The Town of Houlton ordains that Chapter 7, General
Assistance Appendix A Total Monthly Allowed GA Maximums, dated July 1, 2013
through June 30, 2014 of the Houlton Code, be replaced with Appendix A Total
Monthly Allowed GA Maximums, dated July 1, 2014 through June 30, 2015 of the
General Assistance Ordinance be amended. (old words lined through, new words

B.
(070114-4) The Town of Houlton ordains that the Town’s Personnel Rules
and Regulations, be amended as follows: (old words lined through, new words
underlined)
Section I, General, F, Definitions, Employee, Full/Part-Time: Any nonseasonal position requiring the individual to work a minimum of 32 scheduled
hours per week normal to that department.
Section II, Employment Categories, B. Full/Part-Time: Full/part-time
employment is employment in a regularly budgeted position contained in the
classification plan to work a minimum of thirty-two (32) hours per week in that
department on a continuing and indefinite basis. Full/part-time employees are
entitled to all benefits for which they satisfy the specific eligibility criteria.
Section IV., Working Hours, A. Normal Hours of Operation, The hours of
operation per week normal to each department for full-time and full/part-time
employees who are not salaried shall be as follows:

Property Maintenance Code, of the Houlton Code be replaced with the 2012
International Property Maintenance Code.

A. (080114-1) Council approves execution of the application to the Department
of Public Safety by BAR IV, LLC d/b/a The Horn, located at 382 North Street, for
renewal of their liquor license.

(080114-2) Council approves execution of the application to the Department
of Public Safety by Miriam Zuraik d/b/a The Vault Restaurant, 64 Main Street, for
renewal of their liquor license.

C.
(080114-3) Council approves the presentation of the 2014 Long Range
Program (Capital Plan), which is subject to funding through the budget process.

(080114-5) Council notifies the voters of the Town of Houlton of the
Regional School Unit No. 29 Budget Validation Referendum on Wednesday,
August 27, 2014, by countersigning their Warrant and Notice of Election.
F.
(080114-6) Council authorizes the Registrar of Voters to be at the Town
Office during the hours the clerk’s office is open for the purpose of making name
and address changes and registering voters.
G.
(080114-7) Council accepts the bid amount of $73.45 per ton from Cargill,
Inc., for the Town’s supply of winter salt. (Note: This cooperative bid process
was through NMDC.

Chapter 3 Animals & Fowl Animal Control
ARTICLE I LIVESTOCK GENERAL
Sec. 3-101 Definitions
For the purposes of this ordinance the following terms shall have the
meaning indicated in this section.
A.
Animal Control Officer: The term “Animal Control Officer”, shall
mean the title given to the entity that enforces this ordinance. or Houlton Police
Department or person acting in that capacity, appointed by the Town Manager
has the primary duty to enforce the provisions of all ordinances of the Town of
Houlton and the laws of the State of Maine concerning the protection, licensing
and control of dogs or other domestic livestock and fowl animals.
B.
Domestic Livestock and Fowl: The term “Domestic Livestock and
Fowl” shall include all animals other than cats and dogs kept for personal or
commercial purposes.
C.
Owner: The term “Owner” shall mean any person or persons, firm,
association or corporation owning, keeping, harboring or acting as custodian of
any dogs or other domestic livestock and fowl. The term “owner” shall mean
when applied to the proprietorship of a dog shall include every person having a
right of property in such dog, every person who shall keep or harbor a dog or
who has it in that person's care, and every person who permits a dog to remain
on or about any premises occupied by him.
