Residency and tenancy-based options in long-term care for Older People A SEMINAR FOR PROVIDERS, COMMISSIONERS AND REGULATORS Wednesday 2 December 2015 Norton Park Conference Centre, Edinburgh How can we design and develop models of care which give people who access care and support services a greater level of independence and more control over their environment? The ‘Report on the Future of Residential Care for Older People in Scotland’ recommended that: “The Scottish Government, COSLA, CCPS and Scottish Care should ensure that people are able to access the right type of tenure. For some, particularly within extra-care housing arrangements, this will mean an opportunity to enter into a tenancy or ownership arrangement; for others, it may mean a more flexible residency agreement. Further work on developing a tenancy-based model will benefit from a pilot project and discussion about possible reforms in regulatory practice.” The Scottish Government, CCPS, Scottish Care and the Care Inspectorate have come together to plan a seminar designed to stimulate further thinking about how to move this recommendation forward. The seminar will examine how residential provision, both for older people and other care groups, has developed towards tenancy-based models; and to examine whether these models can be adopted or adapted by current operators of care homes for older people. As well as hearing from providers who have already undertaken work in this area, there will also be inputs from the Care Inspectorate and commissioners in relation to how tenancy-based models of care could be developed and sustained. This seminar will provide an opportunity to discuss some of the challenges and opportunities associated with developing tenancy-based models, particularly in terms of changing existing forms of care provision such as care homes. This is an important seminar for helping to shape the future of care provision in Scotland. We hope to fully engage providers, commissioners and regulators in establishing what models of care are both appealing and achievable for people who access services and for those who provide them. It is hoped that the input of providers and partners at the seminar will help to identify and understand the enabling factors and the barriers to tenancy-based models of care as a viable future option for older people’s care.
