Perth Flying Squadron Yacht Club EMERGENCY RESPONSE & EVACUATION PROCEDURES These procedures are applicable to emergencies in the case of: Fire I Explosion Armed Hold up Bomb Threat Earthquake Gas Leak Fuel or Chemical Spill Accident Any other emergency requiring evacuation Endorsed by General Committee 29 March 2011 Updated with new Office Bearers 13.06.2013 A. IN CASE OF EMERGENCY First Person aware of emergency should contact ( in priority order) 000 (police, fire brigade, ambulance) During business hours: The administration office: or During bar opening hours Most senior bar staff member available If the club is closed: Telephone the first listed person on the Emergency Duty Contact List ( attached to this document). In the event that person is unavailable, proceed through the list until contact is made. B. PERSON IN CHARGE In the case of any emergency a "Person in Charge" must be appointed. PERSON IN CHARGE DUTIES 1. Initiate evacuation in accordance with procedures below; 2. Ensure appropriate emergency services are notified; 3. Assign person to meet emergency services at main gate and direct to area of concern. Ensure person has gate key; 4. Assign person to stop people entering immediate area I building of concern; 5. Pass all relevant information re emergency to responding authority; 6. Write down details of incident. Page 2 D. EVACUATION ASSEMBLY AREA Clubhouse front lawn near the entrance to 'A Jetty'. Consider repositioning evacuees if prevailing wind dictates. E. EVACUATION PROCEDURES The Person in Charge should: 1. Announce over the public address system the need to evacuate. If the PA system is unavailable they should ring the Club bell and call for an orderly evacuation; 2. Announce the location of available exits; 3. Ask all people to assemble on the front lawn and await instructions; 4. Appoint a person to account for all people evacuated and missing; 5. Detail person (with appropriate key) to meet emergency services and direct and stop people from entering site I building I immediate area of concern. 6. Assess any injuries; 7. Follow instructions listed at C. Above. Page 3 F. IN THE CASE OF FIRE (Refuelling or otherwise) Anyone discovering a fire should: 1. Assist anyone in immediate danger if safe to do so; 2. Call the Fire Brigade (dial 000) and advise of any relevant details available. In the case of a fuel fire, relevant haz chem numbers (per bunker signage) are as follows: For both Petrol and Diesel Unit Number 1203 Hazchem Number 3YE For specialist advice contact Reliance: 1800 115 505 3. Follow the contact instructions listed in section B The Person in Charge should: 1. Follow the evacuations procedures listed above (E): 2. In case of a refuelling fire - Turn off fuel supply if safe to do so (stop cocks under metal plate at entrance to fuel jetty. Also close stop cocks at each end of fuel storage tanks- Club Key opens metal door leading into fuel bunker); 3. If safe to do so, have a person check all potentially affected areas including offices, toilets, change rooms, etc. Closing all doors after check; 4. If safe to do so, coordinate an attack on the fire. Fire equipment in emergency response shed can be accessed with Club Key; 5. Send a person to the Main Gate with a gate key to ensure the gate is kept open and to guide emergency services G. IN THE CASE OF AN ARMED HOLD UP 1. Do not try to be a hero. Your aim must be to eradicate the situation and have the person depart as soon as possible without hurting anyone so do exactly as asked; 2. Hand over any money Ivaluables demanded; 3. Ring the police as soon as the assailant(s) has departed and provide any information that may assist officers e.g. number plate, car make, number of occupants, mode of departure etc 4. Immediately while still fresh, write down anything that may be of help e.g. hair, eye or skin colour, identifying tattoos or marks, accent, teeth, body frame, height. Do not swap stories with others or discuss the incident with anyone before the police have an opportunity to talk to you. Page 4 The Person in Charge should: 1. 2. 3. 4. 5. 6. 7. Obtain details and status of the emergency; Determine if police have been notified; Send a person to the main gate with a key and to direct officers to scene; Evacuate relevant area; being careful to protect any forensic evidence. Determine if all persons have been accounted for; Document incident details; Make certain no one talks to each other about the situation until after they have spoken to the police; 8. Liaise with police as to what further action is deemed necessary. H. IN THE CASE OF ALL OTHER EMERGENCIES (incl explosion, fuel or chemical spill, gas leak, earthquake or bomb threat): The Person in Charge should Call 000 1. Obtain details and status of emergency; 2. Arrange for relevant authorities to be notified as necessary; 3. Follow the evacuation, control and contact procedures outlined in this document. I. NOTIFICATION AUTHORITY IN THE CASE OF FUEL/CHEMICAL SPILL OR LEAKA spill kit including deployable absorbent boom is available in the emergency spill shed located by the Boat Ramp. Follow signage instructions for proper deployment. Any incident that could reasonably be deemed likely to cause pollution or material environmental harm to the river environment and/or its surrounds must be reported immediately to the Swan River Trust on the following Duty Officer numbers: Office hours: 9278 0981 After hours: 0419 192 845 The incident must also be reported to any other authority the Trust directs the Club to contact. In the case of an incident not requiring emergency response but deemed sufficiently significant to warrant external notification, such reporting shall be conducted as soon as practicable. Page 5 Prior to any such reporting the General Manager shall be appraised of the situation. The General Manager shall attempt to contact the Commodore or, in his or her absence, the Vice Commodore. Both shall be authorised to report any such incident to the authorities. In the event neither is available, the General Manager shall attempt to contact the relevant Flag Officer who shall also be authorised to report the incident to the relevant external authority. In the event no senior officer of the Club is available, the General Manager shall be authorised to report the incident to the relevant authority. J.
