CAPITOL HILL RFP PROJECT ELEMENTS – QUANTITATIVE EVALUATION SITE A – AMENITY AREAS The Capitol Hill Transit Oriented Development project uses a “pooled” approach in calculating the provision of Amenity Areas. The main station block (Sites A, B-North and B-South) provides the majority of amenities for the total project because of the location of the plaza, setbacks, rooftop gardens, and stoops/entry gardens. Providing superior design and selecting durable, high quality materials of these features raises the quality level of the entire project. Additionally, the character of the public amenities will enhance the street level pedestrian experience and thus support and enhance the Broadway retail district and the public activities in the plaza. On Site A the public amenity areas include: Public plaza Denny Way façade setback and plinth Broadway retail façade setback Station entrance façade setback Pedestrian pass-through between Broadway and the public plaza Pedestrian ink between Denny Way plinth and the building pass through On Site A the private amenity areas include: Roof Top Gardens Upper floor bay/balcony Zone The scoring will include the ranges of Exceptional, Good, Acceptable, and Unacceptable for the various elements associated with the proposed amenities. These elements are derived from the Project Requirements in the Development Agreement as well as the Coordinated Development Plan. This approach allows for flexibility in proposal responses and proposals will be evaluated for the quality and inclusiveness of the proposed solutions, concepts and strategies in keeping with the DA and CDP. For the public amenities, Sound Transit desires proposals that will provide quality materials and accents for pavement; define patterns of colors and scoring of pavement surfaces; carefully detail planters, railings and stairs; and other features such as lighting and wayfinding. Concepts for the amenity areas should be coordinated with the retail concept elements, including coordination with the design and materials of the adjacent facades, overhead soffits, signage, and devices for weather protection. Sound Transit desires proposals that address the private amenity areas by providing quality architectural concepts and specifying quality materials for the bay and balconies, and provide a concept for the roof garden that includes greenspace for resident use, storm water detention, high quality landscape materials, attention to planter and walkway materials, details and accessories such as lighting, seating and other accoutrements. The following elements of the proposed amenity area approach will be evaluated for consistency with the Project Requirements, quality and integration of approach in meeting or exceeding the Project Requirements and intention of the Coordinated Development Plan: Narrative and visual depiction of the public plaza concept including: o Concepts for storm water collection and drainage o Type, colors, patterns, and locations of pavement materials o Pavement accents, including scoring, expansion joints, in-pavement lighting, etc o Provision of utilities o Lighting concept and features o Features that facilitate wayfinding within the project and to the larger context Narrative and visual depiction of the plinth along Denny Way including: o Concepts for storm water collection and drainage o Type, colors, patterns, and locations of pavement materials o Pavement accents, including scoring, expansion joints, in-pavement lighting, etc o Provision of utilities o Lighting concept and features o Stairs, railings, planting beds, landscape materials o ADA access between the plinth and the public sidewalk along Denny south to public plaza Narrative and visual depiction of the retail setback along Broadway including: o Type, colors, patterns, and locations of pavement materials o Pavement accents, including scoring, expansion joints, in-pavement lighting, etc o Coordination with retail concepts and strategies Narrative and visual depiction of the station entrance setback along Broadway including: o Type, colors, patterns, and locations of pavement materials o Pavement accents, including scoring, expansion joints, in-pavement lighting, etc o Coordination with retail concepts and strategies o Narrative and visual depiction of the pedestrian pass-through between Broadway and the public plaza including: o Concepts for providing pedestrian interest or activation of the passage façades o Coordination with Broadway retail concepts and strategies o Treatment of building lobbies, if appropriate o Type, colors, patterns, and locations of pavement materials o Pavement accents, including scoring, expansion joints, in-pavement lighting, etc o Passage width and ceiling dimensions, form, and materials o Lighting concept and features Narrative and visual depiction of the pedestrian link along the east façade of the building between the Denny Way plinth and the building pass through including: o Concepts for providing interest or activation of the adjacent façade o o o o o Type, colors, patterns, and locations of pavement materials Pavement accents, including scoring, expansion joints, in-pavement lighting, etc Soffit form, and materials Lighting concept and features Railing, stairs and other detail Narrative and visual depiction of the pedestrian link along the east façade of the building between the Denny Way plinth and the building pass through including: o Concepts for providing interest or activation of the adjacent façade o Type, colors, patterns, and locations of pavement materials o Pavement accents, including scoring, expansion joints, in-pavement lighting, etc. o Dimensions and configuration o Materials, patterns and details of railing o Relationship to interior floor plan o Relationship to façade design Narrative and visual depiction of the roof top garden including: o Description of storm water treatment o Dimensions and layout of garden(s) o Type and quantities of planting media o Types and quantities of vegetation material o Irrigation o Type, colors, patterns, and locations of pavement / walkway materials o Lighting concept and features o User amenities such as seating, shade, trash recepticals, etc
