of this achievement and congratulate all the staff on
this well-deserved outcome.
Policies and whole school procedures are reviewed as detailed in our 3 year planning cycle.
Links with Parents/Carers







Parents and carers continue to make a valuable contribution to all aspects of school life and we value their
input and support. Termly Parents’ Evenings continue to be very well attended.
All of our whole school events last year were very well attended by parents, other family members and
friends. These included: Harvest Festival, Eisteddfod, Nativity Play and Carol Services, and the end of
year Keys to Success Assemblies.
Our annual Christmas Fayre was our most successful to date and raised over £2,500 towards purchasing
new equipment, with over 200 visitors coming through the doors.
Over 40 parents returned the summer 2014 questionnaire; feedback was very positive and this information
was used to feed into our school improvement plan.
Leanne (assistant headteacher), with the support of Jenny/Donna (home support workers) and Gary
Chinnock (TA) established a very successful “Dads and Lads” group; they met weekly and did a great job
on improving the outside garden, including the memorial garden. They also had a very successful training
morning with Richard Hirstwood- “Sensory on a Shoestring”. Two separate very successful training events
were arranged for dads and mums in October, both with Richard Hirstwood.
Following Jenny Clarke’s retirement from her home-support worker post last autumn the governors
appointed Kate Davies to the post. Our home support workers are now line managed by Leanne
Boardman (assistant headteacher).
CASS (Caerphilly Autistic Spectrum Service) continue to provide a range of support and advice to pupils
and their families, as well as to colleagues in other schools, social services, health and families. This
service is highly regarded by other schools, parents/carers and the local authority. This valuable service is
led by Michelle Fitton (assistant headteacher).
Friends of Trinity Fields


After several attempts to recruit new members it was necessary to formally bring the current Friends to a
close. We thank Ceri and all of the Friends who have supported the school over the years.
We are hoping to establish a Parent Teachers Association (PTA) during 2015.
Links with Caerphilly Local Authority and Other Agencies





We have very strong links with the local authority and the Education and Achievement Service (EAS).
Ian meets with the EAS special school headteachers and Challenge Advisers every half term; these
meetings are used effectively to share good practice and to provide additional support and challenge.
Ian is also working with another special school in the EAS as a Challenge Adviser Partner.
The Real Opportunities project finished at the end of September (2014). Our thanks go to Angela Kenvyn
and her team for all their hard work and commitment. Angela and Suzanne Salter are currently working
with a range of partners to try to secure funding for a future project.
Jacky Elias, Service Manager for Additional Learning Needs, oversees CASS and provides excellent
support for other whole school developments, including the development of our satellite class at Cwm Ifor
Primary School.




Our Youth and Leisure Services team continue to provide Respite, Saturday Club and Holiday Schemes
as part of a service level agreement with Caerphilly Social Services. Our thanks to Geraldine Smallman
and her team for providing such a valuable service to children and young people across Caerphilly.
We continue to receive excellent support from Orangebox via Gareth Banks and his colleagues.
We have developed very effective links with Duke of Edinburgh Wales officers.
We continue to have excellent working partnerships with other special schools, local primary and
secondary schools, colleges, local businesses, Assembly Members, Member of Parliament and officers
within the Welsh Government. This is just a flavour of the well-established partnerships that exist.
Curriculum and other Developments, including the Welsh Dimension







We held our 3rd Exhibition of Welsh Art in March 2014 which displayed pupils’ art work as well as that
some of parents and staff. The event was another huge success with very positive feedback.
Again, an excellent range of activities took place during our annual Welsh Week; pupils enjoyed Welsh
music, art and craft activities and of course our school Eisteddfod. Welsh 2nd language continues to be
taught across the school and “Curriculum Cymreig” is strongly reflected in all aspects of our work.
We are currently working with the 3 other special schools in the EAS to embed the literacy/numeracy
framework into all aspects of curriculum/IEP planning, delivery, assessment, recording and reporting.
Pupils in our 14-19 classes have been able to access an extended range of accredited learning options;
this includes hospitality and catering, delivered through Caffi Oren, 5 new Agored Cymru units along with
the Bronze and Silver Duke of Edinburgh Awards (D of E).
We were re-accredited for the Inclusion Quality Mark in November 2014; our thanks to Catrin Aubrey for
leading this work. This recognises our ability to provide learning experiences to meet all pupils’ needs.
Staff in the senior department also organised an accredited Emotional Wellbeing and Anger Management
course for a 6 students within the secondary department following requests from some parents as well as
providing weekly Sex and Relationship lessons for a group of pupils from Key Stages 3 and 4.
Over the past year staff have continued to access training and support to develop and implement the
Welsh Government’s Literacy and Numeracy Framework.
Strategic Equality Act 2010





We are committed to ensuring equality of education and opportunity for all pupils and staff; in addition we
aim to provide equality for all those receiving services from the school, irrespective of disability, race,
gender, age, sexual orientation, religion or belief, gender reassignment, pregnancy and maternity,
marriage and civil partnership. These are known as the “protected characteristics”.
We aim to promote a culture of inclusion and diversity in which all those connected with the school feel
proud of their identity and able to participate fully in all aspects of school life.
We have developed in consultation with stakeholders a Strategic Equality Plan (SEP), the purpose of
which is to fulfil the duties to promote equality for people with ‘protected characteristics’ and embed
fairness and equality at the heart of our school community and in all aspects of our plans and policies.
The governing body will:
 seek to ensure that no individual is discriminated against when applying for jobs at our school;
 take all reasonable steps to ensure that the school environment gives equal access to people with
disabilities;
 strive to make all communications as inclusive as possible for pupils, parents and carers;
 ensure that no child is discriminated against whilst in our school.
Our Equality Objectives for 2012-2016 are to:
 Continue to ensure “Equality of Opportunity” for all;
 Ensure all pupils achieve their full potential;
 Provide training and support to pupils, staff, parents/carers, governors and other stakeholders on
equality issues and the protected characteristics (being mindful of the specific learning/behavioural
needs of our pupils);
 Develop with pupils, a range of pupil friendly policies that will include: Behaviour, Anti-Bullying (with
reference to “Identity” based bullying) and Teaching, Learning and Assessment.
Governing Body Meetings
 During 2013/2014 the full governing body met twice a term.
 Matters discussed by the Governors included: whole school self-evaluation, School Improvement Plan,
buildings, staffing, Headteacher’s termly reports, Performance Management, school budget, Strategic
Equality Plan, new curriculum developments, including the Literacy and Numeracy framework, health and
safety, work of the School Council, school organisation and fundraising.
The School and the Community






Throughout the year, we continued to strengthen our position within the community and we continue to
foster excellent working relationships with the local community. During 2014 our school choir sang at
Sainsbury’s and Tesco and they already have a booking for this coming Christmas.
Our facilities are hired out to various community groups, which include: Water Babies Wales Branch and
the National Spondylitis Society.
School facilities continued to be used out of hours by the Youth and Leisure Service, CASS and Real
Opportunities.
The headteacher and staff contribute to local and national education meetings. These include: South
Wales Association of Special Schools Heads and Deputies meetings, Headteachers’ meetings, Case
Conferences, 14-19 Learning Pathways, EAS Special School Heads, Welsh Government groups etc.
We have continued to develop our close working relationship with the Touch Trust, a charity based at the
Millennium Centre in Cardiff. We have 2 trained Touch Therapists in the school.
All these factors contribute to Trinity Fields School having a highly successful profile within and beyond the
Caerphilly County Borough community.
Working for Others


Beech class, working with the Caffi Oren team organised a very successful Macmillan coffee morning; the
morning was well attended by staff, parents and family members and raised £182.82 for the charity. This is
the 16th year that the school has supported this very worthwhile charity. We are grateful for your support.
We also raised almost £400 for the annual Children in Need Appeal by dressing up as our heroes.

presents for pupils, as well as contributing towards buying a new school minibus.
Action as a Result of Any Resolution passed at the Last Meeting

No specific resolutions were passed.
Governors’ Expenses

There were no governors’ expenses for 2013-2014.
Special Educational Needs

In common with all other schools we are legally required to report on our special needs provision. In line
with the current Code of Practice (Wales) the school ensures that all Statements are reviewed annually
and that all Individual Education Plans (IEPs) are updated following the annual reviews.



Our annual review meetings follow a pupil centred approach; wherever possible pupils are involved in their
annual review and contribute through a PowerPoint presentation.
The school ensures that the Special Educational Needs policy, along with whole school procedures is
monitored and reviewed on an annual basis.
We receive regular support from a range of agencies that include: educational psychologists, social
services, physiotherapists, speech and language therapists, occupational therapists, teachers for
VI/HI/MSI, medical staff etc. We are grateful for this multi-disciplinary approach which means that all of our
pupils have access to the very best services and support.
Admission Arrangements for Disabled Pupils


The school is required by law to report on this aspect. All areas of the school and curriculum are
accessible to pupils with a range of impairments (sensory, physical and cognitive).
In partnership with the School Council, pupils, local authority, community groups, governors and staff we
have developed our Strategic Equalities Plan (SEP); a copy is available at the school.
Educational Visits


A wide range of educational visits are arranged throughout the year to promote and enhance pupil’s
learning in real life situations. These have included sporting events, opportunities to develop leisure and
independence skills such as bowling, museum and National Trust visits, Duffryn Gardens, St Fagans, A
woodland walk to find Little Red Riding Hood, Greenmeadow Farm, Train to Cardiff Bay/Boat Ride,
Tredegar House, Fire Station, cinema trips, Machen Ice Cream Parlour, 1940s experience at Swansea
Bay, Big Pit, Techniquest and Brecon Mountain Railway to name but a few!
Pupils have also experienced a wide range of musical events held in school, including ‘Live Music Now’
concerts and a pantomime.

The School Council continues to develop a key role in school life and tackles a range of issues. They have
provided excellent support to the governing body this past year by supporting interviews to appoint new
members of staff. Council members have taken this role very seriously and as governors we want to
congratulate them on their work in this area.
All of the pupils who left Trinity Fields at the end of last summer term (2014) did so with recognised
ASDAN and Agored Cymru accreditation, as well as the Bronze DofE for those pupils who took this option.
14-19 Learning Pathways




The DofE group took part in their first expedition at the beginning of June (2014). It was an extremely
successful expedition with students completing a route and making their own meals.
All pupils who were entered for the Bronze DofE Award at the end of the summer term (2014) were
successful. A Silver DofE group has also been running since September 2014.
Successful transition links into Post-19 provision were made during the summer term (2014); these
included links with Coleg y Cymoedd, Nantgarw, Crosskeys College and Ystrad Mynach Day Centre.
A new parents’ guide to 14-19 learning pathways has been developed and an information afternoon was
arranged in November (2014) to provide parents/carers with additional information about the 14-19
Learning Pathways curriculum.
Young Enterprise


The Young Enterprise team had another exceptional year; again they have worked on developing,
marketing and selling a range of products throughout the year- for the Christmas Fayre, Mother’s Day,
Easter and other special events.
We are sure that many of you would have bought the wonderful Rudolph Reindeers that were on sale at
the Christmas Fayre- they were a very popular buy and were selling as fast as they were being made!
Sporting Achievements





8 pupils attended the Caerphilly swimming gala at Newbridge Leisure Centre. The pupils were: Tammy
Stone, Jade Shevill, Ethan Parker, Dylan Marsh, Joseph DeRidder, Jack Burridge, Tegan and Nathan
Edmunds.
The pupils performed brilliantly and were a credit to the school both in behaviour and effort in the pool.
Many pupils did so well that they are eligible for swimming badges.
Another very successful rugby festival was held in spring 2014 with some new schools attending.
We continue to access excellent support from Sport Caerphilly to enhance pupil achievement in this area.
Other sporting activities have included: football tournament at Leckwith Stadium, weekly trampolining and
rebound sessions and participation in the opening ceremony of the new sports complex in Ystrad Mynach.
Buildings and Grounds



We were successful with a 50/50 Capital Bids Grant to replace the kitchen (to food hygiene standards) in
Oak class. This excellent facility is being used to deliver our new hospitality and catering units of work.
“Caffi Oren” was officially opened by Head Boy, Brian Beckett and Head Girl, Emma Humphries in the
presence of the Mayor and Mayoress on Friday 11th April 2014.
We are awaiting the installation of a sunken trampoline which will provide additional resources to support
our PE programme, as well as new sensory lighting and music in the hydrotherapy pool.

Targets set by the Governing Body




The current targets set by the Governing Body are fully documented in the School Improvement Plan
(2014/2015). This document is displayed on the Governors’ noticeboard. A summary of the current SIP
targets can also be found on the school website.
Working with the staff, the local authority and the EAS we continually monitor the targets and the progress
made towards achieving them. Updates are given by the headteacher at termly Governors’ meetings. We
are in the process of reviewing our progress and developing targets for 2015/2016.
Targets for 2015/2016 will include: improving pupils’ literacy and communication, numeracy, further
development of highly specialist ICT, upgrading sensory resources, extending accredited courses at post16 to include hospitality and catering, assessment, further development of the school grounds, developing
specialist ASD provision at key stage 3, achieving Level 2 of Rights Respecting Schools and further
development of the school council.
The recommendations from our 2012 Estyn Inspection have all been successfully addressed through our
School Improvement Plan. This success has been documented by our Challenge Adviser during her
autumn term visit and in her report to governors.
