JOB DESCRIPTION Job Title: Place of Work: Duty station: Type of contract: Reports to: Programme Manager Policy Bugesera District and Kigali, Rwanda Kigali Open ended term contract Head of Programme, WaterAid Rwanda Working Relationship: Internal: Country Manager, SMT especially HoP, other unit Managers and Officers and any other staff and consultants that may be hired in WARw for work related to this role External: WARw Partners, Government Officials – Local and National, Civil Society Organisations, Donors, and other I/NNGO’s JOB PURPOSE: The Policy Manager is responsible for organizing and conducting regular analysis of developments in national and sector policy, budgets and performance, and for using this analysis to advocate for pro-poor policy change and to inform WARw strategy and plans. Specific Responsibilities: Policy Research 1. Develop and implement the programme of policy research and advocacy for WaterAid Rwanda. 2. Analyze the policy and budget issues affecting the WATSAN sector in Rwanda and effectively capture the information in case studies, position papers and policy messages / briefings notes, targeting different audiences in order to pro-actively influence efficiency of WATSAN investments in Rwanda. 3. Manage collaborative case studies, impact surveys and other research to adequately inform stakeholders about the critical issues in WATSAN service delivery and design. 4. Identify windows of influence and ensure WaterAid Rwanda’s messages are heard. 5. Lead in dissemination events to share policy research reports. 6. Coordinate and collaborate with other policy actors in and outside the sector and with those involved in the analysis of Rwanda’s Poverty Reduction Strategy Paper and the Public Expenditure Management at Federal, State and Local Government Levels. 7. Pro-actively support WASH programme Officer/Manager and Partners’ rooted advocacy work and in consultation with the Civil Society and Media, national and state level CSO networks to initiate and implement policy research and dissemination. 8. Work closely with WASH Programme Officer/Manager, including areas of practical research, lessons and good practice documentation. 9. Support the Head Programmes and Programme Manager on issues of policy in the course of contracting and monitoring of external consultants. 10. Lead the development of Policy units plan and spearhead the implementation of the plans. 11. Regularly review assigned risk management roles and ensure adequate controls are in place and report accordingly. 12. Lead the monitoring and evaluation efforts of the policy and advocacy work of the country programme. Advocacy 1. Maintain up-to-date knowledge of the wider social, political and economic contexts as well as sector-specific issues and best practice to ensure that WARw stays at the forefront of national policy debates. 2. Lead and develop the community managed water component of WaterAid’s advocacy work 3. Conduct and oversee regular high quality analysis of latest developments in sector policy, budgets and performance, with a focus on the national WASH development projects/programme. 4. Draw on this analysis to play an active role in national policy debates advocating for propoor sector policies, budgets and practice. 5. Develop and maintain productive working relationships with key actors in national policy debates, including government officials, development partners and representatives of civil society. 6. Link closely with other staff from WARw and with partners to ensure that they are regularly informed of developments in sector policy, budgets and performance, for use in strategic and operational planning. 7. Oversee WARw’s work to strengthen civil society’s policy engagement in the water sector, and work closely with identified functional CSO networks to build capacity to effectively engage with national policy making processes. 8. Remain abreast of international debates on sector policy, finance and performance monitoring and feed lessons from Rwanda into these debates directly and through WAUK and WAEA. 9. Develop, review and update advocacy strategies in close collaboration with the Head of Programme and WASH Programme Manager. 10. Develop and manage the budget for WARw’s policy analysis and advocacy work (including work to support policy engagement by civil society), adhering to financial guidelines, ensuring value for money and acting as appropriate within delegated authorities. 11. Participate in fundraising effort as and when defined in future 12. Lead, mentor, motivate and develop policy officers in order to maximise their contribution to WARw. 13. Undertake any other responsibilities, tasks or activities as reasonably required. . 6. QUALIFICATIONS REQUIRED Education University degree on social sciences, economic or development studies Masters degree is preferable Work experience Sound experience (5 years) in policy and advocacy work is required 3 years working experience in programme management in a Development field is an added advantage. INGO working experience is preferable Technical knowledge/skills Excellent negotiation, facilitation and presentation skills.
