Q & A: DoD MOU TUITION RATE REQUIREMENT
Question
What tuition rate information is required to be submitted for each educational institution
via the DoD MOU verification application? When does this requirement take effect?
Answer
Effective immediately, the DoD MOU Verification Application facilitates the requirement for educational
institutions to identify one single tuition rate in accordance with Change 2, DoDI 1322.25, via tuition rate
documentation upload. TO PREVENT DELAYS IN PROCESSING AND APPROVING DOD MOU APPLICATIONS, ALL
TUITION RATE DOCUMENTS MUST BE SUBMITTED VIA THE DOD MOU VERIFICATION APPLICATION IN
ACCORDANCE WITH THE BELOW CRITERIA.
Tuition rate documentation loaded to www.dodmou.com will, at a minimum, include the following:
1) Format. Required information includes the name of educational institution (full name, logo, identifying information, etc.),
acceptable file format (.doc, .docx, .pdf, .xls, .xlsx), and documentation specific to rates of tuition, fee, and books only (do not
load entire catalogs, hyperlinked information, etc.).
2) Time period of rate applicability (term, dates, etc.).
3) Cost of tuition for each degree program, if different; listed separate from any charges for fees or books. Charges for fees or
books must be detailed separately for Service members participating in the tuition assistance (TA) program.
4) Definition of tuition. For the purposes of TA, tuition may include any charge directly related to course instruction. Tuition
may not include costs associated with room, board, distance learning, equipment, supplies, books/materials, exams, insurance,
parking, transportation, admissions, registration, or fines.
5) Cost of Fees; listed separate from any charges for tuition or books. Charges for tuition or books must be detailed separately
for Service members participating in the TA program.
6) Evidence that TA funds are not paid for fees to include costs associated with room, board, distance learning, equipment,
supplies, books/materials, exams, insurance, parking, transportation, admissions, registration, or fines. Educational institutions
that list tuition as the primary charge with either no or minimal fees detailed must also provide the below certified
statement signed by a recognized authority at the educational institution and uploaded with tuition rate documentation at
www.dodmou.com.
"I certify that the tuition rates uploaded to the institution’s DoD MOU application (www.dodmou.com)
reflect tuition only in accordance with Change 2, DoDI 1322.25. Rates do not include costs associated with
room, board, distance learning, equipment, supplies, books/materials, exams, insurance, parking,
transportation, admissions, registration, or fines."

7) Definition of fees. For the purposes of TA participation, fees include any charge not directly related to course instruction
including but not limited to costs associated with room, board, distance learning, equipment, supplies, books/materials, exams,
insurance, parking, transportation, admissions, registration, or fines.
8) Cost of books to include textbooks, ebooks, CDs/DVDs, or reference or instructional materials; listed separate from any
charges for tuition or fees. Charges for tuition or fees must be detailed separately for Service members participating in the TA
program.
9) Evidence that TA funds are not paid for the purchase of books to include textbooks, ebooks, CDs/DVDs, or reference or
instructional materials. Further, educational institutions that reference textbook grants or scholarships as the funding source
for books will be required to provide evidence that revenue generated from military TA funds was not used to support the
referenced textbook grant or scholarship.
10) Definition of terms. Educational institutions should define terms used throughout tuition rate documentation that
identifies and clarifies institution-specific terminology, acronyms, categories, etc. Examples of institution-specific terms include
but are not limited to STRF, SA Fee, good neighbor, E&G, designated, and graduate increment.
