SPECIFICATION FORMAT AND CONTENT EXPLANATION
A. Specification Format: These Specifications are organized into Divisions and Sections based
on the Construction Specifications Institute’s 2004 fifty (50)-Division format and
MasterFormat™ numbering system.
B. Specification Content: These Specifications use certain conventions in the use of language
and the intended meaning of certain terms, words, and phrases when used in particular
situations or circumstances. These conventions are explained as follows:
1. Abbreviated Language: Language used in Specifications and other Contract Documents
are the abbreviated type. Words and meanings shall be interpreted as appropriate.
Words that are implied, but not stated, shall be interpolated as the sense required.
Singular words will be interpreted as plural and plural words interpreted as singular where
applicable and the context of the Contract Documents so indicates.
2. Imperative and streamlined language is used generally in the Specifications.
Requirements expressed in the imperative mood are to be performed by the Contractor.
At certain locations in the text, for clarity, subjective language is used to describe
responsibilities that must be fulfilled indirectly by the Contractor or by others when so
noted.
a. The words “shall be” shall be included by inference wherever a colon (:) is used
within a sentence or phrase.

INDUSTRY STANDARDS
A. Applicability of Standards: Except where the Contract Documents include more stringent
requirements, referenced construction industry standards have the same force and effect as
if bound or copied directly into the Contract Documents to the extent referenced. Such
standards are made a part of the Contract Documents by reference.
B. Publication Dates: Unless noted otherwise, comply with the standard in effect as of the date
of the Proposal.
C. Copies of Standards: Each entity engaged in construction on the Project is required to be
familiar with referenced industry standards applicable to that entity’s construction activity.
Copies of referenced standards are not bound with the Contract Documents.
1. Where copies of standards are needed for performance of a required construction
activity, the Contractor shall obtain copies directly from the publication source.
D. Abbreviations and Names: Trade association names and titles of general standards are
frequently abbreviated. The following acronyms or abbreviations, as referenced in Contract

Documents, are defined to mean the associated names. Names and addresses are subject

GOVERNING AUTHORITIES/STANDARDS
A. The Project Manager has contacted authorities having jurisdiction where necessary to obtain
information necessary for preparation of Contract Documents. Contractor shall notify the
KCSWD Project Manager prior to contacting authorities having jurisdiction directly for
information and decisions having a bearing on the Work.
B. Work shall conform to the 2009 edition of the International Building Code (IBC) with State of
Washington amendments hereafter referred to as the IBC.
