Approval of minutes: The February 2011 Council meeting minutes were approved without corrections. Jan Miller moved to adopt the minutes; Ross Van Loo seconded the motion. The minutes were adopted by consensus. Council Business: Recognition of Jan Miller, Council Treasurer, for her work on the Council’s 990 policies. March 2011 TRWC Minutes Page 1 of 3 April Olbrich thanked Stephen Cruise and Autumn Bryant for their work on a grant application to survey fish passage barriers in the Dairy and McKay creeks subbasins. April Olbrich also thanked Ron Garst and Tom Nygren for helping to move native plants after delivery from the nursery. Update on Oregon Department of Environmental Quality (DEQ) Toxic Pollutants Rulemaking: Avis Newell provided the Council with an update on the proposed rulemaking announcement for toxic pollutants. The DEQ proposes to “revise the water quality standards regulation to address the human health criteria for toxic pollutants.” The proposed rule covers 114 different types of toxic pollutants and would change the estimate for grams of fish consumed by humans from 6.5 grams/day to 175 grams/day. A Public Comment Hearing will be held on March 7th in Salem; comments on the proposed changes can be submitted until March 21st at 5:00 p.m. The Tualatin Phosphorous TMDL – Proposed Allocations: Avis Newell noted that a Phosphorus TMDL for the Tualatin River basin was first written in 1988 due to water quality violations. The lower 9 miles of the Tualatin River and the lower reaches of some tributaries were noted as an area of concern. This low gradient, slow moving portion of the river was more prone to algal blooms which increased pH and caused a depletion of dissolved oxygen when the blooms died-off. The TMDL was revised in 2001 and the target for allowable total phosphorus concentrations for the basin was changed from 0.02–0.07 mg/L (set to control chlorophyll-a concentrations at summer low flow) to 0.04–0.19 mg/L (based on natural background concentrations of phosphorus). As a result of this revision, the lower river met the target for total phosphorus and the algal blooms were eliminated. The Phosphorus TMDL is currently being revised to address Clean Water Services’ proposal to begin discharging during the summer months at the Forest March 2011 TRWC Minutes Page 2 of 3 Grove and Hillsboro treatment plants (summer discharge is currently pumped to the Rock Creek facility). The 2011 revision of the TMDL will include a bubble allocation for Clean Water Services (i.e. a combined limit for Forest Grove, Hillsboro, and Rock Creek facilities of 66 pounds per day) but will keep the same targets for phosphorus and the same allocations for other existing sources. The bubble allocation will allow for flexibility in the operations at each plant and protect water quality. Coordinator Update: April Olbrich noted that the April Council meeting will focus on committee reports including a discussion of the 2011/2012 work plan for each committee (to be included in the Council Work Plan). Kate Holleran of Metro will also be giving a brief presentation on the Chehalem Ridge natural area at the meeting. April also provided the Council with an update on Measure 76. TRWC Committee Updates: Education and Outreach: The Committee has been working on annual reports, Council PowerPoint presentations, a hand-out for Clean Water Festival, and an update of the Council website (summer 2011). Restoration and Enhancement: The Committee had a regularly scheduled monthly meeting and continued on-going discussions from previous meetings. Issues Forum: The Committee discussed a number of items including the following: o Memo from Jonathan Schlueter in regards to the Temperature TMDL presentation (February Council Meeting) o ODF Forest Practices Rules; An independent review committee from the OSU Institute of Natural Resources (INR) provided input and comments in regards to current and proposed Forest Practices Rules; the Issues Forum Committee thanked the INR independent review committee for the thorough review and noted that TRWC members were asked to review the findings of the INR committee. o Climate change in the lower Willamette Basin; Invite authors to an upcoming Council meeting Members Announcements and Updates: Saturday, March 5th, 9 a.m. to 3 p.m.: A Pacific University student will be demonstrating the use of willow cuttings to form and build structures at the B Street Farm in Forest Grove.
