JOB DESCRIPTION
JOB TITLE:
Director.
ACCOUNTABILITY:
The post holder will be jointly responsible to the Management Board and the Membership of the organisation with
day to day operational management provided through the Management Board.

PURPOSE OF POST:
The Edinburgh Care at Home Collaborative is recruiting an enterprising Director to support the development phase
of this innovative and wide ranging, distributed Care at Home delivery Collaborative. The successful applicant will be
a natural leader with a focus on the growth of the project and will have a proven track record of delivering
simultaneous high-profile, fast-paced projects: both on time and while working within tightly constrained budgets.
Responsibilities within this post will include ensuring that clinical requirements, quality of service and efficient
delivery are paramount amongst Membership Organisations, while delivering a range of additional work-streams to
generate revenue to support clinical working under the City of Edinburgh Council’s Support at Home Contract.
The successful applicant will high levels of personal credibility and be able to work with a range of individuals from
supporting small organisations to achieve Care Inspectorate registrations through negotiating the finer points of City
of Edinburgh Framework agreements and working alongside practice staff to ensure that direct provision is as good
as it can possibly be.
KEY TASKS:
Development:
 With Members and the Board, work to develop good systems of governance including providing support to
the Management Board.
 With the Finance Worker and Board, establish a system of good financial governance for the organisation
including administrative systems for the efficient payment of Member Organisations, including the
implementation of a compliant system of Electronic Monitoring [ECMS] across the system.
 With the Administrative/Training staff, develop and deliver a high quality training programme.
 With the Finance Worker, develop a high quality Payroll Service, to be marketed across Edinburgh’s Third
Sector.
 With the Peripatetic Quality Manager, develop a [bank staff]
 With Administrative staff develop and deliver a high-quality Out of Hours service.
 Work with external funders to identify additional investment streams for the organisation.
 Work with Member Organisations to embed policy and procedures for the Care at Home service, support
monitoring and evaluation across specified Key Performance Indicators and support and strengthen local
recruitment efforts.


Specify, procure and implement administrative, HR and IT systems and procedures.
Recruit and support staff.
Clinical:
 While clinical responsibilities for this role will largely be delegated to the Peripatetic Quality Manager(s) and
New Client Manager(s), the Director, with the Board, will take an oversight role in all clinical matters and
must at all times be fully versed in the detail of clinical matters across the Collaborative. Ultimate
responsibility for all matters around the quality of care will lie with the Director, Board and Registered
Managers of Member Organisations.
 Development of a system of remedial measures to be undertaking the circumstance that any Member
organisation should require support related to Care Inspectorate Grade and/or any other clinical matter.
 With Clinical Managers develop and deliver and efficient system of case note recording compliant with all
relevant services.
 Carry out specific work with Edinburgh’s Equalities and Rights organisations to ensure that service delivery is
accessible across equalities groups and take remedial action where necessary.
 Develop, implement and monitor a robust complaints procedure.
Strategic:
 With the Care Inspectorate and City of Edinburgh Council’s Health and Social Care staff, work to evidence the
strength of the Collaborative model with the aim of [showcasing] the work as an innovative and robust
model of delivering crucial services to older people.
 Work with Member Organisations to foster ownership of the Collaborative and to develop clear lines of
communication both between Members and the Collaborative and amongst Members.
 Work with City of Edinburgh Council’s Economic Development and Health and Social Care Departments,
JobCentre Plus, local colleges, NHS Lothian, Third Sector Partners and other relevant stakeholders to
‘reframe’ the role of Care Worker by carrying out a ‘brand improvement’ campaign across the city.
 Work with City of Edinburgh Council’s Health and Social Care Dept. to ensure ongoing compliance with all
relevant guidance and regulations across the system.
 Work with NHS Lothian and City of Edinburgh Council to identify areas of working across the Integrated
Health and Social Care system into which the Care at Home Collaborative would be able to provide
additional support.
 Work with external funder to identify investments suitable for the Collaborative.
Finance:
 With the Board, identify a suitable pension scheme.
 With the Finance Manager … audit.
TERM:
The post is fixed term for three years subject to successful completion of a six month probationary period.
HOURS OF WORK:
Working hours are 40 hours per week, with some additional time required to cover various contingencies.
Time of in Lieu will be available in accordance with the Collaborative’s TOIL policy.
PROJECT CONTEXT:
The Edinburgh Care at Home Collaborative has been established as a pilot project, initially of three years, with two
key aims:
1. Create a financial, administrative and training organisation which will facilitate entry in to the Care at Home
market by Edinburgh’s existing Third Sector older people’s services, and
2. Through the work of the organisation work with key partners to improve the ‘image’ of the Care Worker role
to improve recruitment and support of Care Workers across the sector.
These first three years of the project will be a time of very rapid growth with the role requiring the development of a
number of independent, revenue generating work work-streams which are essential to the successful delivery of the
whole project.
KNOWLEDGE AND SKILLS:
Specific knowledge and skills required include:
 Strong leadership skills with the capacity to motivate and inspire those around them.
 Ability to build and maintain relationships with key strategic partners (City of Edinburgh Council, NHS
Lothian, Care Inspectorate, Scottish Care, Scottish Government), funders (mainstream funders, venture
capital, banks, trusts and foundations), delivery partners (Collaborative Member Organisations, independent
sector delivery partners) and others.
 A strong sense of entrepreneurship, coupled with a firm understanding of the role and strengths of the Third
Sector.
 Experience of working on a multifaceted project, distributed across a wide geography.
 Project management and reporting skills (Prince2/Agile etc.)
 Advanced IT literacy: Advanced Excel particularly of finance functions, Project; as well as Word, PowerPoint,
Access (or similar).
 Maintenance/supervision of database systems.
 Supervision of IT systems – in particular CM2000 compliant ECMS.
 Practice, policy and procedure development and quality management.
 Comprehensive knowledge of Edinburgh’s Health and Social Care systems.
 Knowledge of the requirements for delivery of a Registered Support Service.
 Excellent interpersonal and communications skills.
 Self-administrating.
PLACE OF WORK:
During the development of the project the post holder will be based within EVOC’s offices at 14 Ashley Place,
Edinburgh, EH6 5PX with requirements to work across Edinburgh.
There will be opportunities for home working.
TERMS AND CONDITIONS OF EMPLOYMENT:
In accordance with the conditions of staff set out in the Collaborative’s provisional Staff Handbook.

Secondments are welcome to this post.
ANNUAL LEAVE:
Annual leave entitlement for this post will be a 25 days per year, and 10 public holidays.
SALARY:
The post is remunerated on a scale from point XX to point XX on the Scottish Joint Council salary scale in the amount
of £XX,XXX to £XX,XXX
PENSION:
This post is entitled to join the Collaborative’s group pension scheme which is to be identified during the
establishment of the organisation. Collaborative contributions are set at 6% for managerial staff and staff are
required to make a matching payment into the scheme.
SUPERVISION:
Regular support and supervision will be provided through the Chair of the Board or through and accountable
external supervisor.
