Introduction

change/influence.
WaterAid works through supporting local organizations and government authorities to design
low cost sustainable projects using appropriate and affordable technologies that can be
managed by the community itself. WaterAid also seeks to influence the policy change
through government and other key international organizations to secure and protect the right
of poor people to safe, affordable water and sanitation services.
Overall Job Purpose
This role is responsible for the day to day management of WAT finance directorate related
activities The role supports the Director of Finance to implement effective and efficient
financial management controls within the context of the country strategy as well as the
global finance team objectives.
Key Accountabilities:
1. Financial Management, Policies and Procedures: Ensure the WAT finance strategies,
policies, procedures, guidelines and other appropriate policies are implemented and
regularly updated based on WaterAid international procedures, and in compliance with
Tanzania laws. Use SUN systems accounting software to monitor actual expenditure
against budget
Ensure and maintain reliable and accurate accounting records for the organization and
produce management accounts to facilitate the effective management of the
organization. Supervise and check all financial activities for accuracy and quality of
information. Analyze financial information and reports, identify problem areas, take
remedial action where necessary and make recommendations to the Director,
management and other staff as appropriate. Conduct analyses of records of current
and past operations to determine trends and monitor the financial health of the
organization.
2. Financial Reporting: Ensure the timely submission of high quality financial reports, for
internal and external audiences. Proactively draw attention to any problem areas and
initiate solutions in consultation with Director and other staff as appropriate. Review
WAT financial reporting processes and improve their efficiency and effectiveness.
Ensure also timely monthly closing of accounts and sending the relevant reports to
WAUK before the deadline.
3. Budgeting and Cash Flow: Produce regular analyses of income and expenditure to
assist the Director of Finance and senior management team in the budget monitoring
process. Prepare budget guidelines and support the annual budget preparation (MPB
process). Develop annual cash flow forecasts and monitor to ensure sufficient local
funds are available to meet the organisation’s requirements. Support Programme
Managers with timely, high-quality financial information and analysis.
4. Liaison and Communications: liaise and regularly communicate financial information
and analyses to Director and senior management team, Programme Coordinators and
other staff as appropriate. Attend meetings with partners and stakeholders on WAT
finance related matters.
5. Reconcile Intra Organisation Accounts with UK Finance Offshore Report and highlight
and resolve differences. Review, analyze and dispatch monthly recharges journal to
and from respective CPs and UK.
6. Team leadership and support: lead, motivate and support the programme
accountants. Manage and ensure high performance from staff, including performance
planning, monitoring, annual performance reviews. Identify directorate and individual
learning and development needs.
7. Support Fundraising and Grants Management:
Actively support the proposal
development and budget planning for concept notes, the donor report preparation and
funding matrix updates. Assist in the implementation of the new WATz full cost
allocation policy.
8. Support in partner and project monitoring activities, work with the Director SSTz to
keep track of partner financial performance as per MPB plans.
9. Audit: Facilitate the external audit process and the preparation of financial accounts
for the audit. Lead the development of action plans based on audit recommendations
and monitor progress on achievements.
10. Value for Money/Financial Efficiency: Promote value for money as part of the
organizational culture. Develop procedures for assessing the value for money that
WaterAid obtains in all its activities in Country Programmes, identifying cost saving
mechanisms and ensuring financial efficiency in the workplace.

Essential
Education/
Qualifications

Level 3 /skills level part qualified with CA, ACCA, CIMA, CPA or a
Bachelor’s degree in a Finance field
Experience

Quality and relevant experience in finance and accountancy in a
senior position in a major organisation
IT literate and excellent knowledge and skills in using computer
based Accounting systems and Microsoft Excel and Word
packages.
Experience in preparing and monitoring budgets & developing
monitoring and reporting systems.
Ability to provide financial analysis and interpretation to Country
Management Team for decision-making.
Knowledge of government policies and regulations on financial
management and taxation




Skill and Abilities

Knowledge of international donor reporting requirements


Risk analysis and risk management experience
Excellent (proven) interpersonal both oral and written
communication skills.
Highly numerate
Ability to think strategically with excellent planning and
prioritisation skills
Strong analytical/problem solving skills.
Successfully leading, managing, building high performing teams
and developing capacity in professional finance teams.




