Three incumbent councillors - Geoff Gough (Heide), Meg Downie (Mullum Mullum) and Jennifer Yang (Koonung) - retained their seats on Council, while Stephen O’Brien and Dot Haynes will represent Koonung ward, Paul McLeish and Sophy Galbally will join Mullum Mullum, and Jim Grivokostopoulos and Michelle Kleinert will represent Heide. The formation of a new Council is a very important time for the City and the community, and I was encouraged to see that Manningham has followed a Victoria wide trend that has seen a significant increase in the number of female councillors (from three to five). The initial period following an election is an important time, as it sets the tone of the new Council. It is both a time to build on the work of previous councils, and the perfect opportunity to inject a new enthusiasm and bring fresh ideas and perspectives to the table. As community leaders and elected representatives, councillors are charged with great responsibility to meet the needs of the community, today and into the future, and ensure that Manningham retains its position as one of the most liveable and healthy communities in Australia. I am sure that after a short period of adjustment to their new roles, we can expect a very productive and positive four years from this Council, and together with the Executive Management team and staff, I look forward to working with them on a wide range of projects and initiatives. Introducing Your New Council Manningham Council elections were held at the end of October. Nine councillors were elected by the community, three for each ward; Heide, Koonung and Mullum Mullum. There are three returning Councillors (one in each ward) and six new Councillors. Councillors are elected for a four year term and will represent the Manningham community through to 2016. Heide Ward Koonung Ward Mullum Mullum Ward Cr Geoff Gough Cr Dot Haynes Cr Meg Downie Cr Gough sees the improvement of our streetscapes and parks as a priority and is committed to ensuring Manningham has facilities that meet the needs of our community groups, sporting clubs and residents. Cr Haynes has lived in Manningham for 18 years and is passionate about building community spirit, encouraging people to come together and advocating on behalf of the community. He believes our public open space is precious and wants Council to ensure that higher density development is limited to designated zones in Manningham. He says Council needs to listen and consult with the community and act with integrity. She wants to break down the barriers of misunderstanding in the community and ensure a respectful Council the community can rely on. Cr Downie would like this Council to work well together for better outcomes of all residents. In Mullum Mullum she would like more highball facilities available for use by all clubs; upgrades and extension of buildings at Domeney and Donvale Sports Clubs; an expansion of the ‘Know Your Neighbour program; improving family/pocket parks to encourage more use; better infrastructure, including drainage and footpaths; more youth programs; continuing support for emergency services and preservation of our green wedge and low density residential zones. Cr Jim Grivokostopoulos Cr Grivokostopoulos believes Council needs to look at the future growth of Manningham and ensure the transport needs of our community are met. Cr Stephen O’Brien Cr O’Brien wants to ensure Manningham remains a great place to live, invest and work. He would like to see this Council move forward as a united leadership team and continue to make Manningham a great place for all families, the elderly, community groups and local business. He is interested in achieving better planning outcomes for the municipality, as well as promoting greater awareness of childhood obesity and diabetes, supporting and further developing the Road Safety Strategy and Action Plan, and enhancing disability access across the City. Cr O’Brien also aims to increase employment opportunities and provide local businesses with a firm base to grow their operations. Cr Michelle Kleinert Cr Jennifer Yang Cr Kleinert would like to see Council increase services and programs to support youth in our community. Cr Yang is a passionate advocate for a diverse range of community interests, particularly in the area of services for senior citizens, young families, migrants and special needs groups. She wants this Council to be known for their ability to listen and ensure those representing the community are among the community and present on the issues at hand. Cr Kleinert believes we are blessed to live in a beautiful City with so much to offer and wants to keep Manningham a place to be proud of. Her other areas of focus include sustainable urban developments, public transport routes, road safety, environmental sustainability in Manningham, as well as promoting a fair and transparent process in Council decisions and actions. Cr Sophy Galbally Cr Galbally is proud to promote social inclusion and participation in the community. She is interested in preserving the unique diversity of Manningham’s landscape and improving the range of sport and recreational community facilities available. She would like this Council to provide a balanced approach to big issues, taking consideration of all residents with a long term vision. Cr Paul McLeish Cr McLeish has lived in the Low Density Residential Zoned (LDRZ) part of Donvale for ten years and is interested in increasing the protection given to LDRZ and Green Wedge zones. Passionate about planning for Manningham, Cr McLeish would also like to see new highball facilities in Mullum Mullum and complete the missing link in the Mullum Mullum Creek linear trail. The Municipal Association of Victoria (MAV) endorsed a series of motions put forward by Manningham Council at its State Council Board Meeting held in September. Council has referred submissions to Amendment C96 to the Manningham Planning Scheme to an Independent Panel for consideration following a Special Council Meeting in October. Amendment C96 proposes changes to planning controls applying to areas along a number of main roads and close to activity centres in Design and Development Overlay (DDO8) areas. The Independent Panel will be appointed by the Minister for Planning. Submitters will have an opportunity to present to the Independent Panel at a Panel Hearing, anticipated to be late February 2013. The Panel will provide a report for Council to then consider and decide whether or not to adopt the Amendment. The Minister for Planning will make the final decision regarding the approval of Amendment C96. For more information on Amendment C96, visit www.manningham.vic.gov.au/consultation New Car Parking Provisions Council Responds to Proposed Planning Zones Changes The State Government recently amended the Manningham Planning Scheme to reduce and streamline car parking requirements for new developments in Manningham. Manningham Council has responded to the Department of Planning and Community Development’s (DPCD) call for comments on proposed reforms to the planning zones across Victoria. The new requirements better reflect contemporary parking trends and place greater emphasis on sustainable transport alternatives such as walking, cycling and public transport. The changes relating to residential development focus on design criteria to ensure improved functionality within shared car parking areas. The new provisions will not affect car parking requirements within Doncaster Hill. When seeking to extend their business and/or increase staff, business operators may no longer need to obtain planning permission, depending on the size of an extension and the number of additional staff. The State Government proposed reforms include: the introduction of three new residential zones to replace the Residential 1 and Residential 3 Zones, a new Commercial 1 Zone to replace the Business 1 and Business 2 Zones, and amendment of the Industrial 1, Low Density Residential, Mixed Use and Rural Conservation Zones. Key concerns raised in Council’s submission included: • Permitting a broader range of uses in all of the zones may blur the difference in purposes of each zone • Allowing shops and offices to locate in residential areas may have a negative impact on nearby residents and existing activity centres • Impact on the environmental and landscape character of the Low Density Residential Zone by allowing further subdivision in this area • Allowing a broader range of land uses in the Green Wedge is inconsistent with the purpose of the Rural Conservation Zone. A State Government appointed advisory committee will review the submissions and provide advice to the State Government. It is anticipated that some of the reformed zones will be introduced in early 2013. Council will have 12 months to determine where the new residential zones will apply. As the peak representative for Victoria’s 79 councils, the MAV advocates to the State and Federal Governments on behalf of local councils and their communities. Some of the motions put forward by Manningham Council included: Funding of public libraries Local government now provides 82 per cent of funding to operate public libraries. More funding is required from the State Government to help cover the daily operational costs of libraries, including staff payments, purchasing new books and technology upgrades, as well as internet connectivity. The MAV will be seeking a commitment from the State Government to increase funding of library operational costs as well as grant contributions and funding of capital infrastructure. In 2011/12 more than 900 students took part in 91 programs across the Eastern Metropolitan Region. Manningham Council, together with eastern region councils, is calling on the State Government to continue its support of the program. The MAV will advocate for a more inclusive review of the school program and a funding commitment of at least three years. For more information on youth services in Manningham, visit www.manningham.vic.gov.au/youth Reinstatement of funding to the Home and Community Care program Funding from the Home and Community Care (HACC) program,helps provide ageing and vulnerable residents with in-home and centre-based support such as home maintenance, transport, cleaning, social programs and more. As a municipality, 19 per cent of our residents are aged 65 years and over. The reduction of funding will particularly impact the Manningham community. The MAV will advocate to the State Government to undertake an urgent funding review of the HACC program to ensure that it reflects the real cost of services provided. Advocacy Planning Tighter Controls in High Density Zoned Areas During 2011/12, Home and Community Care, Disability and Council funding delivered 169,682 hours of support to Manningham residents. Manningham is currently not serviced by rail and has a high usage of taxi services. Manningham Council agrees that industry reforms need to take place. The MAV will strongly encourage the State Government to endorse and adopt the recommendations of their draft report. Council Receives Healthy Tick Manningham Council has received the Heart Foundation’s ‘Healthy Communities Award’ for Victoria, for the second consecutive year. The 2012 award is in recognition of Council’s contribution to the community’s heart health through various recreation initiatives, including the development of a Principal Pedestrian Network, advocacy for active travel to and from school and a staff health and wellbeing program. Waste Collection over Christmas and New Year Waste collection in Manningham will continue over the Christmas and New Year period. Garbage, recycling and garden waste will be collected according to your waste collection calendar. Households often produce more garbage and recycling during the Christmas and New Year period. Please remember, contractors will only collect material that is placed inside the bins. Bins that are overfull will not be collected. Manningham Council is urging residents in high fire risk areas to plan and prepare for this year’s fire season. There are three key steps to ensure you are prepared: • Building protection – prepare and maintain your house • Have in place a Bushfire Survival Plan to act early • Adequate vegetation management. The CFA runs a range of free fire safety programs that are available to residents in high risk fire areas. These include: • Home Bushfire Advice Service: a personalised one-on-one session at your property covering vegetation management, home maintenance and survival planning (one hour sesson). • FireReady Victoria Meetings: provide important information and updates on local risks, warnings and the essential decisions families need to make before the fire season (one hour session). • Bushfire Planning Workshops: small group sessions where participants can work through their fire plan step-by-step (two hour session). • Community Fireguard Meetings: the CFA’s most comprehensive bushfire safety program includes six sessions (1.5 hours each) for participants to plan for a range of fire scenarios in their neighbourhood. It is important to remember that regardless of property preparation, most homes will not be able to withstand fires in Code Red conditions. The best option in high fire risk areas is to leave early on an Extreme or Code Red day. On a Code Red day, leaving high fire risk areas the night before, or early in the morning, is the safest option. The aim of the project is to move food out of the garbage bin and back to the garden. Council will provide 100 Manningham residents, who meet the selection criteria, with a free Green Cone in 2013. The Green Cone is a low maintenance composting system that breaks down food waste until it becomes nutrient rich liquid, which then filters safely into the soil. Sustainability Workshop Day More than 300 students from 19 Manningham schools visited Currawong Bush Park on Friday 14 September, to participate in the Manningham Sustainability Education Day. A new Gardeners’ Indulgence Trail is sure to delight locals, visitors and garden lovers alike, highlighting seven unique garden centres and nurseries, all located along a trail that meanders along the Yarra River flats. Shopping and Cafés The Green Cone is: Sustainability Business and Community Events Attractions Green Cones Make Composting Easy Heritage The day provided students with a unique opportunity to take part in practical, hands on activities and encouraged them to explore and enjoy sustainability in a bushland setting. Sixteen activities, ranging from building solar powered remote control cars to wildlife handling, were held across the day. The day also included a Kids Teaching Kids program, which saw students from Manningham secondary schools prepare and co-ordinate activities for primary school students, such as a public transport giant board game and building hydro powered water wheels. Students also wrote an environmental pledge on a eucalypt leaf as a part of the day’s activities. The leaves are being used to create a 3D artwork by local artist Sue Davis, which will be displayed in the main foyer of the Doncaster Library at MC². 11 Heide Living with Tuans and Sugar Gliders in Wonga Park Wednesday 5 December, 7.30 pm This seminar will showcase local naturalist, Alastair Traill’s video footage of the nocturnal behaviours of Brush-tailed Phascogale (Tuan) and Sugar Gliders within nest boxes. Nest Boxing Day in August The Jumping Creek Landcare Group has continued its efforts to improve Brush-tailed Phascogale (Tuan) habitat in the Jumping Creek catchment with a nest box building activity held on Saturday 11 August. Have you considered creating a pond in your garden? In the heat of summer even a small water body can offer a refreshing view and provide a valuable resource for birds, frogs and other fauna, including dragonflies and skinks. Fibreglass ponds can be bought pre-made, or you can make your own. When building a pond, shallow entry points are important, as is good plant cover, rocks and logs around the edges to provide birds and frogs with safe places to hide. Ensuring the pond is positioned to have at least three to four hours of sunlight a day will allow frogs to breed, which will help reduce mosquitoes. Beautiful indigenous water plants are available but beware of invasive aquatic weeds. Keep at least half of the surface clear to allow some sunlight while still providing underwater shade. It can take up to 80 years for a hollow to form naturally and competition for each hollow is high, with many Australian birds also requiring hollows. Twenty-one participants built a total of 25 nest boxes to be shared among property owners in the Jumping Creek area. The activity was led by Middle Yarra Landcare Network Co-ordinator, Artur Muchow, who designed the nest boxes in consultation with local naturalists. The boxes are made from recycled pine timber factory off-cuts. Their design includes a small entry hole of just 40 mm, a shield to discourage birds from nesting or cats from scooping up inhabitants, a lid with hessian liner to reduce the possibility of European bees settling in, and a tree attachment. Manningham Council, together with the project partners, is proposing to build a stormwater harvesting and reuse system in Bulleen to help preserve one of Manningham’s most environmentally and culturally significant features, the Bolin Bolin Billabong. The Billabong’s environmental value is currently declining due to the changing flow of the nearby Yarra River. A stormwater harvesting and reuse system will allow treated water to inundate the Bolin Bolin Billabong as required and assist its rehabilitation. The system, positioned south of the Billabong and abutting the Yarra River, will capture stormwater from existing drains which will then be treated through a vegetated wetland. The project partners include Manningham Council, Booroondara Council, Parks Victoria and Melbourne Water. The project will be funded by the project partners, as well as the Federal Government. At times when the Billabong does not require inflows, the water will be used for irrigation of nearby sporting ovals, including Bulleen Park, the Freeway Golf Course (operated by the City of Boroondara) and other sporting facilities. Templestowe Village Structure Plan The next box’s design is inviting for Tuans and Sugar Gliders as the Elliot-Smith family in Warrandyte has found successfully using the nest boxes on their property for eight years. Seven nest boxes are installed at their property and each year, between one and three boxes are being used by Tuans and two by Sugar Gliders for breeding. Manningham Council officially endorsed the Templestowe Village Structure Plan in September, following a period of public exhibition in June/July this year. Tuans typically line the box with moss and stringybark, while the Sugar Gliders prefer to line the box with leaves. • Wayfinding signage to direct visitors to local attractions in and around the village • A new junior playspace within Swilks Reserve • Improvements to the presentation and management of rubbish bins and collection • Upgrading of existing street furniture in retail and commercial areas • Activation of pedestrian laneways with lighting installations and community art • Additional bike hoops at key locations. Donvale During the four year redevelopment project, Manningham Council worked with the Wonga Park Cricket Club, Wonga Park Wizards Junior Football (Soccer) Club and Wonga Park Netball Club to develop a building that would suit the clubs’ collective needs into the future. Nunawading The pavilion features two new change rooms and amenities, an extended viewing area, accessible toilet and shower, storage space for each of the clubs, furniture storage space, and umpire change room with amenities. Park Orchards The $1.2 million project was jointly funded by Manningham Council ($1.04 million), Wonga Park Cricket Club and Wonga Park Wizards Junior Football Club (totaling $160,000), which includes funding assistance from the Warrandyte Community Bank. New Pavilion for Warrandyte Reserve Warrandyte Reserve will soon be home to a new, upgraded sporting pavilion to accommodate the Warrandyte Football Club, Warrandyte Junior Football Club, Warrandyte Cricket Club, and Warrandyte Netball Club which currently does not have a club facility. Ringwood North The existing sporting pavilion at Warrandyte Reserve will be demolished and replaced with a new two storey pavilion. Construction is expected to start during February/March 2013. Warrandyte Community Centre Refurbishment Warrandyte South The redevelopment of the Warrandyte Community Centre in Yarra Street has started. A result of the Manningham Libraries Review in 2010, the refurbishment will include the creation of a new branch library as well as spaces for existing tenants, including the Warrandyte Lions Op Shop, Warrandyte Diary, Information Warrandyte and Warrandyte Neighbourhood House. The library will provide Wi-Fi, computer access, programs for children and a study space for students. Wonga Park Manningham Council secured $707,500 in State Government funding towards the centre refurbishment, which includes $400,000 from the State Government Living Libraries Fund, $250,000 from the Department of Planning and Community Development’s Community Support Grant and $57,000 from the Department of Justice. The refurbishment is due to be completed at the end of June 2013. The new pavilion will include change rooms and amenities, first aid and umpires rooms and club storage on the ground floor, as well as a multipurpose space, kitchen/canteen, netball locker room and netball club storage on the second level. A $2.3 million project, the redevelopment is being funded by Manningham Council ($1.2 million), Sport and Recreation Victoria ($800,000), and the Warrandyte Sporting Group incorporating the Warrandyte Junior Football Club and Warrandyte Netball Club (totaling $320,000), which includes funding assistance from the Warrandyte Community Bank. The Jackson Court Revitalisation Project will deliver: • Widened footpaths and landscaping • Water Sensitive Urban Design features • Improved pedestrian crossings and wayfinding signage • Feature lighting to make the activity centre safer and more inviting at night • Strengthened pedestrian links connecting the activity centre to the nearby Doncaster Reserve. The project aims to provide high quality public spaces and encourage community members to cycle or walk to and from Jackson Court and nearby community facilities. Council will continue to consult with centre traders, nearby residents and Doncaster Reserve sporting and community groups in the coming months. Stormwater Harvesting at Rieschiecks Reserve Manningham Council is designing a stormwater harvesting system to supply water to irrigate the sporting ovals at Rieschiecks Reserve, Doncaster East. The system, which will save more than five million litres of water per year, follows on from a similar stormwater harvesting project recently completed at Templestowe Reserve. The stormwater harvesting systems at Rieschiecks Reserve, Templestowe Reserve and the proposed Bolin Bolin Billabong system (see page 13 for details), form part of the Melbourne Water Security through Stormwater Harvesting (WaSSH) Local Government consortium. The consortium secured $16 million from the Department of Sustainability, Environment, Water, Population and Communities to implement a range of stormwater harvesting systems across Melbourne. The works, part of the Zerbes Reserve Management Plan, included upgrading the existing facility at the reserve to allow the scout group to relocate from the scout hall on Hummel Way in Doncaster, behind MC² (Manningham City Square), which is earmarked for removal to further develop Precinct 1 of Doncaster Hill over the next five years. The artwork reflects on the notions of change and transfer. The new Manningham Art Gallery at MC² received an overwhelming response to its recent exhibition, Potters Cottage: a tribute, which featured a selection of rarely seen ceramic works by the founders of Potters Cottage, Warrandyte.
