OPENING OF THE SESSION The Fourth Session of the Partner Advisory Committee (PAC) will be opened at 09:00 AM on Thursday, 11 February 2016, at the United Nations Development Programme (UNDP) Office, 11 – 13 chemin des Anémones, 1219 Chatelaine, Geneva. The meeting will be opened by the Chair of the PAC. The Secretary-General of WMO or his representative will address the opening. 2. APPROVAL OF THE AGENDA The PAC will consider the provisional agenda and propose any amendments or changes prior to its adoption. The PAC will agree on the details concerning the organization of its work, including the working hours and any other practical arrangements for the session. The session will be conducted in English only. 3. REVIEW OF THE DECISIONS OF THE MANAGEMENT COMMITTEE OF THE INTERGOVERNMENTAL BOARD ON CLIMATE SERVICES (IBCS) The PAC will review key decisions taken by the Third Session of the Management Committee of the IBCS that have implications on its work and agree on follow up actions as required. 4. IMPLEMENTATION OF ACTIVITIES IN THE PAC SIX FOCUS COUNTIES Following the agreement to implement a coordinated and systematic approach in its efforts in the focus countries to show the benefits of collaboration and develop a Proof of Concept that would allow lessons to be learnt for replication of good practices in other countries, the PAC will consider the specific activities to implement in each country, as follows. 4.1 Review of the tool for baseline assessments of needs for climate services and capacities of providers and users of climate services The PAC will review and finalize the tool that it will use at the national level for the assessments of needs of climate services, capacities of both providers to generate and users to use climate services. In addition, the PAC will consider the key elements for the mapping of current and planned activities by partners and other stakeholders in each the PAC focus countries. 4.2 Review of current and planned activities by partners and other stakeholders in the PAC focus countries The PAC will review the activities being undertaken by each partner and relevant stakeholders in each of the countries as well as those planned with a view to identify potential synergies and areas where improved coordination and alignment would be needed. In addition, the PAC will be updated on the process used at country and regional levels to support implementation of coordinated national and regional frameworks for climate services. With the rampant coordination needs among PAC members and relevant stakeholders at country and regional level, the PAC will discuss practical approaches for increased coordination and joint planning of activities. Annotated Agenda, Draft 2, p. 2 4.3 Agreement on timelines for implementation of activities in the PAC focus countries The PAC will agree on the specific activities to be carried out in each of the PAC focus countries and the respective timelines for implementation. 4.4 Identification of lead partners for each country PAC members have presence in the PAC focus countries. The PAC will consider the feasibility of a PAC member leading implementation of PAC activities at country level. 5. IMPLEMENTATION OF OTHER PAC ACTIVITIES The PAC will consider the timelines for the implementation of other activities it had agreed to, including: Organizing a communications workshop for the communications departments of partner agencies to ensure broader understanding of the GFCS and consistency of messaging by communications officers; Development of guidance material and guidelines 6 REVIEW OF THE WHITE PAPER ON THE CONTRIBUTION OF THE GFCS TO THE 2030 AGENDA The PAC will review the draft of the White Paper on the Contribution of the GFCS to Agenda 2030, proposed by its third session and endorsed by Management Committee of the Intergovernmental Board on Climate Services at its third session. 7. EMERGING OPPORTUNITIES The PAC will discuss how it should be positioned and organized to address emerging opportunities out of COP 21 as follows: The Paris Agreement and its implications for the operationalization of the GFCS The Climate Risk Early Warning Systems (CREWS) initiative 8. DATE OF THE NEXT MEETING The PAC will agree on the date of its next meeting. 8. ANY OTHER BUSINESS The Committee will consider any other issues deemed relevant by its members, before its closure at 17:00 on Friday, 12 February 2016. _____________
