CITY OF WORTHING UNAPPROVED MINUTES REGULAR SESSION MONDAY, JULY 6, 2015 CALL TO ORDER The commissioners of the City of Worthing met in regular session on Monday, July 6, 2015 at 6:30 P.M. in the Civic Center. Mayor Eric Saugstad presided. The following commissioners were present: Eric Bunkers, Ryan Schlieman and Sheri Lund. Also in attendance were City Administrator Amanda Mack, Matt Gage, Jason Schroeder and Tim Reiners. (Note: Herein after all attendees will be referred to by last name and the first initial if necessary for distinction.) APPROVAL OF AGENDA Bunkers motioned to approve the July 6 2015 agenda. Schlieman seconded. All votes “aye”, motion carried. . OPEN PUBLIC SPEAKING No Open Public Speaking JUNE VOUCHERS AND SALARIES Bunkers motioned to approve the June vouchers and salaries. Lund seconded. All votes “aye”, motion carried. BOARD OF ADJUSTMENT Schlieman motioned to convene the Board of Adjustment. Lund seconded. All votes “aye” motion carried. REINERS VARIANCE REQUEST Reiners discussed his request for a variance to the side yard setbacks and to all a driveway across the sidewalk. Schroeder presented that the Planning and Zoning Board recommended approval. Roll Call vote. All votes “aye” motion carried Bunkers motioned to adjourn Board of Adjustment. Lund seconded. All votes “aye” motion carried. OLD BUSINESS MINUTES OF JUNE 22, 2015 REGULAR SESSION MEETING Schlieman motioned to approve the minutes of the May 11, 2015 Regular Session Meeting. Lund seconded. All votes “aye”, motion carried. SECOND READING OF ORDINANCE NO. 2015-275-1 (PROHIBITED PARKING IN RESIDENTIAL AREAS) Schlieman motioned to approve Ordinance No. 2015-275-1. Bunkers seconded. Roll call vote. All votes “aye”, motion carried. LIMESTONE, INC. AGREEMENT Bunkers motioned to approve the Limestone, Inc. agreement, for accounting services at the rate of $75/hour, not to exceed 15 hours per month. Schlieman seconded. Roll call vote. All votes “aye”, motion carried. BACKFLOW VALVES ON PARK ST Commissioners asked Mack to provide more information at the next meeting and to ask Lakota Septic to attend the July 20, 2015 meeting. NEW BUSINESS GAGE TEAM WEBSITE UPDATE Gage updated the Commission on the new website progress. Mack will send out the test link to Commissioner and P&Z members. INTERNATIONAL PROPERTY MAINTENANCE CODES DISCUSION Commissioners discussed adopting IPMC and had several questions that need to be answered first before entertaining adoption. Mack will work on gathering more information. J. JOHNSON UPDATE Bunkers motioned to table J. Johnson update. Schlieman seconded. All votes “aye”, motion carried. CITY ADMINISTRATOR’S REPORT Mack reported on the Water Meter Audit occurring July 13-17 and provided Commission members with their lists. If anyone will not be home during that time, please call City Hall and schedule a time to have your meter read. DEPARTMENT HEAD REPORTS FINANCE AND REVENUE Lund reported that she will be attending the Elected Officials Workshop conducted by the Municipal League in Pierre. PUBLIC WORKS Bunkers reminded community members of the Water Meter Audit July 13-17 PUBLIC UTILITIES Schlieman reminds community members that the window for lighting off fireworks is now closed. PUBLIC SAFETY No Report. MAYOR Saugstad reported that he will be attending the Rural Fireboard meeting and had attended the Quarterly Lincoln County Mayors meeting. He reminded the Commission that budget discussions will begin in August and he will be out of town on July 20. RECESS Saugstad called for recess at 8:38 P.M. Saugstad called the meeting back to order at 8:44 P.M. EXECUTIVE SESSION Lund motioned to enter Executive Session at 8:45 P.M. Schlieman seconded. All votes “aye”, motion carried. Saugstad declared Executive Session over at 8:57 P.M. ADJOURNMENT Lund motioned to adjourn the meeting at 8:58 P.M. Schlieman seconded.
