National Engagement Form PAA 1 guidance notes Discussion points for guidance Form PAA 1 is used to record regional and national engagement. This guidance note provides suggestions that may be appropriate to consider for different phases of a project lifecycle during your engagement with National Office. This is not an exhaustive list but provides an idea of where to start the conversations. GENERAL Outcome Planning Is it in line with previous BC? Are the reasons it got into the national plan still valid? Are the reasons still a national priority? Is there an identified monitoring regime for benefits realisation? Does it provide demonstrable Value for Money? Is the quality of forecasting maintenance costs and ITS equipment, etc adequate? Has there been any monitoring of the planning data used to justify the initial BC? National Programming Team Environment and Urban Is it in the SHP / NLTP? Is funding available / suitable to be spent on this project now? Is it clear what the implications of delay are? See Environment and social responsibility (ESR) standard Is the design in accordance with the Austroads Guidance and NZ Design Pavements Transport Agency supplement? Do the proposed materials and construction standards comply with Transport Agency requirements? Has a risk based analysis been used to determine the preferred pavement options? Traffic and Safety Consider geometrics, lighting, barriers, safety audits Are the safety assumptions still valid? Are there case studies, national policies or latest research, which require a review of the traffic and safety aspects? Are any departures already given still required? Mandatory engagement Has the appropriate P&I representative been engaged in the strategic case STRATEGIC CASE Outcome Planning development? National Programming Team How have the KPI’s been derived? Who was involved in the ILM? What is the significance and timing of the problem or opportunity? Mandatory engagement Is the programme business case included in the NLTP, or will it be included? Is there funding available to undertake the PBC? Consider the wider programme for undertaking a programme business Form PAA 1 National Engagement Guidance Notes Page 1 of 3 case if required Environment and Urban Design Is there a high level MoU with DOC or NZHPT or other affected by the strategic case?
