What other sites have been considered for the development of a highball
facility in Manningham?
Manningham’s adopted Highball Infrastructure Plan identifies that Council should
prioritise a large multi-use facility that is centrally located within the municipality.
Council has undertaken significant research and analysis on all available sites across
Manningham. The table below outlines the long list of sites that have been
considered.

Background and direction
The indoor courts are under a joint lease arrangement
with the Doncaster Templestowe Netball Association
and Bulleen Templestowe Basketball Club. Council has
a direct lease with the Netball Association for the
outdoor courts making this Manningham’s regional
netball venue.
This site is identified in the Highball Infrastructure Plan
for a highball redevelopment in the long term (10+
years), with an expansion of two additional indoor
courts, resulting in four indoor and four outdoor courts.
Future development within the site needs to
accommodate the heritage listed building (former
Templestowe School) and consider the potential for
overdevelopment of the site and further conflict of use
of the car parking within the precinct to service
Templestowe Village traders, sports users and other
site uses.

The facility is managed via a direct lease with the
Bulleen Templestowe Basketball Club. An expansion of
this facility would be of major benefit to the Club which
currently accesses approximately 15 venues within and
outside of Manningham. Previous planning identified
that the site can achieve an additional two courts and
an expansion of the ¾ court. Due to site constraints,
this is an expensive redevelopment and as such the
expansion has been prioritised as a long term
development (10+ years). A show court catering to
1500 seating was deemed inappropriate at the time of
planning (2010-2012.

development. It has also been endorsed by the Highball
Infrastructure Plan 2013 as the high priority site for a
large multiuse highball facility.
The key advantages to this site include:
 Central to the municipality with the ability to
cater predominantly to Manningham residents
and clubs
 Located on arterial road network, linear trail, and
bus transportation.
 It is a large site (approximately 26,000 square
metres).
 Council owned site set aside for future sporting
development.
 There are some existing sports facilities on the
site (potential development of enhanced sports
precinct).
 Cost effective construction due to the flat, large
site.
 Site is visible from the main thoroughfare on
Springvale
 Two vehicle access points, Springvale and
Reynolds Road.
The site is abuts residential properties along the
southern boundary, which is its main disadvantage.
This site is already considered to be at capacity.
There is limited car parking that services the highball
facility and there is a large reliance for on-street parking
within the residential streets. The outdoor netball court
is also used for overflow parking.
The site includes the Doncaster Reserve oval, catering
to football and cricket. This site has been identified to
address an overflow issue at Domeney Reserve. As
such, a Development Plan for this site has been
undertaken and recommends that the field be expanded
and pavilion upgraded to accommodate the relocation
of one of Manningham’s senior football clubs. This will
increase the demand for car parking on the site.
This site has been identified in the Highball
Infrastructure Plan for expansion as a medium term
priority. Funds have been allocated in Council's 10 year
capital works program for 2020/2023.
This site accommodates multiuse, as it has a purpose
built gymnastics hall and the courts cater to a range of
sports including basketball, badminton, table tennis etc.
The gymnastics club has been advocating for an
expansion as it is currently unable to introduce other
styles of gymnastics (which would increase participation
numbers) due to limitations on space.
The site has issues with peak hour traffic as it only has
one entry/exit point. Previous planning has determined
tha this site cannot accommodate a show court of 1500
seats.

Expansion is likely to be an expensive option due to the
need to increase car parking capacity (either above
ground or below ground) at the site.
The disadvantage of this site is its close proximity to
residents on the northern boundary and the limited size
of the site.

1. Bulleen Drive In, 49 Greenaway Street, Bulleen, has been identified as a flood
prone site.
2. Veneto Social Club, 191 Bulleen Road, Bulleen, commercially managed with
commercial rates. Location is not central within the municipality.
3. Coptic Church, corner Park and Heads Road, Donvale, potential future private
development, no current amendment or application.
Feedback from Community Draft Highball Infrastructure Plan
Additionally, during the public exhibition period for the Highball Infrastructure Plan,
the community suggested a number of other sites. These sites and the reasons they
have not been considered for a large multi-use highball facility include:
1. Bulleen Park has been eliminated from the shortlist due to the fact that it is in
a flood prone area, which is suitable for field sports however unsuitable for
large infrastructure e.g. Highball Facility.
2. Yarra Valley Country Club is a privately owned site and is flood prone.
3. The Stintons Reserve site in Park Orchards is fully developed and furthermore
the oval has been built on a former landfill site, which precludes the ability to
construct a major building on it.
4. Eastern Golf Course, 473 Doncaster Rd, Doncaster. This is privately owned
land that has been sold for residential development. The land within this
development that has been set aside for open space has high environmental
values and a number of other constraints including steep topography and its
role for drainage. This site is situated adjacent to Doncaster Hill and will rely
on both the open space available within the adjacent Lawford Reserve and
Burgundy Reserve.
Schools
The Highball Infrastructure Plan 2013 also considers the role of school highball
facilities in assisting to address the 15.5 court shortfall. It was identified that highball
facilities within Manningham Schools are heavily utilised outside of school hours. As
with privately owned sites, Council will continue to identify opportunities for
collaboration on a case by case basis.
