Higher Education Commission - Tertiary Education Support Program (TESP) Terms of Reference and Job Specifications for appointment of College Improvement Specialist Background: To enhance the capacity of Pakistani institutions of higher learning to produce high quality graduates, support innovation, and improve the overall governance and management of the higher education sector, the Higher Education Commission is implementing government’s agenda of reforms for which the World Bank is also extending its support. Certain portion of the bank’s support will finance essential technical assistance and capacity building activities to address both policy design and implementation and capacity constraints to support the targeted changes for the higher education sector in Pakistan. In this respect HEC needs assistance of a College Improvement Specialist to carry out tasks related to capacity building activities at affiliated colleges to produce the desired results. Objective: To implement the TESP Program effectively by providing support to Higher Education Institutions (HEIs) and affiliated colleges for improving quality of teaching and learning, services of experienced and dedicated College Improvement Specialist are required. S/He would be required to collect data to assess overall quality of affiliated colleges in partnership with HEIs and develop appropriate policies and strategies to improve the quality of teaching & learning at affiliated colleges. College Improvement Specialist in collaboration with HEIs and provincial authorities will develop guidelines to improve course contents to be delivered at affiliated colleges to bring the curricula of affiliated colleges more relevant and vibrant to meet the socio-economic national and regional needs. S/He will suggest measures to the HEC, provincial government and HEIs to provide a conducive environment at the affiliated colleges where research and innovation ideas can flourish. Essential Job Functions: College Improvement Specialist shall be responsible: 1. To liaison with Provincial Education Departments, affiliating universities and identified affiliated colleges for effective implementation of TESP program in public and private sector affiliated colleges. 2. To collect information on strength and weaknesses of pre-identified colleges in relation to minimum quality standards prescribed by the HEC for curricula implementation, examination system and training requirements for managers, principals and the teaching faculty, etc. 3. To plan and execute training programs for the university managers, college principal and teachers in management and theme based subject oriented disciplines alongwith training in different modes of evaluation and assessment. 4. To pay special attention and monitor activities linked to DLI 4 i.e. Number of affiliated colleges meeting the minimum quality standards set by HEC 5. To develop plan in consultation with HEC Academic Division, affiliating universities and college authorities for achieving the targeted academics goals. 6. To evaluate the academic programs of identified colleges and to advise the Academic Division for improvements and solution as per finding. 7. To act as a focal person on affiliated colleges for Tertiary Education Support Program (TESP). 8. To liaise with World Bank regarding academic standard in the affiliated colleges. 9. To assist the Academic Division in implementation of HEC Standard Curricula and maintenance of Minimum Quality Standard (MQS) set by the HEC in all the identified colleges. 10. Any other task assigned by the Program Coordinator of TESP Program. Qualification & Experience Master’s degree in Education (at least 2nd Division) from an HEC recognized institution of higher learning and at-least 8 years of working experience as Principal of an affiliated college/Director Colleges. Well versed with matters related to relationship of colleges with provincial hierarchy, rules and regulations prescribed for operation of affiliated colleges and association with the affiliating university.
