CONSTRUCTION CHARGES
A. GENERAL
1. Construction charges are non-recurring charges made to
customers under certain conditions, as hereinafter set forth,
to cover all or a portion of the costs involved in the establishment
or rearrangement of service and are in addition to the rate for
the class of service furnished and any service connection charges,
change charges, mileage charges or other similar charges that
may apply.
(c)
2. All rates and charges quoted in the Local Exchange Tariffs and
the other Sections of the General Exchange Tariff, S.C.G.-VA.-No.
1, provide for the furnishing of service where suitable plant
is available or when the construction of the necessary plant does
not involve excessive costs.

3. When a charge is applicable for construction on either a public
highway or on private property, the customer may undertake, where in the
opinion of the Company it is practicable for him to do so, such
construction in whole or in part, in lieu of the construction charges
which apply. In all cases of construction by the customer, the material
furnished and the method of construction are subject to the approval of
the Company. Company supervision charges will apply as required.(c)
4. Except as otherwise provided herein, the rules and regulations in
this Section contemplate usual construction, i.e., the type of
construction which the Company would provide for the area and for the
quantity and class of service involved if the decision rested solely
with it.
5. Any poles, conduit, cable or other plant provided at the expense
of the customer, on either a public highway or on private
property, shall not be used by the customer for any purpose other
than service furnished by the Company or the support of cable,
wire or other apparatus of the Company, except upon approval
of the Company.
(c)
6. The provisions of this Section do not apply where
installation, replacement and/or other charges are made to
customers for construction on private property, when such
charges are in lieu of mileage charges that would
otherwise apply.

7. The tern. "poles" as used in this Section includes the anchors,
braces, guys, stubs and other fixtures required to support the
poles. The term "conduit" shall be interpreted to mean conduit
or equivalent construction for buried cable, etc.
(c)
CONSTRUCTION FOR PERMANENT SERVICE.
1. On Public Highway or on Private Property to Serve Customers in General
a. In all cases of construction on public highway or on
private property to serve customers in general, ownership of the
poles, conduit and other plant must be vested either in the
Company or some other company with which the Company has a
joint use arrangement.
b. Construction charges apply when the revenue to be received
by
the Company or the immediate prospect of securing sufficient
additional revenue, or both, do _not justify the necessary
investment. In such cases,the customer may be required to pay a
construction charge(c) under the following conditions:
(1) Where it is necessary to furnish poles or conduit, or plant,
such as submarine cable, etc., that is not ordinarily required, either by constructing such plant or by purchasing
an interest in the plant of another company.
(a) Where the Company constructs the plant, the
construction charge except as provided in (c) following,
is based on the estimated costs of material and direct
labor required to provide the poles, conduit, buried
cable or unusual plant necessary to connect the
customer with existing plant, together with the wire or
cable placed.
(c)
(b) Where the Company purchases an interest in the plant
of another company the construction charge, except as
provided in (c) following, is based on the amount the
Company pays for such interest, the total charge to the
customer not to exceed the construction charge that would
apply if the Company built the entire plant.
(c) No construction charge is made to the customer for
existing items such as brackets, wire on existing poles,
cables, tree trimming, etc., except when plant is to
be provided for the use of a single customer and there

(c) is no prospect of securing additional customers
within a reasonable time. In such cases, all items
may be included in the estimated cost on which the
construction charge is based.
c. Where it is necessary for the Company to pay recurring
rightof-way or other recurring charges and a construction
charge would otherwise be made to the customer, the
Company may require the customer to pay all or a portion of
such charges.
d. The Telephone Company will construct at no charge,the first(n)
1000 route feet of normal construction along public roads
for customers requesting permanent service. Cost for construction in excess of 1000 feet will be billed to the customer on a
pro-rata basis.
2. On Private Property to Serve a Customer
a. In cases of construction on private property approved by the Com- (c)
pany and constructed by the customer, any poles, buried cable or
conduit necessary to furnish service shall be provided, maintained and
replaced at the expense of the customer and shall remain the
property of the customer. The customer shall also obtain, without
cost to the Company, any right-of-way required to furnish the service.
b. In case the customer prefers to use the poles or conduit
of another company or individual and such poles or conduits
are suitable in the opinion of the Company, he may do so
provided any attachment or other charges made for the use. of
such poles or conduit are paid by the customer.
c. Where it is determined by the Company that joint use
aerial construction may be appropriate in lieu of buried
construction, and at the request of the customer, the annual
pole rental required to serve a customer on private property
will be billed to the customer at the annually adjusted
rental cost.
d. Where the general distributing plant of the Company is underground
or buried and, in the opinion of the Company, the volume of
business to be derived from a single building or other special
condition justifies an underground service connection, the necessary conduit may be provided, maintained and replaced at the expense
of the Company. Such conduit shall remain the property of the Company.

e. No construction charge is ordinarily made to the customer
for the other items of plant required, such as brackets,
wire, etc. In exceptional cases where the cost of such items is
excessive compared to the revenue to be received by the
Company or where unusual plant such as submarine cable is
required, the customer may be required to pay the unusual
cost involved. In all cases, such plant is maintained and
replaced at the expense of the Company.
f. The Telephone Company will construct at no charge the first
500 route feet of normal construction on private property (n)
for customers requesting permanent service. Cost for construction
in excess of 500 feet will be billed to the customer on a
pro-rata basis.
C. SPECIAL CONSTRUCTION FOR PERMANENT SERVICE
1. When the Company is required to provide outside plant construction, either
on a public highway or on private property, or house cabling, of a type
other than that usually provided for the area and the quantity and class
of service furnished, such as buried construction where aerial construction
would usually be provided, concealed cable, etc., the customer or other party
requiring such special construction may be required to pay the difference
between the estimated cost of usual construction and the estimated cost of
the type of construction provided, under the following conditions:
a. Outside Plant Construction
(1) On Public Highway or on Private Property to Serve Customers in
General.
(a)The Company will, in all cases, bear the same amount
of the cost as in the case of usual construction
provided under paragraph B preceding. The customer or
other party requiring the special construction may be
required to pay the difference between the total
estimated cost of such special construction and the
amount to be borne by the Company.
(b) All plant is maintained and replaced at the expense of
the Company.

a. Outside Plant Construction (Continued)
(2) On Private Property to Serve a Customer
(a) The customer is required to provide, maintain and
replace the necessary poles, special equipment, or(c)
conduit, and to obtain, without cost to the
Company, any right-of-way required to furnish service.
(b) In connection with the other plant required, such as
cable, wire, etc., the Company will, in all cases, bear
the same amount of the cost as in the case of usual
construction provided under paragraph B preceding. The
customer is required to pay the difference between the
total estimated cost of the special construction and the
amount to be borne by the Company. Such plant is maintained
and replaced at the expense of the Company.
(3) Ownership of Poles and Conduit
The regulations applying to ownership of poles and conduit
are the same as apply in the case of usual construction.

b. House Cabling to Demarc Location (From House Cable Terminal)
(1) Any conduit required must be provided, maintained and
replaced without expense to the Company.
(2) The customer is required to pay the difference between
the estimated cost of the house cabling provided and the
estimated cost of usual construction. All such cabling is
maintained and replaced at the expense of the Company.
D. CONSTRUCTION FOR TEMPORARY SERVICE
When construction is required for temporary service and there is no
immediate prospect of reusing the plant provided, the customer may
be required to bear all of the cost of such construction. The regulations applying to ownership and maintenance of such construction
are the same as apply to construction for permanent service.
