SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE TITLE: Shelter Manager TEAM/PROGRAMME: Humanitarian GRADE: TBC LOCATION: Philippines - Based in one of the field bases (likely Tacloban or Estancia) CONTRACT LENGTH: 3 months with the possibility of extension to 6 months CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: Save the Children launched a widespread emergency operation across several sites in the Philippines in response to Typhoon Yolanda, which made landfall on 8th November 2013, causing widespread devastation. Save the Children is providing assistance to children and their families in seven sectors, with operational bases on Leyte and Panay islands. The initial phase of emergency shelter and Non Food Items (NFI) distribution has now been replaced with early recovery shelter support. These involve owner-driven shelter recovery projects with skills training and community sensitization on safer repair and reconstruction. The Shelter Manager will lead the Shelter programs and Shelter team in the geographical area. His/her responsibilities will include programme design and development with a community based focus for interventions commencing with consultation and mobilization, assessment, project planning and design, budgeting, project management, monitoring, evaluating, coordination, recruitment and procurement. SCOPE OF ROLE: Reports to: Programme Development and Quality Manager. Technical reporting line to Shelter Advisor KEY AREAS OF ACCOUNTABILITY: Programme Coordination: Develop appropriate mobilization, consultation and participative strategies to create suitable community-based project facilitation partnerships and needs-based projects are established incorporating all relevant stakeholders Ensure transparent and accountable systems are agreed with local and municipal government and associated national housing agencies responsible for coordination of reconstruction planning to ensure a clear communication strategy is generated Ensure project aims and objectives are in line and complement all associated stakeholders reconstruction plans ensuring choice and sustainable livelihood development of the affected population are key features incorporated in the project design Lead technical assessments at field level in coordination with other thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs With support from the Lead Technical Advisor and/or other senior programme staff, develop project plans and budgets, contributing towards an overall thematic programme plan and master budget With support from the Lead Technical Advisor and/or other senior programme staff, support fundraising for the area, including contributing to the development of high quality concept notes and proposals Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against logframes, individual performance management workplans) With support from the Lead Technical Advisor and/or other senior programme staff, prepare timely programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements With support from the Lead Technical Advisor and/or other senior programme staff, with the Human Resource team, identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff With support from the Lead Technical Advisor and/or other senior programme staff, identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan DATE SAVE THE CHILDREN INTERNATIONAL PROGRAMS ROLE PROFILE With support from the Monitoring & Evaluation (M&E) team put in place an M&E plan for the project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work With support from the Accountability Lead put in place accountability activities for the project, ensuring that feedback from children and their families is considered in the project design Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct. Capacity Building: Identify learning and training opportunities for project staff and work as a mentor and role model for less experienced staff Build the capacity of community-based project, facilitating partners to ensure sustainable systems are developed to lead long terms development objectives at the barangay level. Representation & Advocacy & Organisational Learning: Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination working groups With support from the Lead Technical Advisor and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country In collaboration with the Humanitarian Technical Unit and Thematic team, feed in learning, experiences and evidence to relevant global advocacy objectives Contribute to communications and media work as required. Awareness of variety of forms of shelter options including non-construction focused Experience of and commitment to working through systems of community participation and accountability Knowledge of monitoring and evaluation Experience of training and capacity building staff Some experience of representation and ability to represent Save the Children effectively in external forums. Knowledge of institutional donors and experience of developing proposals Ability to write clear and well-argued assessment and project reports Excellent communication skills Politically and culturally sensitive with qualities of patience, tact and diplomacy A high level of written and spoken English; local dialects on Leyte island a plus The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
