Community Specialist, New York City Child and Adolescent Resiliency
Enhancement Services (NYC CARES)

Salary: $35,000-45,000, commensurate with experience.
This is a grant-funded position. The grant period will run through October 31, 2015.
The Fund for Public Health in New York, Inc. (FPHNY) is a 501(c)3 non-profit organization that
is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in
partnership with the New York City Department of Health and Mental Hygiene (DOHMH),
FPHNY implements programs to address pressing public health needs, fosters private sector
support to enhance health and health care, and helps educate the public regarding the protection
of individual, family, and community health.
FPHNY seeks a Community Specialist funded through NYC Child and Adolescent Resiliency
Enhancement Services (NYC CARES), a Supplemental Substance Abuse and Mental Health
Services Administration (SAMHSA) Emergency Response Grant, which aims to improve the
mental health outcomes and build the resilience of NYC children and their families who were
impacted by Hurricane Sandy. NYC Cares offers mental health evaluation and treatment services
in primary care and community settings for children exposed to the hurricane and continuing to
experience posttraumatic stress symptoms and other mental health and substance use concerns,
and a resiliency training program for school personnel in affected neighborhoods to strengthen
their resilience, ability to support their students, and preparedness for future disasters. This
position will be housed within the Bureau of Children, Youth and Families (CYF) in the Division
of Mental Hygiene of DOHMH.
POSITION OVERVIEW
Reporting to the Program Manger, the Community Specialist will communicate and liaise with
grant-funded providers, community groups and other entities that are funded by other
Superstorm Sandy resources. This person will be the primary liaison for NYC CARES between
the community and DOHMH to promote NYC CARES and to improve the overall coordination
and allocation of resources to meet the mental health needs of children impacted by Hurricane
Sandy.
JOB RESPONSIBILITIES/DUTIES
 Travel to and outreach with Community Based Organizations in the Sandy impacted
communities to establish relationships and linkages to promote the NYC CARES
services; possible evening and weekend hours
 Conduct outreach and convene community stakeholders (including schools, health and
mental health care providers) to develop strategies to engage and link children and their
families, and school personnel in NYC CARES Services




Through ongoing communication and partnerships with various stakeholders, identify the
needs of the children in the impacted communities and liaise with the contracted
community agency programs funded through NYC CARES
Coordinate with the NYC DOE to identify the schools that will participate in the schoolintensive teacher resiliency training and ensure services are matched to the neediest
schools
Help collate and coordinate data collection
Professionally represent NYC CARES at meetings
QUALIFICATIONS:
 Bachelor’s degree in human services or related field
 3+ year human service or related field, such as public health, mental health, or primary
care
 Knowledge of child and adolescent mental health and various service systems in New
York City
 Experience related to working within primary care, education or other community
settings
PREFERRED SKILLS
The ideal candidate will:
 Have experience working in the community, such as community organizing, advocacy,
and/or community mobilization;
 Have knowledge of child and adolescent mental health and resiliency building
(particularly related to trauma) in the context of integration of mental health in primary
care and in non-traditional settings;
 Be a dynamic self-starter; have a demonstrated ability to foster collaborative
relationships;
 Possess excellent verbal communication skills;
 Be a proven and creative problem-solver.
 Have good people skills and the ability to work with a variety of constituents, with
sensitivity to the communities that this project will serve.
 Knowledge of Microsoft Office such as Word, Excel, etc.
