POSITION TITLE Coordinator – Timber Towns Victoria / Coordinator – National Timber Councils Association BACKGROUND The combined role of Coordinator Timber Towns Victoria (TTV) (0.3 EFT) and Coordinator – National Timber Councils Association (NTCA) (0.3 EFT) offers an exciting opportunity for an experienced applicant. This position will provide you with the opportunity to work with a range of decision makers, including local, state and federal government representatives, who influence the forestry industry in Victoria (Timber Towns Victoria) and across Australia (National Timber Councils Association). The coordination of TTV’s and NTCA’s membership services and policy activities is central to this combined role and will provide the successful applicant with an excellent grounding in policy review, project management and the implementation of strategic objectives. Timber Towns Victoria (TTV) is an incorporated local government association representing the interests of municipal councils in relation to forestry on both public and private land. The Association’s primary function is to provide a forum for local government to address the management of forests and forest industries and their effect on local communities. The National Timber Councils Association (NTCA), an incorporated local government association, was formed to provide local government with a national body advocating on timber and forestry issues that impact on councils nationally. The position will be located within the Municipal Association of Victoria (MAV), which has a commitment to employing people who are passionate about the work they do and about local government. The Municipal Association of Victoria is the peak representative and lobbying body for Victoria's 79 councils The MAV is a driving and influential force behind a strong and strategically positioned local government sector. Our role, broadly speaking, is to represent and advocate the interests of local government, lobby for a 'fairer deal' for councils, raise the sector's profile, ensure its long-term security and provide policy advice, strategic advice, capacity building programs and insurance services to local government. The success of the MAV stems from its people and the Association has prided itself on building a quality team of staff and consultants to ensure that the needs of its members are met, and that the MAV is well positioned to fulfil its purpose. The staffing profile of the MAV has a mixture of: staff funded from membership subscription whose primary focus is policy support and advice, capacity-building programs and the representation of Victorian councils staff funded from State or Commonwealth grants to deliver specific programs and support to Victorian councils specialist consultants to supplement the skills of the staff within the organisation and provide support across a range of functions including finance, insurance scheme management and business development Page 1 of 5 POSITION PROFILE The purpose of this document is to clearly articulate the key responsibility and accountability areas for this position. The position is subject to a 3 months probationary period from commencement date. THE POSITION KEY DUTIES The Coordinator – Timber Towns Victoria / Coordinator – National Timber Councils Association contributes to these objectives by: Increasing awareness of local government’s role in forestry on both public and private land at the state and national level. Representing the views of member councils through submissions and policy development. Initiating and managing a range of projects to enhance the capacity of the local government sector to fulfil its obligations in relation to forestry activity. Facilitating the sharing of knowledge, experience and information between TTV / NTCA members through regular meetings of representatives and other communication channels. Providing secretariat and administrative services to both Associations. Providing advice on government and industry policy and programs to the Page 2 of 5 TTV / NTCA membership and providing advice to government and industry on local government issues. CONTEXT Timber Towns Victoria (TTV) is an incorporated local government association representing the interests of municipal councils in relation to forestry on both public and private land. The Association’s primary function is to provide a forum for local government to address the management of forests and forest industries and their effect on local communities. Timber Towns Victoria was established to: Advocate for balanced forest policy development including socioeconomic considerations; Provide a forum for the discussion of matters affecting municipal councils in which forest industries are an important activity; Represent the views of local government; Persuade leaders in political and business arenas to pursue policies that assist in the development of the sustainable forest industries that support viability of rural and regional communities; Promote and enhance the role of local government in forest management; and The National Timber Councils Association Incorporated (NTCA) represents councils across Australia who share an interest in best practice plantation development and sustainable native forestry. The NTCA was formed to give local government a voice at a national level about the many opportunities and challenges plantation and native forestry present to the sector. In particular it provides: Information regarding forest policy development and implementation at the Commonwealth level Reviews and contributes to forest and timber-related policy, planning and regulatory frameworks Provides a network and facilitates knowledge exchange with timber impacted councils Promote forest policies that involve and support local communities. BOUNDARIES Whilst directly employed by the MAV, the TTV / NTCA Coordinator is accountable to the TTV / NTCA Executive Committees respectively. On a day-to-day basis decision on actions and activities is the responsibility of the TTV / NTCA Coordinator. When situations or decisions arise that are of a higher level of complexity, risk or beyond the expertise of the TTV / NTCA Coordinator they are to be referred to the TTV or NTCA Executive Committee or President as applicable for decision. Advice and support is available through the MAV Manager of Planning, Building and Infrastructure and other relevant MAV Staff.
