The Pass Christian Public School Board and the Administration of the Pass Christian Public
School District are dedicated to ensuring a safe environment is provided for our students.
Further, all employees are provided with a safe work place and appropriate safety training. We
are hereby officially implementing the safety programs outlined in this safety manual. These
written programs are directed by board policies SAFE SCHOOLS (ADD), EMEGENCIES (EBC),
SAFETY PLANS (EBCA), and SAFETY DRILLS AND EVACUATION (EBCB). This plan incorporates
guidelines and procedures endorsed by the National Incident Management System and Joint
Incident Command recommendations.
All employees are expected to comply with the minimum safety requirements outlined in this
program. Administrators and Principals may develop and implement additional detailed
programs for their campuses as needed upon approval by the Superintendent of Education and
Pass Christian Public School District School Board. All employees are required to annually
review the programs outlined in this policy manual. All employees shall review the manual as
part of their orientation. Once this review is completed, employees will fill out and sign a copy
of the Employee Review and Compliance Certification Form.
Safety is an important and integral element in each of our duties and is considered the single
most important aspect of anything we do. It is the goal of the Pass Christian Public School
District to provide a safe and healthy environment for all students, employees, parents and

INTRODUCTION
The School Safety Plan is the foundation the district and schools use to maintain a safe and
secure educational environment. There are three components to a comprehensive safety
plan. Those components are:
1. Policies and procedures that afford a safe school environment.
2. The Safety and Crisis Response Plan.
3. Programs that promote a safe school environment.
The Pass Christian Public School District plan utilizes components of the model developed and
set forth by the Mississippi State Department of Education, Office of Safe and Orderly Schools.

COMMUNICATION
Communication is crucial during an emergency situation. The superintendent will be the official
spokesperson for the district. The superintendent’s designee will be responsible in the
superintendent’s absence. Comments in a crisis situation will be made under the supervision of
the superintendent.
The boardroom will be the location for the emergency communication post. Interviews will not
be conducted as the school site. Media permission to interview students must be given by
parents and be conducted off site.
COMMUNICATION CHAIN OF COMMAND
The mechanism for contacting members of the faculty and members of the crisis management
team is:

The central office staff will:
 Assist in all emergencies.
 Set up an emergency communication post at the central office.

 Aid the principal in preparing fact sheet to help those answering phones.
 Develop accurate and complete information regarding the incident and will coordinate
with the superintendent the release of all information.
 Facilitate and conduct press conferences.
 Maintain communication post at the central office during emergency incident.







Call - 911.
Give police your name, school name and location, situation and then stay on line.
Announce Emergency Crisis, repeat 3 times. Stay calm.
Call - Superintendent’s office at 228-255-6200.
Document the entire incident. Include names, times, steps taken and results.
If possible, conduct emergency staff meeting to facilitate flow of information.

COMMAND CENTER

Site administrator conducts operations from one location and does not leave that
location.
 Crisis Response Team members should report immediately to Superintendent’s office
(Command Center) and initiate responsibilities.
 Secure CRT binder. (This contains specific member assignments, maps of school,
evacuation plan, emergency numbers and master keys).
 If EMS officials replace CRT members they should await further instructions from site
administrator.
 Follow through with designated PARENT waiting area.
 Follow through with designated PRESS/MEDIA area.
 Facilitate distribution of maps, keys, assignments, information, and communication
devices from a central location.
 Facilitate district participation and flow of information with EMS officials.
 No unauthorized individuals should be allowed in the command center
Responsibilities of Personnel During and After Emergency
Principals (MS code 37-9-15)
The principal/designee is responsible for the overall direction of emergency procedures at the
school site and will maintain a chain of command.
 Chain of Command:

Direct evacuation of building in accordance with procedures.
Arrange for transfer of students and other individuals when their safety is threatened by
a disaster.
Ascertain names of injured and send staff member with students if transported from
school.
Keep the names of students who are picked up by parents or persons acting for the
parents.
Notify the superintendent’s office.
Prepare fact sheet to help those answering phones.
Communicate event to district media spokesperson.
Notify first aid providers to report to site of emergency.
Take any other steps deemed necessary to ensure the safety of students, staff, and
other individuals.
Maintain control and accountability of students and staff.

Assist as directed by the superintendent.
Assistant Principals (MS code 37-9-15)
The assistant principal will:
 Help secure buildings.
 Assure that multi-handicapped students are accounted for and safe.
 Report injuries and damage to the principal.
 Coordinate communication between principal, faculty, and staff.
 Communicate with parents.
1. Phone calls should be brief and professional.
2. Use lists to contact parents of the students involved.
3. Give them factual information.
4. Provide them with the locations on campus that they have access to.
5. Give them the names of the spokesperson that will be keeping them informed
once they have arrived on campus.
6. Advise them to only give information to school and EMS officials.
 Assist as directed by the principal.
 Maintain a list of first aid providers for his or her site.
Secretarial Staff
The secretarial staff will:
 Be responsible for reporting emergency. Call 911.
 Take enrollment cards and sign-out sheets for off-site student release.
 Recorder.
 Utilize telephones and monitor emergency radio broadcast.
 Assist as directed by the principal.
 Secretaries manage this responsibility.
 Pull list(s) of those classes involved and make necessary copies.
 Check absence/specials/schedules to affirm who is in attendance in affected classes.
 Collect parent contact numbers.
 Check list with school nurse.
Emergency lists should remain with School Law Enforcement Officials at all times.
School Nurse
The school nurse will:
 Report to the emergency scene.

Provide first aid services to injured/casualties in a secure location.
Provide information to school officials.
Provide information to emergency personnel.
Assist as directed by the principal.
Establish triage as needed and coordinate medical evacuation.
Teachers
Teachers will:
 Provide for the supervision of students and will remain with students until directed
otherwise.
 Direct evacuation of students in their charge to designated areas in accordance with
school crisis response plan.
 Render first aid if necessary.
 Take grade book and call roll after evacuation.
 Report missing students and staff to principal.
 Assist as directed by the principal.
Counselors / Psychologist
Counselors will:
 Maintain list of high-risk students throughout the year.
 Identify ‘at risk’ students in current emergency.
 Provide assistance to students and staff.
 Communicate with parents.
 Designate a location for counseling center.
 Assist as directed by the principal.
Custodians/Maintenance
Custodians/Maintenance will:
 Be responsible for the use of emergency equipment, for the handling of school supplies,
and for the safe use of available utilities.
 Survey and report damage to the principal.
 Assist rescue operations as directed.
 Assist fire-fighting efforts until regular fire-fighting personnel take over.
 Control main shut-off valves for gas, water, and electricity and ensure that no hazard
results from broken or downed lines.
 Assist in disbursement of supplies and equipment.
 Conserve usable water and other supplies.

Assist as directed by the principal.
Food Services
Food Service personnel will:
 Prepare and serve food to students and staff when necessary during an emergency.
 Assist as directed by principal.
Bus Drivers
The bus drivers will:
 Supervise students if emergency occurs while students are on the bus.
 Transport students and staff to new location when directed.
 Assist as directed by the principal.
Emergency Management Director (Director of Support Services)
The Pass Christian Public School District Director of Support Services will assist school officials in
disaster planning. This assistance will include the four phases of emergency management,
which are:
 Mitigation: Activities, which eliminate or reduce the probability of disaster.
 Preparedness: Activity, which can be taken prior to a disaster to save lives and minimize
damage.
 Response: Activities that follow a disaster and are designed to prevent loss of lives and
properties, relieve suffering, and provide emergency assistance.
 Recovery: Short and long-term activities which return systems to normal or improved
standards.
The Director of Support will also organize other resources in the Pass Christian Public School
District as needed to assist the school district in disaster planning or response. Responsibilities
include:
 Collection, analysis, and dissemination of information concerning potential disasters.
 Establishment of warning system to assure school officials receive immediate word of
any situation that may cause a threat to the school or their students.
 Assistance in training of school personnel who may require special training as a result of
their disaster response assignment.
 Assistance in dealing with state or federal officials during the recovery phase.

EMERGENCY DRILLS/PROCEDURES
It is the duty of the principals and teachers in each building of the Pass Christian Public School
District to instruct pupils in the methods of safety drills in all programs of emergency
management as my be designated by the Mississippi Department of Education. These drills are
to be conducted often enough to keep pupils and employees familiar with procedures.
Emergency/safety drills will include evacuations for fire, bus accidents, earthquake, inclement
weather, bomb threat, or other incidents unique to the geographical location to the district or
school.
EMERGENCY RESPONSE PROTOCOLS
FIRE
The following procedures will be followed in the event of a fire or explosion.










The building fire alarm system will be sounded to alert all school occupants. The fire
alarm system can be operated automatically or manually.
Evacuate all occupants through the most accessible exits from the building, moving as
far away as possible from the structure.
Call 911 to alert the fire department that an emergency fire/explosion condition has
begun.
Designated person(s) will shut off all gas and fuel lines.
Check building to ensure evacuation of all occupants is completed in an orderly, timely
manner.
Alert superintendent or designee as needed.
Teachers are to stay with their students and should call roll at the evacuation location.
Missing students should be reported to the principal who will in turn report them to the
emergency responders.
Unattended students will report to the nearest teacher.
Teachers are to note student additions and report them to the principal who will in turn
report them to emergency responders.
In the event an evacuation of the building is ordered, grade books or student rosters should
be taken with teachers as they exit the building to help ensure the proper accounting of
students.

BOMB THREATS/EXPLOSION
Personnel in the Pass Christian Public School District shall cooperate fully with the police in
planning and carrying out procedures for handling bomb threats.












The safety of students and personnel shall be the primary concern of all personnel.
All personnel will cooperate fully with the police to help identify the person or persons
making the threat.
All incidents shall be immediately reported to the administrator in charge.
All incidents shall be reported to the superintendent’s office and police department
immediately.
The administrator in charge will make the decision to evacuate the building, complying
with any direction given by the superintendent or any order given for evacuation by the
police.
Students are to be moved to each school’s designated evacuation area until the school
has been searched and determined by the police to be safe for reentry, or until such
time the superintendent has officially dismissed students.
Teachers are to stay with their students and should call roll at the evacuation location.
Missing students should be reported to the principal who will in turn report them to the
emergency responders.
Unattended students will report to the nearest teacher.
Teachers are to note student additions and report them to the principal who will in turn
report them to emergency responders.
Staff will assist in searching the building as prescribed by the administration and police.
However the request of an employee to be excused from participating in a search shall
be honored.
Students shall not be dismissed from school until the end of the school day. Instead, if
evacuated, students shall remain in designated areas until the principal and the police
are satisfied that no danger exists. Teachers shall remain with their students and be
responsible for them.
In the event an evacuation of the building is ordered, grade books or student rosters should
be taken with teachers as they exit the building to help ensure the proper accounting of
students.

TORNADOS/HURRICANE/AND INCLEMENT WEATHER
Each school in the district shall have an operational weather radio. MS Code 37-11-6 (1996)
Each school should be inspected and shelter areas designated. Schools should use interior
hallways on the ground floor avoiding southwest, south, or west hallways, since that is the
usual direction from which tornados originate. (Tornadoes usually move from southwest to
northeast; however, they also move towards the east, the southeast, the north, and ever
northwest.) Avoid halls that open to the outside in any direction. If there are no interior
hallways, avoid those that open to the usual path of a tornado. Avoid windows and other
glassed areas. Gymnasiums, auditoriums, or other rooms with wide-span roofs should not be
used.
When a tornado warning has been issued:









An announcement will be made or an alarm will sound.
Students and staff members must move to the areas of shelter in the main building.
Students and staff will be moved from auditoriums, gyms, and other free-span rooms,
exiting in an orderly fashion.
Direct students to sit on the floor and wait for additional instructions
When all students have reached a safe area, they will be instructed to respond to a
specific command(s) to assume protective posture, facing interior walls, and away from
the direction from which flying debris would be expected.
An appropriate command would be, “EVERBODY down! Crouch on elbows and knees.
Place hands over backs of your heads.” It is essential that the command be instantly
understood and obeyed.
Stay alert for warning signs of approaching tornado.
Do not open windows.
Students with physical disabilities should be safely evacuated to shelter areas and can
remain in wheelchairs or sit in chairs if they use crutches or walkers. Due to conditions
they may not be able to assume the protective posture. They should be sheltered in a
small room, such as a restroom in the middle of the school.
If warning signs are present and danger is imminent:







Give the command to assume a protective posture.
Close all hallway and/or fire doors to limit possible wind tunnel effect.
Ensure that everyone stays down in a protective posture.
After the tornado or severe storm passes, instruct students to remain on floor to reduce

In addition, parents and their children should have an arrangement worked out in advance

Suspicious Persons or Activity







Notify the office, administrator in charge, and the School Resource Officer immediately
of the location of the suspicious person.
Politely challenge the person and ask it you can help him or her.
Advise the person that he or she is required to report to the office, sign in and obtain a
visitor’s badge.
If the person is uncooperative or you feel that he or she is unapproachable, contact the
School Resource Officer or administrator in charge immediately.
Report any suspicious or criminal activity to the School Resource Officer and the
administrator in charge immediately.
The administrator in charge will determine if LOCK-DOWN is required, if so, follow
LOCKDOWN PROCEDURES.
Unattended students will report to the nearest teacher.

Take all threats seriously! Report them to an administrator and to the School Resource
Officer. Provide all details.

LOCK DOWN PROCEDURE






Call for lockdown will be made on the intercom.
Teachers will immediately be sure their classroom is locked and lights are off.
Teachers will move students out of the line of sight from the windows and door.
Students who are out of the classroom should go to the closest classroom and be
admitted by the teacher only.
For classes in the gym: Classes will lock themselves in the dressing/locker rooms or
other assessable rooms.
Classes will remain locked down until the all-clear is announced.

If the lockdown is called during break, students will report to the appropriate class
period which immediately follows the scheduled break for that school.
If the lockdown is called during lunch, students will report to the class period which

EARTHQUAKE
Earthquakes can occur at any time with no advance warning:
The onset of a large earthquake is initially signaled by a deep rumbling or by disturbed air
making a rushing sound. The immediate need is to protect lives by taking best available
cover. All other actions must wait until the tremor subsides.


















Staff members-administrators and teachers will take charge and give instructions in a
firm, clam manner.
Advise students to remain quiet so directions can heard.
Students and staff should stay put until tremors stop.
No person should rush outdoors. The greatest danger is just outside entrances and
close to walls.
If inside a building, the students and staff should assume the duck, cover, and hold
position until tremors stop. (Kneeling or sitting position with their heads down and
their hands covering their heads.)
Students should take cover under desks, tables, and heavy furniture, in interior
doorways, or against weight bearing inside walls. Stay away from windows, light
fixtures and gymnasiums, cafeterias, or other large areas.
Shut off any electrical or gas operated appliances.
If outdoors, move away from the buildings and avoid utility lines.
After the quake/drill is over, evacuate the building and move to an open area.
Avoid fallen powers lines.
Do not start fires.
Do not enter buildings until competent personnel have inspected them.
Students and staff should be alert for possible after-shocks.
Students and staff should evacuate the building through the nearest safe exit if
instructed to do so by an administrator or emergency responder. (Follow Evacuation
Procedures and Accountability System).

BUS EVACUATION
Students must be evacuated in all cases when there is fire or danger of fire or when the bus
stops in an unsafe position.
Fire or Danger of Fire Procedures



A bus be evacuated immediately if the engine or any portion of the bus in on fire.
Students must move at least 100 feet away from the bus and remain until the driver
has determined that no danger remains.
Students should be evacuated when the bus is near an existing fire and unable to
move away or when near gasoline or other combustible materials.
Unsafe Position Procedures




If the bus is stopped due to an accident, mechanical failure, road conditions, or human
failure, the driver must determine whether it is safer for students to remain on the
bus or evacuate.
The bus must be evacuated if it is in the path of a train or adjacent to railway tracks.
Student should be evacuated when the bus is stopped in a dangerous position or in a
position which may become dangerous, i.e., if the bus is stopped near a precipice.
Students should be evacuated if the bus is stopped where there is danger or a collision
i.e., on a hill or around a curve.
Bus Evacuation
Buses may be evacuated in the following ways:




Everyone exists through the rear emergency door.
Everyone exists through the front entrance door.
Front half exits through the front entrance door and rear half exits through the rear
emergency door.
Exit through side emergency door alone (if bus is so equipped) or in a combination of
the above. If all of the above procedures, pupils should be moved to a place of safety
away from the roadway.
Additional instructions can be found in the Pupil Transportation Manual, and/or may be
provided by the Mississippi Department of Education.

Bus Accident
Emergency Procedure:












Bus driver will stay with students.
Bus driver will ensure that law enforcement is notified.
Bus driver will ensure that transportation supervisor is notified.
Bus driver must immediately check all student passengers for injury and ask whether
anyone is hurt or injured. If so, first aid shall be administered, if appropriate.
The students should be evacuated from the school bus in accordance with standard
procedures only if the condition or position of the school bus creates a further hazard to
the student passengers.
Transportation supervisor will go to the scene of accident.
Transportation supervisor will notify central office and building principals. Central office
will notify public relations, security coordinator, director of operations, and crisis
management team coordinator.
Principal will go to the scene of accident if students are injured.
Principal or designee will notify parents.
Principal will send staff member with the injured students if transported from accident

SCHOOL EVACUATION PLAN
The principal at each school will update and post evacuation plans and evacuation areas in
each room of his or her building annually. The evacuation plan and evacuation areas will be
used for all emergency responses.

Students and staff will calmly and quickly move to assigned evacuation areas, on-site or
off-site.
Teachers will stay with students at all times.
Teachers and students will maintain a minimum distance of 500 feet for fires and 1000
feet for bomb threats.

Caring for Special Needs Students
Schools prepare students with disabilities for disasters and/or emergencies through frequent
training drills to alleviate safety problems in the event of a real emergency. Teacher and
principal responsibility has greatly increased as students move into least restrictive
environment (LRE).
To ensure the safety of students with different physical abilities, we realize the critical need for
principals and teachers to have emergency procedures for students who need assistance to
evacuate.
The following procedures should be followed:
1. Make sure students with disabilities understand and will carry out actions required in
an emergency. Each school is required to provide 30 minutes of safety instruction and conducts
at least one fire drill a month.
2. A team will be in place to assist students with disabilities during the emergency. A
team of adults has been organized to help meet the need of the special needs children to
ensure better student safety. This team is made up of teachers, aides, and the school nurse.
3. Select a classroom that is close to an exit for location to place students with
disabilities. Special attention is given to handicap accessibility of nearby exits to ease
emergency evacuations for students in wheelchairs and braces.
4. Determine the ways students need help during and after an emergency based upon
one or all of the following.

difficulty hearing a warning or instructions concerning evacuations, difficulty
with a seeing-eye or hearing-ear dog that may become confused during
emergency

difficulty operating a wheelchair or walker, difficulty understanding instructions
while under stress, or having an illness aggravated by stress
A list is maintained in the principal’s office and the nurse’s station of important items that a
student might need in an emergency, such as medication administration, phone numbers for
the parent or doctor, or special equipment needs. Special medical alert tags are also available
that identify the student’s needs in case of injury or the inability to communicate.

PRESS MEDIA
At all times the Superintendent or designee will be the spokesperson for the Pass Christian
Public School District. All information released to the media will be directed by the
Superintendent or designee. All press conferences conducted by the media will be directed by
the Superintendent or designee.
The media will conduct all interviews off campus. The media must have the permission of the
students’ parents or legal guardians before being allowed to interview students.
WORKING WITH THE MEDIA






















Make sure all employees know the location of the emergency communication post so
they can direct inquiries.
Have at least two secretaries available to the coordinator of public relations.
Have at least one cell phone available to the coordinator of public relations.
Coordinator of public relations should maintain close contact with reporters.
Build a positive relationship with the news media by providing information in an
organized manner.

The superintendent of the Pass Christian Public School District shall be ready to respond to any
emergency or crisis by incorporating a well-planned and widely known crisis management plan
for the district and each district facility and school in to the safety plans at both the school and
district levels. To the extent possible, the plans will be consistent from location to location.
A warning system and appropriate procedure shall be known and provided to all personnel in
the respective schools. Periodic practice drills shall be held at which time all pupils and
personnel shall act in accordance with specific directions as set forth in that school plan. All
plans shall be on file at the central administration office.
Schools shall be dismissed only by the superintendent’s office. Each school principal shall use
his/her judgment in putting the appropriate disaster plan into effect. The superintendent’s
office shall provide all possible information and subsequent direction to the school principal.
Principals should refer to adopted policies and procedures on natural and nuclear disasters.
Each principal shall acquire and maintain a battery operated radio for his/her school.
Safety plans should include specific emergency management plans that include, procedures for
responding to bomb threats, fire, flood, hazardous waste spill, hurricane, shootings/weapons,
violence, chemical release, tornado, major power outage, death, or other disruptive incidents.
These plans must include clearly defined communications strategies within the school and with
parents, central office, other schools, news media, and emergency response agencies, i.e.,
police, fire, ambulance, etc.
Safety drills and crisis management procedures will be practiced by students and personnel on
a regular basis. Each site shall have a battery-operated radio ad an operational weather radio.

respond to emergencies or crisis situations and to provide an array of services, which may
include counseling, medical, legal, security or police, etc. The Crisis Intervention Team may
also be utilized in a planning capacity in order to establish coordination and linkages prior to
the actual occurrence of an event.
14.SCHOOL SAFETY SELF-ASSESSMENT: A planning and assessment instrument to be used as
appropriate to evaluate the school safety plan. In the broadest of terms, the assessment
should include a comprehensive review of the entire educational program of a school
and/or school district. It may, however, focus on specific areas such as assessment of the
gang problem, weapons in schools, drug or alcohol abuse, schoolyard bullying, facilities
evaluation, policies and procedures, compliance with statutes, attitudes and a host of
emerging trends in the field of school safety.
15.SCHOOL SAFETY DRILL ASSESSMENT: A process designed to evaluate the effectiveness of a
crisis management plan and the readiness of an individual school and/or school district.
This assessment may include a review of policies and procedures, safety drills, linkages with
the appropriate agencies, the role of Crisis Intervention Team members in the event of a
crisis, professional development activities, and training students how to respond during a
crisis.
Safety plans must also incorporate specific emergency management plans with procedures for
responding to bomb threats, fire, flood, hazardous waste spill, hurricane, shootings/weapons,
violence, chemical release, tornado, major power outage, death, or other disruptive incidents.
The plans shall include clearly defined communications strategies within the school and with
parents, central office, other schools, news media, and emergency response agencies, i.e.,
police, fire, ambulance, etc.
A warning system and appropriate procedures for each of the emergencies included in the plan
must be known and provided to all personnel in the respective schools. Periodic practice drills

shall be held at which time all pupils and personnel shall act in accordance with specific
direction as set forth in that school plan.
All plans comply with all state and/or federal requirements for safety, including facilities that
are clean, secure, and equipped to meet the instructional needs of students and staff. MS Code

It is the duty of the principals and teachers in each building of the Pass Christian Public School
District to instruct pupils in the methods of safety drills in all programs of emergency
management as may be designated by the Mississippi Department of Education. These drills
are to be conducted often enough to keep pupils and employees familiar with procedures.
Emergency/safety drills will include evacuations for fire, bus accidents, earthquake, weather
(tornado, flooding, etc.) bomb threat, or other incidents. In addition, parents are to be advised
of the radio/TV stations that will carry emergency response information regarding schools.
FIRE/EXPLOSION
1. Conduct regular monthly fire drills, the majority of which are held without advance
notice. Make a monthly report to the superintendent or designee regarding fire drills.
2. Provide written instructions for the evacuation of pupils from each room, using either
the room number and/or the teachers’ names. Alternate ways to evacuate the building
shall also be practiced.
3. Instruct teachers to close all doors and windows and turn off lights, remain with their
classes, and move away from the building.
4. Locate and eliminate all fire hazards periodically. Hazard areas include stages, boiler
rooms, storage areas, shops, laboratories, occupational training (foods, building trades,
etc.), and any other area where hazardous materials are stored or used.
5. Make sure that all exits are clearly marked and functioning.
6. Develop a plan for what to do if it becomes necessary to close the school. This plan
should include measures for conveying accurate information to students and parents.
PROCEDURE
1. Sound building fire alarm system that can be operated both automatically and manually
to alert school occupants.
2. Call 911 to alert the fire department that an emergency fire condition has begun.
3. Have custodian or other designated person shut off all gas and fuel lines.
4. Check building to ensure evacuation is completed in an orderly, timely manner.
5. Alert superintendent/ district public information director as needed.
6. Follow other procedures as outlined in the school/district disaster plan. (See also Policy
EBCA.)
BUS EVAUCATION
Bus evacuation drills must be conducted as least twice during the school year. Students usually
remain on the bus during an emergency. However, students must be evacuated in all cases
where there is fire or danger of fire or when the bus stops in an unsafe position.

Fire or Danger of Fire
1. A bus must be evacuated immediately if the engine or any portion of the bus is on fire.
2. Students must move at least 100 feet away from the bus and remain until the driver has
determined that no danger remains.
3. Students should be evacuated when the bus is near an existing fire and unable to move
away or when near gasoline or other combustible materials.

Unsafe Position
If the bus is stopped due to an accident, mechanical failure, road conditions, or human
failure, the drive must determine whether it is safer for students to remain on the bus
or evacuate.
The bus must be evacuated if it is in the path of a train or adjacent to railway tracks.
Students should be evacuated when the bus is stopped in a position that may change
and increase danger, i.e., if the bus is stopped near a precipice.
Students should be evacuated if the bus is stopped where there is danger of a collision,
i.e., on a hill or around a curve.
Buses may be evacuated in the following ways:
1. Everyone exits through the rear emergency door.
2. Everyone exits through the front entrance door.
3. Front half exits through the front entrance door and rear half exits through the rear
emergency door.
4. Exit through side emergency door alone (if bus is so equipped) or in combination 1-3
above. In all of the above procedures, pupils should be moved to a place of safety away
from the roadway.

Manual, and/or may be provided by the Mississippi Department of Education annually. See
also Policy EBCA.
BOMB THREAT
Personnel in the Pass Christian Public School District shall cooperate fully with the police in
planning and carrying out procedures for handling bomb threats. All personnel, including
switchboard/telephone staff and custodians, shall be given instructions for carrying out their
responsibilities in the event of a bomb threat. A bomb threat report form that provides a
standard set of questions designed to extract vital information should be readily available for
use. The principal must evaluate the seriousness of bomb threats or other disruptive types of
demonstrations after using input from all sources and then act to ensure the safety and best
interests of students and staff. The following guidelines will be considered:

1. The safety of students and personnel shall be of primary concern.
2. Te identification of the person or persons making the threat is of primary importance.
3. A report of any incident to the superintendent’s office and police department is to be
filed immediately.
4. The principal will make the decision to evacuate, complying with any direction given by
the superintendent or any order given for evacuation by the police.
5. Establish staff responsibilities for searching the building. The request of an employee to
refuse to participate in a search shall be honored.
6. Students shall not be dismissed from school until the end of the school day. Instead, if
evacuated, they shall remain in designated areas until the principal and the police are
satisfied that no danger exists. Teachers shall remain with their students and be
responsible for them.
Other response procedures and precautions as outlined in the school/district crisis response
plan are to be followed. See also Policy EBCA.
WEATHER-RELATED EMERGENCIES
The Pass Christian area is noted for severe unpredictable weather conditions. If a severe
weather warning, such as a tornado warning is issued by the United States Weather Bureau,
local civil defense officials notify the superintendent and each principal.
Children will be retained in tornado (severe weather) drill until it is deemed safe to dismiss
them, unless their parents pick them up. Pupils will not be allowed to use the telephone during
severe weather warnings except in cases of emergency. Parents and their children should have
an arrangement worked out in advance with regard to transportation during extreme weather
conditions.
Each school in the district shall have an operational weather radio. MS Code § 37-11-6 (1996)
Each school should be inspected and shelter areas designed. Schools should use interior
hallways on the ground floor that are not southwest, south, or west, since that is usually the
direction the tornado will come. (Tornadoes usually move from southwest to northeast;
however, they also move towards the east, the southeast, the north, and even northwest.)
Avoid halls that open to the outside in any direction. If there are no interior hallways, avoid
those that open to the usual path of a tornado. Avoid windows and other glassed areas.
Gymnasiums, auditoriums, or other rooms with wide-span roofs should not be used. Staff and
students should be instructed on the following:
1. The difference between a warning and a watch.

2. The alarm for drill, watch, warning, and instructions for leaving auditoriums, gyms, and
other free-span rooms, exiting in an orderly fashion.
3. Location of evacuation routes to shelter areas.
4. The “drop and tuck” command to assume a protective posture facing an interior wall. If
there is something available to cover their heads, it is best to do so; otherwise, they are
to use their hands.
5. If a teacher or adult is present, students should follow their directions, but they also
need to know how to respond appropriately without supervision.
6. Peak time for tornadoes to strike varies from region to region. In southeastern states,
early morning tornadoes are almost as common as late afternoon ones.

Accident Investigation
The first step in preventing a recurrence of an accident is to investigate and analyze one that
has happened and take positive action to remove its causes. The injured employee’s immediate
supervisor should investigate each accident. These findings should constitute a portion of the
complete accident report. The investigator should:



Determine the act or condition that triggered the accident.
Cite any procedure or action that was not in accordance with standard safety policies.
Indicate any corrective or disciplinary action that would prevent another accident of this
type.
Accident Reports – Employees and Students
Accident reports are required for any accident occurring on school property or at school
activities. All accidents, illnesses, and/or injuries shall be reported immediately to the
appropriate principal, manager, or supervisor who will complete and forward an
incident/accident report to the Pass Christian Public School District Workers’ Compensation
Director. The same report may be used to report incidents where hazards exist but where no
injury or damage has occurred. Accident reports involving employees should be filed in the
Workers’ Compensation office and accident reports involving students should be filed in the
Superintendent’s Office. There are a number of forms, which may be used to report accidents
(Appendix I-A, I-B and I-C are recommended), but the items listed below should be considered
minimum information:












Name, age, sex of the injured person.
Occupation at time of accident-What he or she was actually doing.
Nature and exact description of injury.
Date and time of accident.
Estimate of number of days that will be lost as a result of accident.
Description of accident: Identify objects, operation, or substances most closely
associated with the occurrence of the accident.
Unsafe acts or conditions that contributed to the accident.
Corrective action proposed in order to prevent the re-occurrence of a similar accident.
Remarks, comments, or sketches.
Date report was completed.

Crime Scene Management
The purpose of this policy and procedure is to secure and restrict access to a crime scene in
order to preserve evidence in cases of crimes occurring on school property.
How to avoid contaminating crime scene evidence
Crime scenes often have some of the most important evidence, evidence that is critical in
criminal cases. Only trained professionals should collect and preserve the evidence. Crime
Scene Investigators say the biggest problem that they encounter is crime scene contamination.
Therefore, before the professionals arrive, it is paramount that the crime scene remains as
uncontaminated as possible.
There are steps that can be taken by people who are the first to arrive at the scene to help
protect the evidence. School Resource Officers are trained by the Department of Education in
securing any school crime scene.
Since school employees will be first at a school crime scene, it is recommended that a person
from the school staff be designated to manage the crime scene prior to police arrival. This
should be the School Resource Officer, Assistant Principal or Lead Teacher.
The acronym "RESPOND" should help personnel remember how best to manage a school crime
scene to minimize contamination. The letters in the acronym represent the words Respond,
Evaluate, Secure, Protect, Observe, Notify and Document.

Personal safety - Your safety comes first! You can't help others if you are injured.

Organize your thoughts and formulate a plan on how to handle the situation.

Make mental notes of your observations.
Evaluate

Evaluate the severity of the situation. Is the crime/incident in progress or not? School
Emergency Response Team should be calling 9-1-1 if appropriate.

Identify all involved and uninvolved individuals in the area. Emergency response
personnel should be offering aid to the victims.

Be aware of weapons and hazards.

Be aware of potential evidence.

Don't touch anything unless necessary.


Establish a perimeter with survey or custodial tape, cones, desks.

School Resource Officer/Police/Sheriff Departments will adjust the perimeter if they

Write down your observations - These notes will be utilized to report crime scene
management to responding police. Your notes could possibly be used at a later date in
criminal court.

Record detailed information - don't rely on your memory.

Call 911 (Police/Sheriff Department/EMS/Fire Personnel), if not already called or there.
Document

Take good notes - Such as: time, date, people at scene, weather, doors open or closed,
lights on or off and position of furniture.

Be prepared to provide your notes and information to police.

PROCEDURES ADDRESSING REGISTERED SEX OFFENDERS
MS Code 45-33-26 states that an individual convicted as a sex offender must register with the national
data base and follow specific guidelines concerning schools. Although required by law, the convicted
sex offender may not be forthcoming with this information. It is important that all administrators be
cognizant of the following procedures which will be used to address this issue.
“Identified registered sex offenders are never to be in or about school grounds.”
When a registered sex offender has been identified, the following procedures apply. The other parent is
exempt.
1. Identify that the registered sex offender has legal custody of the child. If the registered sex
offender presents as the only custodial parent, documentation must be presented to verify legal
custody and maintained in the child’s educational file. This is to ensure the protection of the
child.
2. To ensure that educational services of the child are not denied, instruct the registered sex
offender that he/she must call the principal to arrange for meetings concerning the child’s
educational services. All meetings arranged by the principal must be conducted at Central
Services.
3. Instruct the registered sex offender that it is illegal to enter or loiter near any school
campus/property. The only property at this time the registered sex offender will be given
permission to enter is Central Services.
4. Instruct the registered sex offender that he/she will be monitored by an employee of the district
while attending all meetings at Central Services.
5. Instruct the registered sex offender that he/she is not allowed to drop-off or pick-up the child at
school any time. If the child does not use school transportation, the registered sex offender will
need to arrange for the child to be dropped-off or picked-up at school by another person.
6. Instruct the registered sex offender to provide the school with names of individuals who are
allowed to check-in or check-out the child. This is very important in case of emergencies.
7. Instruct the registered sex offender that these procedures must be followed at all times to
prevent the registered sex offender from violating MS Code 45-33-26.
8. Instruct the registered sex offender that he/she would be guilty of a misdemeanor and subject
to a fine not to exceed One Thousand Dollars ($1,000.00), incarceration not to exceed six (6)
months in jail, or both if they violate MS Code 45-33-26.
9. The privacy of the child is to be protected at all times.
The registered sex offender has a constitutional right to be present in a school building that is used as a polling place only for the purpose of
voting. All known registered sex offenders entering school property during voting will be escorted while on campus by school personnel.
