Town of Houlton Franchise Agreement with NEPSK Inc., d/b/a Polaris Cable
Services dated April 2013, with a Franchise Agreement with NEPSK Inc.,
d/b/a Polaris Cable dated June 2014 and authorizes the Town Manager to
sign all documents necessary for the granting of the Franchise.

d/b/a Polaris Cable dated June 2014 and authorizes the Town Manager to
sign all documents necessary for the granting of the Franchise

(060214-1) Council approves the application for a Victualer License
for the County Co-op & Farm Store, located at 53 Main Street.

(060214-2) Council approves the application for a Victualer License
for Samantha Robinson, d/b/a The Bus located on Broadway Street.

C.
(060214-3) Council approves execution of the application to the
Bureau of Alcoholic Beverages by Guo Zheng Wu, d/b/a Taste of China,
located at 127 Military Street, for renewal of liquor license.

D.
(060214-4) Council notifies the voters of the Town of Houlton of the
RSU/Maine School Administrative District No. 29 District Budget Validation
Referendum on July 15, 2014, by countersigning their Warrant and Notice
of Election.
E.
(060214-5) Council authorizes the Registrar of Voters to be at the
Town Office during the hours the clerks office is open for the purpose of
making name and address changes and registering voters.
F.
(060214-6) Council authorizes the Tax Collector to accept
prepayment of taxes not yet due or assessed for the 2015 tax year in
accordance with MRSA 36, Section 506.
G.
(060214-7) The Town of Houlton ordains the transfer of a fifty (50)
foot wide utility easement to the Houlton Water Company as described in
schedule A of the proposed Warranty Deed. (Note: The document in its
entirety is available for review at the Town Office during normal business
hours .)

H.
(060214-8) Council authorizes the Town Manager to proceed with
the request from Emera for an easement that would cross over the town’s
property in Monticello.
I.
(060214-9) Council awards the bid of $329,777.00 to Buildings
Etcetera, Inc., of Houlton, Maine, for the design & construction of the snow
removal equipment building located at Houlton International Airport, said
award is contingent on approval of the Grant Agreement from FAA. (Note:
The Town will be responsible for 5% of the total cost.)
J.
(060214-10) The Town of Houlton ordains that the 2014 Municipal
Budget appropriations be reduced as follows:

Lodge to be used for the Dare Program.

(060214-14) Council accepts the grant of $2,000 from Maine
Municipal Risk Management Services for purchasing radio repeaters in the

(060214-15) Council accepts the proposal from York’s of Houlton for
a three-year lease on a 2014.5 Toyota Camry for $311 per month.
