Document Information & Introduction This document is dated 23rd September 2013 and forms part of EHS Consulting’s formal response to the Government Procurement Service’s Invitation to Tender for the G-Cloud G4 Procurement. It describes one of the services being offered by EHS Consulting for inclusion in the GCloud Framework. 2. Service Definition 2.1 Service Name Virtual Portfolio, Programme and Project Support Resources and PMO Services 2.2 Service type EHS Consulting’s Virtual Portfolio, Programme and Project Support Resources and PMO Services offers operate/support PMO services for a corporate or programme/project specific PMO from our near-shore PMO & Business Change Management Central Hub in Sofia, Bulgaria, EU. This allows us to operate a comprehensive virtual PMO service, aligned to our other complementarity G4 Services, at highly competitive rates using a virtual delivery model and provided by our Bulgarian Project Analysts who have attained the highest academic and technical standards. The service is available on a pure on demand basis, allowing total flexibility to supplement stretched UK resources, initiate PMO and other resource constrained services or fully outsource one or more of your spoke PMO’s to ‘The Cloud’. The service includes full UK based Account Management within its pricing structure. SFIA Skill Codes The following SFIA skill codes are applicable in the provision of this Service: GOVN; CNSL; SPIM; NTPL; BUAN; PROC; SURE; ITCM; QUAS Service Set-up Service Set-Up takes 1 month elapsed (on-average) and cost is based on consumed input time and materials, based on the rate card for on-site services. During this time Services, SLAs and communications and delivery mechanisms will be agreed, tested and established. Collaboration Technology We expect clients that use this service to be relatively mature in terms of their usage of PPM, Collaboration and Communication technology, to the extent that we would provide our service through the clients platform. Service Levels These will be developed during the month 1 Service Set-up phase. Information Security No data will leave the clients’ collaboration platform, other than by prior approval to EU purchased and located encrypted client pc’s. In the unlikely event the client does not have in place these platforms, EHS can/will construct the provision of these through other G-Cloud providers on behalf of the client at the most competitive pricing/value available. Any platform provided by EHS Consulting with be on UEU hosted servers and complain with the relevant necessary hosting levels and security compliance requirements. 2.4 Service history This is a new service available under G4. Commercial 3.1 Pricing Please see the detailed Pricing Document attached to this service for more details. 3.2 Contact and Ordering and Process Please use any of the contact details below or e-mail to g-cloud@ehsconsulting.com and an EHS Consulting account manager will contact you within 24hrs. The customer will be asked to complete a work order with the assigned EHS Consulting account manager. This will define the scope, nature and contractual basis for the services. 3.3 Terms and Conditions, including Termination EHS Consulting’s Standard terms and Conditions for the provision of services can be found in the EHS Consulting_Customer Terms & Conditions for the Provision of Consultancy Services (v2) document. Under our standard terms and conditions, both parties retain the rights to terminate a contract. This is on written notice (30 days minimum). 3.4 Billing & Payment Consultancy and Advisory work will be billed as a single monthly aggregated charge. Invoicing will be monthly in arrears. The customer is required to pay within 28 days of invoice date. EHS Consulting accepts payment via BACS. 3.5 Client responsibilities The specific client responsibilities will vary with the particular requirements of the project being undertaken. However, generally these responsibilities include some or all of the following elements: Logistical arrangements and support, such as desk space, meeting rooms, building passes, internet or intranet access, telephones, client email accounts, remote access keys and secretarial support, as required; Seconding of client personnel to work with and support the project team; Providing timely and sufficient access to information and to individuals, to enable the EHS Consulting team to perform their responsibilities; Timely decisions regarding project approach or issues and timely feedback on deliverables provided; and Agreement to keep EHS Consulting informed of any material developments or proposals in relation to the business or operations of the Client where these may have an effect upon the project. 3.6 Details of any trial service available Where appropriate, we can provide clients an opportunity to discuss their challenges or specific projects and we can provide guidance on how a particular issue can be addressed, or to better help you understand the options open to you. We would welcome a discussion on this in the first instance.
