Dr. David Long Dr. David Long was appointed by Governor Arnold Schwarzenegger as the Secretary of Education in March 2007. In that role, he served as policy advisor to the Governor on education issues. Dr. Long has more than 40 years of experience in the field of education, ranging from 21 years of classroom teaching to the superintendency. He obtained his Ph.D. from Iowa State University. Prior to his appointment by the Governor, Dr. Long was the Riverside County Superintendent of Schools. He helped shape California Vocations Education policy as the California Secretary of Education. Dr. Long continues to be deeply involved with policy, programs, and course development in Vocational Education throughout the United States. Dr. Long is a former President of the California County Superintendents Educational Services Association (CCSESA). He is the Chairperson of the Federal Education Safe and Drug Free Schools and Community Advisory Committee. He has been honored as California Administrator of the Year by the National Organization of Partners in Education, Superintendent of the Year, and received the Governor’s Award for school leadership. He was also honored as the Inland Empire Entrepreneur of the Year for his innovative approach to raising student achievement through the Riverside County Achievement Teams. He has been awarded the prestigious Marcus Foster Memorial Award from the Association of California School Administrators for outstanding leadership and significant contributions to public education by a school administrator. Dr. Long is deeply involved with communities. He served as a First 5 Riverside Commissioner, earned the Lifelong Learning Award from the Boy Scouts of America, and was awarded both the Honorary Service Award and the Golden Oak Service Award from the California State PTA. Garfield High School in East Los Angeles, obtained his bachelor’s degree in Social Science Government at California State University, Los Angeles, and his master’s and Ph.D. in Public Policy and Administration from the University of Southern California. His higher education career began as the assistant director of Admissions at Stanford University. Subsequently, he served as the director of the Educational Opportunity Program and Student Support Services at California State University, Los Angeles while also teaching Political Science and Chicano Studies. He implemented numerous outreach and retention programs at Stanford and California State University, Los Angeles. Selected as a policy fellow for the U.S. Department of Education, he became the Secretary’s senior policy analyst with expertise in financial aid, workforce education, TRIO, and youth employment. Upon returning to California, he was appointed the director of Community and Organizational Relations for the Educational Testing Service’s Western Regional Office and later promoted to Regional Office Director. In 1997, Dr. Perez joined the National Hispanic University (NHU) in San Jose, California as the director of Institutional Research and was promoted to provost and vice president of Academic Affairs. He engineered the successful WASC accreditation for NHU as the first Latino non-profit independent senior college on the West Coast. Dr. Perez was instrumental in the design and building of NHU’s library and learning resource center. In 2004, Dr. Perez was selected as the vice president of Student Services at Golden West Community College in Huntington Beach, California where he was a senior administrator engaged in construction, enrollment growth initiatives, accreditation, and fiscal management. Dr. Perez has participated in numerous academic presentations including his papers on the integration of academic affairs and student services at Oxford University, revising the California Master Plan in Higher Education at the University of Vienna, and a presentation on Exemplary Enrollment and Retention Strategies in Community Colleges at the Education Testing Service’s National Community College symposium. Dr. Perez also serves on the national Board of Governors for the Hispanic Association of Colleges and Universities representing 250 two year and four year colleges and on the Board of Directors of the National Association of Work Force Boards that oversees the implementation of federal employment and training programs.
