Salary: $65,000-75,000, commensurate with experience.

Mental Hygiene (DOHMH), FPHNY implements programs to address pressing public health needs, fosters private sector support to enhance health and health care, and helps educate the public regarding the protection of individual, family, and community health.
FPHNY seeks a Program Manager funded through NYC Child and Adolescent
Resiliency Enhancement Services (NYC CARES), a Supplemental Substance Abuse and
Mental Health Services Administration Emergency Response Grant, which aims to improve the mental health outcomes and build the resilience of NYC children and their families who were impacted by Hurricane Sandy. NYC CARES offers mental health evaluation and treatment services in primary care and community settings for children exposed to the hurricane and continuing to experience posttraumatic stress symptoms and other mental health and substance use concerns, and a resiliency training program for school personnel in affected neighborhoods to strengthen their resilience, ability to support their students, and preparedness for future disasters. This position will be housed within the Bureau of Children, Youth and Families (CYF) in the Division of Mental
Hygiene of DOHMH.
POSITION OVERVIEW
Reporting to the Assistant Commissioner of CYF, the Program Manager will oversee the implementation of NYC CARES grant-funded programs and services through the management of contracts and programmatic activities.
JOB RESPONSIBILITIES/DUTIES
Manage contracts for NYC CARES service provider agencies
Monitor, analyze and report on performance of contracted programs and services
Provide oversight, technical assistance and support to the contracted agencies, especially with regards to increasing patient engagement and retention
Monitor expenditures and process invoices
Oversee data collection and analysis of data
Professionally represent NYC CARES at any meetings
Supervise the Community Specialist and Data Manager
Liaise with SAMHSA and various New York City agencies and community partners in addressing issues of children, adolescents, and their families following exposure to Sandy
Provide leadership in local facets of children’s mental health following Sandy
Attend relevant community meetings, conduct outreach and convene community stakeholders (including schools, health and mental health care providers) to understand needs of children in impacted communities and develop strategies to engage and link children and their families, and school personnel in NYC CARES
Services
Oversee the rollout of NYC CARES media and marketing campaign targeting communities impacted by Sandy
Prepare program reports to SAMHSA
Write and disseminate DOHMH program report on project, for internal and external audiences
As needed, write and submit abstract and other materials for conference presentation; prepare and present program results at national conferences
QUALIFICATIONS
Master’s degree in public health, public administration, social work, psychology, counseling, early childhood education or related field
Self-starter with 5+ years public health or health administrative experience including contract management, and program development and monitoring
Knowledge of child and adolescent mental health and various service systems in
New York City
Experience related to working within primary care, education or other community settings, especially if related to trauma or Sandy
Ability and willingness to travel within the five Boroughs to visit program partners, and as needed, make one to two out-of-state trips to present at national conferences
PREFERRED SKILLS
The ideal candidate will:
Have knowledge of child and adolescent mental health and resiliency building
(particularly related to trauma) in the context of integration of mental health in primary care and in non-traditional settings, with demonstrated experience in working with and mobilizing service systems
Be a dynamic self-starter
Have grant or program management experience
Have a demonstrated ability to foster collaborative relationships
Possess excellent written and verbal communication skills
Have experience with program monitoring and evaluation
Be a proven and creative problem-solver
Have good people skills and the ability to work with a variety of constituents with a particular sensitivity to the communities that this project will serve
