Welcome and Apologies

Adoption of minutes and Matters Arising
2.1
The minutes were accepted as a true and accurate record.
2.2
Graham reported that the original development plans for Trackside
Close show inclusion of water butts for each property. Tech Services
CAP have referred this matter back to development.
2.3
Laura fed back Claire’s responses to previous Estate Issues.
The fence painting at Trackside Close and railing painting at Garrett
Square has commenced.
The request for a Disabled parking space at Old Dalby has been put
on hold as a transfer request has been put through since this
request.
Racecourse mews anti social behaviour issues are being
addressed.

Tenants have previously requested to move the grit bin at Trackside
close; this is no longer needed as there is an alternative bin which is
easily accessible.
3.
Estate Improvements Update
3.1
Laura ran through the Estate Improvements spreadsheet, there
were no new bids for approval.
3.2
The group wished to be informed on the consultation process being
used for estates where electronic notice boards are being
implemented. The group also wished to know which tenant group
reviewed the Estate Services Communication Strategy, as it is felt
that groups are not being fully consulted with.
Laura to request information from Andrew Kalmar.
4.
Adaptations Policy
4.1
Laura ran through the policy, summarising key points.
The group felt that the changes were positive. The group discussed
what would be deemed ‘reasonableness’ and felt that individual
circumstances must be taken into account.
5.
Ineligibility Policy
5.1
Laura ran through the policy, summarising key points. The group
had several comments:
-2.ii How would NCHA expect evidence on indirect nuisance
-3e. The group felt that the person reviewing refusals must be legally
qualified to do so
-3h. The group felt it would be useful to detail the types of crimes
which would mean that an application was refused.
-6.7 This discusses reassessment but does not clarify by whom or
how this will be done.
-13,14,15 These must be amended by adding ‘regional manager’ to
allow low, medium and high risk statements to be consistent.
6.
Gas Servicing Policy
6.1
Laura outlined the policy. The group felt that the policy was
acceptable and suggested that the use of text messages would be a
good tool to improve communication with tenants.
7.
Pets Policy
7.1
Laura read a statement provided by Sharon Singleton which states
that following a recent court case, NCHA feel that the tenancy
agreement is robust enough to replace the need for a separate pets
policy. The relevant agreement clause states that written permission
must be obtained in writing prior to having any pets, NCHA must
consider pet applications and provide a reasonable response

considering each individuals circumstance. This clause is sufficient
enough to mean that there is no need for a separate pets policy.
7.2
The group felt that this was acceptable.
7.3
Karen raised that signs in communal areas should be put at a
reasonable height and not above eye level as these signs can be
easily missed.
8.
Training
8.1
Laura advised the next course planned is a Tenant Central Course
called Tenants take the lead, Andy expressed an interest and Laura
is to forward details accordingly.

Estate Issues
9.1
Trish raised concerns that she feels NCHA are wasting money by
repainting Garrett Square communal hallways twice in a year.
9.2
Trish also raised that the bin store at Garrett Square is not secure
and is poorly lit.

Racecourse mews has experienced problems with the door entry
system being temperamental. Laura will report this.

Carol asked if residents of Trackside close could be reminded by
letter again regarding the storage of their bins.
