REQUEST FOR QUALIFICATIONS TO PROVIDE PROFESSIONAL SERVICES FOR ASSESSING AND IMPLEMENTING A COMPREHENSIVE ENERGY CONSERVATION, GENERATION AND RELATED CAPITAL IMPROVEMENT SERVICE PROGRAM CITY OF LOMA LINDA DEPARTMENT OF PUBLIC WORKS Due Date: 4:00 p.m. on Tuesday, August 10, 2010 1 OVERVIEW The City of Loma Linda (City) is seeking a submission of qualifications from interested firms that are capable of designing and implementing energy conservation, energy generation, and energy related capital improvement services, as described within this Request for Qualifications (RFQ). It is our intent to enter into an agreement with the successful firm to conduct a Citywide Energy (Conservation/Generation/Modernization) Audit, and ultimately an Implementation Contract to construct the qualified measures. BACKGROUND The City is interested in providing the most efficient and economical energy systems available in a leadership role for the region. QUALIFICATIONS OF THE FIRM The City may award a contract to the firm that, in its sole opinion, is the most capable of providing the range of services described and anticipated by this RFQ. To be considered for this project, a provider must demonstrate knowledge and experience in similar projects: • Adequate financial resources to support the range of alternatives anticipated • California municipal references that can attest to the quality of the firm's past work • An established record of technical performance on similar projects in California • Excellent safety record (rating) • Established records of your firm's ability to self perform the work • Credentialed, trained and knowledgeable staff The City reserves the right to investigate the qualifications of all firms under consideration and to confirm any part of the information furnished by a supplier, or to require other evidence of managerial, financial or technical capabilities that are considered necessary for the successful performance of the possible energy design-build services. SUBMITTAL REQUIREMENTS The submitting firms must have demonstrated technical and managerial capability across a broad range of energy, design, construction, funding expertise, project/construction management, monitoring and verification. The City will consider the following background and experience factors in the evaluation of all proposals. Response to this section is mandatory. Answer the following questions as completely as possible: 2 1. The approach to locally manage the project(s). If this project is to be managed and/or administered by a different office location, provide the location of the office(s), areas of responsibility, and the division of duties. 2. Definition of your firm’s delivery/contracting format that is used to deliver projects. Address the areas that are self-performed, sub-contracted, team delivered, etc. The following areas must be addressed: design engineering, project/construction management, procurement, commissioning, monitoring and verification 3. Qualifications and relevant mechanical, automation, electrical, and renewal energy design and installation experience of the company, its team and staff. Include a clear description of your firm's proposed team with names, resumes, and project responsibilities. 4. Financial capacity of company to handle project. Include company bond rating, bond limits, and evidence of insurability. 5. Any unique capabilities of the company that would be useful to the City. 6. A description of your firm's safety program. Include proof of your firm's safety rating. 7. Demonstration of expertise in applying for and securing funding for energy conservation and/or generation and/or modernization infrastructure improvement projects for California municipalities, include: a.) Third Party funding, including but not limited to State, Federal, and Utility Company grants, rebates, incentives, etc. b.) Financing options, procurement options, etc. 8. Name and contact information for five (5) Energy Conservation, Generation, and Modernization Design/Build for Municipal, State or Federal government references, in which your firm was the Engineer of Record, with brief description of the work done for these clients in the past three (3) years. PROPOSAL EVALUATION PROCESS Providers will be evaluated and preference given to the firm that demonstrates superior: range of services, innovative approaches, technical and contractual solutions, additional services, and flexibility in developing and implementing successful projects. The City reserves the right to: • Cancel the Request For Qualifications, (RFQ). • Modify any requirements contained within the RFQ and request a revised submission. • Establish other evaluation criteria determined to be in the best interest of the City. Note: The City reserves the right to contract with any of the firms responding to this RFQ based solely upon its judgment of the qualifications and capabilities of the firm. Qualifications should be prepared simply and economically and give a straight forward and concise description of the respondent's capabilities to satisfy the requirements of the project. Any qualifications received after the deadline may not be accepted for evaluation. All submittals become the sole and unrestricted property of the City. The content of all submittals will be held confidential until the selection of a firm is made. Any proprietary information in a submittal must be designated clearly and should be bound separately and labeled with the words "PROPRIETARY INFORMATION." Appropriate references to this information must appear in the body of the qualifications. Our goal is to enter into an In-depth Energy Conservation/Modernization/Generation Audit contract with a qualified firm no later than August 24, 2010.
