3.0 Emergency Action Procedures
3.1 Fire / Fire Alarms
If you discover a fire in the building, follow these procedures:
1.
Activate the building fire alarm and evacuate the building.
2.
Go to your designated assembly area.
3.
Call 9-1-1 and be prepared to give the exact location of the fire, including building address. The address of the Arlington Campus Buildings are:
Original Building: 3401 Fairfax Drive
Hazel Hall: 3301 Fairfax Drive
Founders Hall: 3351 Fairfax Drive (TENTATIVE)
Foundation Building: 3434 Washington Boulevard
Truland Building: 3330 Washington Boulevard
4.
If you are sure you can control the fire and have been trained in the use of portable fire extinguishers, do so.
5.
Never allow the fire to come between you and an exit.
If the fire alarm sounds in a building, follow these procedures:
1.
Remain calm.
2.
Leave quickly and orderly. It is a violation of state law to ignore a sounding fire alarm
3.
Do not use elevators.
4.
Assist persons with disabilities and/or those who appear to need direction or assistance.
5.
Follow instructions of floor wardens and emergency personnel.
6.
Go to the pre-determined assembly area and await further instructions.
Do not re-enter the building until instructed to do so by the University Police Department or the fire department.
Fire alarms require the immediate notification of the local fire department. Supervisory &
Trouble signals require a police investigation and notification of Customer Service (993-2525).
3.2 Building Evacuation
The activation of the fire alarm, a hazardous substance release, or an order by the police or fire department are examples of situations where you will need to evacuate your building or area. In order to do so safely and efficiently, follow these procedures:
1.
Remain calm.
2.
Ensure that all members of your department or area are aware of the evacuation order.
3.
Leave quickly and orderly.
4.
Do not use elevators.
5.
Assist persons with disabilities and/or those who appear to need direction or assistance.
6.
Follow instructions of floor wardens and emergency personnel.

7.
Close all doors as you exit the building.
8.
Once outside the building, go to the predetermined assembly area and await further instructions.
Do not re-enter the building until instructed to do so by the University Police Department or the fire department.
Building Evacuation Assembly Areas:
If a building at Arlington needs to be evacuated, it should be done in a timely and organized manner. The goal of a successful evacuation is for all occupants to safely exit their building and report to a pre-determined assembly area at least 50’ away from the building. Once there, an attempt should be made by those in authority to account for all building occupants.
The assembly areas for buildings at Arlington are:
Original Building: FDIC Plaza (the central plaza off Fairfax Drive)
Hazel Hall: Catholic Church (St. Charles Borromeo) Parking lot (across Kirkwood
Road)
Truland Building: Catholic Church (St. Charles Borromeo) Parking lot (across Kirkwood
Road)
In the case of inclement weather, evacuees may be directed to an unaffected building once an attempt is made to account for all occupants.
3.3 Evacuation Guidelines for the Disabled
If a building evacuation is required, all occupants must comply. Since persons with disabilities may have difficulty evacuating without assistance, the following are acceptable alternatives:
1.
Horizontal Evacuation : exiting directly to the outside if on the ground floor or relocating to an unaffected wing of a multi-building complex.
2.
Area of Refuge : relocating to an area of the building (usually on the same floor) that, due to its construction, offers reasonable protection. Accepted areas of refuge include: stairway landings, rooms with an exterior window and a fire-resistant or solid door, some elevator lobbies and “fire rated” corridors. If the area of refuge alternative is used, the location of the disabled person must be immediately relayed to emergency personnel upon their arrival.
All potential areas of refuge must be pre-approved by the Fire Safety Office.
Evacuation Guidelines:
Mobility Impaired – Wheelchair: Persons using wheelchairs should use horizontal evacuation or relocate to an area of refuge with their evacuation assistant. The assistant should then selfevacuate and immediately relay the location of the disabled person to emergency personnel. If

an evacuation assistant is not used, the disabled person should call 9-1-1 and give their exact location to the call-taker.
Unless circumstances are extreme, carrying a person in a wheelchair down a set of stairs should only be attempted by trained professionals.
Mobility Impaired – Non Wheelchair: Persons with mobility impairments who are able to walk with minor or no assistance should attempt to negotiate stairs if on an upper floor. If unable, the mobility impaired person may remain in the building using either horizontal or area of refuge options.
Hearing Impaired: Plans should be in place to alert those who may be unable to hear an audible alarm. A pre-determined evacuation assistant(s) should immediately alert a person with hearing impairments of any alarm or order to evacuate.
Visually Impaired: Most people with a visual impairment will be familiar with their immediate surroundings and frequently traveled routes. However, since an evacuation route may be different from a commonly traveled route, a visually impaired person may need assistance. A pre-determined evacuation assistant(s) should be available.
3.4 Medical Emergency
Medical emergencies involving faculty, staff, students and visitors to our campuses are a common occurrence. If someone around you becomes ill or is injured and requires immediate assistance:
1.
Call 9-1-1 immediately. Be prepared to give the exact location and a description of the incident.

2.
Unless trained, do not attempt to render aid prior to the arrival of professional assistance.
3.
Do not attempt to move an injured person who may have neck or spinal injuries.
4.
Limit your communication with the patient to quiet assurances and do not give any fluids.
5.
Be prepared to answer any questions emergency responders may have when they arrive.
3.5 AED Use & Locations
Each Building at Arlington has been equipped with automatic external defibrillators (AEDs).
Locations are as follows:
Original Building: second floor, across from the Information Desk
Hazel Hall: B1 level, across from the cafeteria.
Truland Building: 2 nd

University Police should ensure that an AED is brought to any medical emergency where there is a patient reported to be:
Unconscious
Trouble breathing
Heart attack
Near drowning
AED maintenance or questions should be directed to (703-993-4197).
3.6 Shelter-in-Place
What Shelter-in-Place Means:
Shelter-in-Place is a procedure intended to keep building occupants safe indoors in the unlikely emergency situation when evacuation is not an option. Shelter-in-place means taking refuge in an interior room or space with no windows and doing so for a limited period of time. The most common reasons for sheltering in place would be in response to a hazardous substance release that affects the entire region or approaching dangerous weather.
If you are advised to shelter-in-place, follow these procedures:
1.
Close the building
2.
Advise all occupants to stay – not leave.
3.
Advise all occupants to report to the pre-determined building shelter locations. The shelter-in-place location(s) for the Arlington Campus Buildings are:
Original Building: 1 st,
2 nd

Hazel Hall: classrooms 120 and 121 and hallway in rear of these classrooms

4.
Stay in this space until it is apparent that the threat has passed or an “all clear” is given by those in authority. Listen for information on your AM/FM, battery operated radio.
Except for extreme circumstances, it is commonly accepted that a shelter-in-place event should last no longer than 1-2 hours.

3.7 Severe Weather
A warning will be issued by the National Weather Service if severe weather has been sighted by ground observers or has appeared on radar. If your unit or building is equipped with a
NOAA/DHS All Hazard alert radio, it will activate and issue the warning. A warning may also be sent via the Mason Alert system.
If severe weather is approaching, follow these procedures:
1.
Go into or remain in a strengthened building. Occupants of modules should immediately relocate to a pre-determined strengthened building.
2.
If possible, seek shelter in a below ground level or central hallway, away from windows.
3.
Stay away from large loose objects such as, bookcases, cabinets or shelves.
4.
Do not use elevators.
5.
Remain in the safe area until the severe weather has passed.

3.8 Flooding and Water Damage
To reduce hazards to occupants, follow these procedures:
1.
Remain calm.
2.
Call Customer Service at 3-2525.
3.
Be aware of possible electrocution hazards. If an electrical source is present, use caution and evacuate the area.
4.
Never attempt to unplug an electrical device in a flooded area.
5.
If you know the source of the water and are confident in your ability to stop it, do so.
6.
Be prepared to assist in protecting objects and equipment that are in jeopardy.

3.9 Power Outage
In the event of a power outage at Arlington, the following notification procedures shall be followed:
Working Hours (Monday-Friday 7AM to 4PM)
1.
Report any power outage directly to Customer Service (703-993-2525) .
2.
Customer Service will contact Arlington Maintenance Supervisor (or duty Physical Plant personnel) who will investigate cause and determine scope of power outage.
3.
Maintenance Supervisor (or duty Physical Plant personnel) will report findings to
Customer Service and will, if necessary, report the outage to Dominion Power.
4.
Maintenance Supervisor (or duty Physical Plant personnel) will also notify Arlington
Administration who, if necessary, will initiate internal campus notifications via a special
Mason Alert group. (NOTE: individuals wishing to receive notification via the ARL
Ops Mason Alert group must contact ARL Administration at 993-9153 to have their names included.)
5.
If outage confined only to Truland Building, Arlington Operations will initiate needed follow-up with REIT Management/DataWatch contacts.
6.
Check elevators to ensure no one is stuck inside.
Non-Working Hours (Includes weekends and holidays)
1.
Report any power outage directly to Customer Service ( 703-993-2525).
2.
If necessary, Customer Service will report the outage to Dominion.
3.
Customer Service will notify the Arlington Maintenance Supervisor (or duty Physical
Plant person).
4.
Maintenance Supervisor (or duty Physical Plant personnel) will also notify Arlington
Administration who, if necessary, will initiate internal campus notifications via a special
Mason Alert group. (NOTE: individuals wishing to receive notification via the ARL
Ops Mason Alert group must contact ARL Administration at 993-9153 to have their names included.)
5.
In all instances where an electrical outage impacts Hazel Hall, Law Library needs to have notification of any/all after-hour power outages (see contact info below).
6.
If outage confined only to Truland Building, Arlington Operations will initiate needed follow-up with REIT Management/DataWatch contacts.
7.
Check elevators to ensure that no one is stuck inside.

3.10 Elevator Emergencies
It is the responsibility of George Mason University to insure that passengers in malfunctioning elevators are removed safely and according to recognized industry standards. The following procedures shall be followed in situations where passengers need to be evacuated from malfunctioning elevators:
Notification: Upon receipt of a call by a person(s) in a malfunctioning elevator, the Work
Control (Customer Service) operator shall:
1.
Attempt to gain the following information from the occupant of the car:
A. Location of the car (and any car number, if available).
B. Number of occupants.
C. Whether any of the occupants are sick or injured.
D. Whether the lights are on in the car.
2.
Give the occupants of the car the following information:
A. They are safe.
B. Steps are being taken to evacuate them.
C. They should stay clear of the doors.
3.
Dispatch Physical Plant personnel to the incident.
4.
Notify University Police Department who shall immediately dispatch an officer(s) to the incident.
On-Scene Responsibilities
University Police Department and/or Physical Plant – establish communication with the car occupants, determine their physical and emotional status, ensure the occupants
that they will be released shortly, and attempt to overcome the malfunction by activating the hall/lobby call button. If this step fails to return the elevator to normal operation,
Mason personnel will attempt no other mechanical steps to release the occupants of the car.
Elevator Repair Technician – if a technician is on site or is expected to be in a reasonable time, they will be responsible to take all necessary steps to release the occupants.
Fire Department – if an elevator repair technician is not available or it has been confirmed that a car occupant needs medical assistance, the fire department shall be immediately requested by the Police Department Dispatcher.

3.11 Workplace Violence
Violence in the workplace can come in from many sources. For the purposes of this document, violence and threats of violence are defined as:
Any act that is a physical threat.
Any threat, behavior or action that could be interpreted by a reasonable person to carry
the potential to harm or endanger the safety of others.
Any behavior likely to result in an act of aggression.
Any act that maliciously destroys or damages property.
If you believe you have been a victim of workplace violence, immediately contact the George
Mason University Police Department at 9-1-1.
3.12 Active Shooter
If someone enters the building you are in and begins shooting (an “active shooter” in law enforcement terminology) you should:
Exit the building immediately , if possible.
Tell anyone you can to also exit.
Call the George Mason University Police Department at 9-1-1.
Relay as much of the following information as you can:
1.
Your name and location
2.
Location of the incident and number of shooters, if known.
3.
Identification of the shooter(s), if known.
4.
Type of firearms being used, if known.
5.
Number and location of victims, if known.
Do not activate the fire alarm – doing so in these situations causes confusion as to the type of emergency, may place other occupants in danger and hinders police response.
If exiting the building is not possible:
Go to the nearest room or office, close and lock the door, if possible.
Turn off the light.
Cover door windows.
Keep as quiet as possible. Try to act as if the room is empty.
Do not answer the door.
Call the George Mason University Police Department at 9-1-1 and provide as much information as you can (see above).
Do not activate the fire alarm (see above).

If you cannot lock the door:
Attempt to block entry into the room.
Hide behind or under any available furnishings and remain as quiet as possible.
Follow other guidelines listed above.
3.13 Hazardous Substance Release
If you are involved in, or become aware of, a hazardous substance release in your building or area:
1.
Remain calm.
2.
Call 9-1-1 immediately.
3.
Be prepared to give the following information: a.
Your name, exact location and phone number. b.
Nature of the release and product name, if known. c.
Number and extent of injuries, if any.
4.
If there is possible danger to occupants, evacuate the area.
5.
If there is a need to evacuate the entire building, activate the fire alarm.
6.
Designate an assembly area that is upwind and uphill of your building.
Do not attempt to re-enter your area or building until advised to do so by the George
Mason University Police Department or fire department.
3.14 Suspicious Mail or Package
The following procedures are to be followed in the event that you receive a suspicious letter or package:
1.
Do not try to open the package. If there is spilled material, do not try to clean it up and do not smell, touch or taste the material.
2.
Do not shake or bump the package or letter.
3.
If possible, isolate the package by placing it in a sealable plastic bag.
4.
Calmly alert others in the immediate area and leave the area, closing the door behind you.
5.
Wash hands and exposed skin vigorously with soap and flowing water for at least 20 seconds.
6.
Call the George Mason University Police Department at 9-1-1.
7.
Take no further action until told to do so by the Police Department. The Police
Department will contact local, state and federal authorities, as appropriate.

3.15 Bomb Threat
Follow the procedures listed below to respond to a telephone bomb threat:
1.
Attempt to keep the caller talking and complete as much of the Bomb Threat Checklist as possible (see next page).
2.
Record the phone number if your phone is equipped with this function and/or use the
“Call Trace” function. (*57)
3.
Call the George Mason University Police Department at 9-1-1.
4.
Tell your supervisor what has occurred and the actions you have taken.
5.
Take no further action until advised to do so by the University Police Department.
Responding officers will assess the threat and advise the building occupants if it is necessary to evacuate the building and/or area.

4.0 Emergency Prevention & Safety Tips
To reduce the number and severity of emergencies, follow these prevention tips.
Smoking - Per University policy, smoking is prohibited in all buildings.
Space Heaters - A space heater is allowed in an office environment if it meets the following requirements: o Electric power only. Fuel powered heaters such as kerosene or propane are o o o prohibited.
The space heater must carry the mark of an independent testing agency (UL or
FM) and have tip-over shut off protection.
The heater must be plugged directly into a wall outlet. Extension cords are not allowed.
The heater must be kept at least three feet away from things that burn.
o The heater must be turned off when the room is unoccupied.
Space heaters in environments where flammable or combustible liquids or gases are present are specifically prohibited unless pre-approved by the Office of Environmental
Safety & Health.
Housekeeping One of the easiest ways to prevent emergencies is to keep all areas of the building clean and uncluttered. Specific tips include: o Never allow storage in stairwells. o o o o o
Keep hallways clear of furniture and storage.
Keep storage at least 24” from the ceiling.
Store flammable and combustible liquids in approved containers and cabinets.
Do not block building exits with furniture or displays.
Ensure that exit signs are visible and properly lighted.
Electrical Safety o Remember that extension cords are for temporary use only.
o o
Never overload outlets by using gang or multi plugs.
Use grounding protection with all appliances such as coffee makers and o microwaves.
Promptly report electrical maintenance issues to Customer Service by calling 3-
2525.
