Section One:
GENERAL INFORMATION
Description
Teton County Government purchased EMC NS-120 Celerra/Clariion storage and
NAS head almost six years ago. The NS-120 has served as the County Government’s
production storage. The project now is to evaluate, purchase and install a new storage
system that will replace this system with the best storage technology to fit the needs
of the County. The ideal system will be optimized for VMWare VSphere virtual
environments, VMWare View/Horizon virtual desktops, and use the best value disk,
system, and monitoring technologies. Although we are considering all-flash arrays,
as you will see from the storage description and statistics below, that configuration
might not be the best value for our needs.
The new system will be compatible with existing disaster recovery and business
continuity systems, cloud storage systems, and be managed by a well-designed user
interface.
The project will require a range of expertise to address all technical issues,
including but not limited to: evaluation and improvement of storage
responsiveness, evaluation of options for NAS technologies to replace or upgrade
what is served by the Celerra, evaluation and deployment of a good match of
read/write technologies, migration from existing storage, optimization of luns, and
right-sizing and use of cache.
Purpose
Provide hardware and installation services for an on premises shared storage
system.
Submittal Deadline
An electronic PDF copy of the proposals must be emailed to elynes@tetonwyo.org
no later than 5:00 P.M. (MST) Wednesday October 21, 2015. Emailed copies will
be accepted in lieu of paper submittals; however, proposals will not be examined
until after the due date and time. Verification of receipt is responsibility of vendor.
Submittals received after the date and time specified above shall be considered late
and shall not be considered for award. Late submittals shall be returned unopened to
the Entity’s authorized representative.
Consortiums, joint ventures, or teams submitting offers will not be considered
responsive unless it is established that contractual responsibility rests solely with
one individual, firm, or corporation. The Owner will contract with one Entity only
in response to this Request for Proposal (RFP).

Proposal Postponement or Amendment
The County reserves the right to amend any portion of the Request for Proposal.
Copies of such amendments shall be furnished to all prospective Contractors.
Where such amendments require changes in the scope of services, the final date for
submission may be postponed.
Cost of Proposal Preparation
Any costs incurred by Contractors responding to this Request for Proposal in
anticipation of receiving a contract award shall be the responsibility of the
Contractor. The County shall not reimburse the Contractor for any such expenses.
Contract Documentation
Any contract resulting from this solicitation shall contain the terms and conditions
included in this RFP, the successful proposal, and any addenda issued pursuant
thereto.

Signature Requirements
Proposals must be signed by a duly authorized official of the contractor. Proposal
terms shall be valid for a period of ninety (90) days from receipt by the County.

Section Two:
DESCRIPTION OF REQUIRED SERVICES,
COMPONENTS & FEATURES
The goal of this project is to replace the existing County shared storage.
The Shared Storage Replacement project is to evaluate, purchase and install a new
storage system that is the best storage technology to fit the needs of the County. We
are accepting proposals for both SAN, NAS and Hybrid solutions. Our current
network does not include FC HBAs or switches, so those would have to be added to
the overall cost if that is the recommended proposal.
The ideal system will be optimized for VMWare VSphere virtual environments,
VMWare View/Horizon virtual desktops, and use the best value disk and system
technologies. Although we are considering all-flash arrays, as you will see from the
storage description and statistics below, that configuration might not be the best
value for our needs.
Features Checklist
1. Configuration, Installation, Data Migration and Testing
Provide an itemized proposal that includes milestones, requirements, time needed
for each stage, itemized list of equipment and costs. We anticipate the need for onsite engineers to assist with configuration, migration, training and testing.

Describe what is unique about your storage solution and how it is a good fit for our
needs. Please reference the section Current Storage Assessment below that
describes our storage needs in detail. This is an open-ended question that can cover
any of the following sections.
3. Availability
Teton County requires a highly available configuration. Describe if there is any loss
of function or performance degradation during the loss of any given part.
4. Integration
Describe in detail the integration with VMWare VSphere 5.5 and 6 and VMWare
Horizon View 6 and above, and cloud partners.
5. Warranty and Projected Replacement Schedule
Describe extended warranty options, and the projected replacement schedule, and
how the proposed solution fits into the overall products roadmap. In addition,
describe the scalability options available for the proposed solution.
6. Monitoring and Analytics
Describe in detail the monitoring and analytics tools that are available with the
product, including vendor and customer alerts. If there is a demo available online,
please include that information.
7. Storage & Network Options
Describe storage type: block and/or file. Describe network protocols (FC, iSCSI,
FCoE, CIFS, etc) and roadmap information if other protocols will be supported in
future releases. As noted, we are accepting proposals for both SAN, NAS and
Hybrid solutions. Our current network does not include FC HBAs or switches, so
those would have to be added to the overall cost if that is the recommended
proposal.
8. Disk Type
Describe SSD and HDD types and manufacturer.
9. Capacity
We are interested in a minimum of 20T user capacity to fit our growth projection
for the next six years (see below for growth projections). Please give maximum
user capacity at full hydration, and approximate maximum user capacity after
deduplication and other storage space saving technologies.
10. IO Requirements
As you can see below, we have very low IO/s, but relatively high Service Time
(Storage response) and Response Time (Service + Queue/Other Wait). We are

looking to improve storage response times to sub 1 ms. If current read and write
size, or other information, is important to evaluate the ability to meet this
requirement, please let me know during the scheduled Q & A period.
11. Storage Features
Describe thin-provisioning, deduplication, compression, encryption at rest and in
flight, snapshot, clones, and replication features and function.
12. Training and Certifications
Describe training and certifications available for the storage proposed.
13. Costs
Costs shall be presented as an itemized list. Proposal should include capital costs,
all licensing costs including optional features and functions that satisfy the features
checklist above, up front maintenance cost, and projected maintenance cost for the
life of the product.
Section Three: PROPOSAL CONTENT / ORGANIZATION
Proposals shall contain a straightforward, concise delineation of the Contractor's
capability to satisfy the requirements of the Request for Proposal. Each proposal
shall be submitted in the requested format and include all pertinent information
necessary to evaluate the submission.
Proposal Contents
Vendors shall adhere to the following organization in the development and
submission of the proposal:
1. Identification of the Submitting Entity - State the name of the firm, mailing
address, telephone number, facsimile number, email address and authorized
individual to negotiate on behalf of the firm.
2. Project Teams – Identify the project team members and their positions in the
team. Outline the responsibilities of each member. Include any anticipated subconsultants within the project team. Detailed resumes should be attached to identify
the experience and qualifications of the individual team members.
3. Work Plan - State in detail the proposed methods which will be undertaken to
perform the requested scope of work. Include in your submission a project schedule
and other exhibits detailing the schedule of activities in your work plan. The
Vendor shall prepare a cost proposal that provides a detailed line item breakdown
of parts and labor of the proposed cost to accomplish the work. The County
reserves the right to negotiate the cost with the selected Vendor.

4. Payment Milestones - Contractors will include a payment schedule that outlines
project milestones and corresponding payments. The County reserves the right to
negotiate the Milestone Schedule with the selected Contractor.
5. References - Provide a list of past clients for which your firm has provided
service of a similar nature. For each reference include a contact name, phone
number and address. Briefly describe the service provided for each reference.
Include a minimum of two references and no more than four.
Acceptance
Binding Offer - Each proposal shall be submitted with the understanding that the
acceptance in writing of the County of an offer to furnish the services described in
the proposal shall constitute a contract between the Contractor and the County
which shall bind the Contractor to furnish and deliver the services in accordance
with the conditions and specifications of said accepted proposal. This shall not
negate the option of the County to further negotiate with the selected Contractor .
Right to accept or reject - The County reserves the right to accept the proposal
deemed to be in its best interest, or to reject any and all proposals. The County
reserves the right to enter into a contract with any Contractor based solely upon the
initial proposal or on the basis of the best and final offer without conducting
interviews.
Payment Schedule
The selected Contractor will be paid based upon the work completed in each
payment milestone as outlined and agreed upon in the Payment Milestones Exhibit,
and the service contract. When payment is due, the Contractor shall submit
invoices according to the progress of the work. Ten percent of the total project
amount will be held as a retainer until absolute final acceptance by the County.
Preference is hereby given to materials, supplies, agricultural products, equipment,
machinery and provisions produced, manufactured or grown in Wyoming, or
supplied by a resident of the state, quality being equal to articles offered by
competitors outside of the state. (W.S. §16-6-106)
Teton County reserves the right to accept or reject any or all proposals and to
accept the proposal deemed to be in its best interest.
