Stormwater Restoration Programs
The following questions are for all jurisdictions, with the understanding that those with MS4
permits will have more to say and some small jurisdictions will have little or nothing to report.
The focus of this request is on programs that implement stormwater controls on land that was
developed without sufficient stormwater management (retrofits). Our primary aim is to
understand your ability (capacity) to reduce nutrients and sediments from the urban stormwater
sector.
We acknowledge that some of the information requested has been reported to MDE by Phase I
MS4 permit holders via recent annual reports. Where this is the case, you may respond by
referring us to your report, or you may take this opportunity to provide revised information.
Some municipalities rely on county and Soil Conservation District support for their stormwater
management activities. In these cases, please note this and reply accordingly, which we
understand might entail very little to report.
You may insert your responses in the text below or enter your responses in the table provided on
the below.
1. Program Description: Please indicate whether your jurisdiction has a program that performs
retrofits, which may include other activities that help to remove nutrients such as tree
plantings, stream restorations, street sweeping, etc. If so, you are welcome to describe the
program.
2. Budget: Recent budget levels provide a general measure of the potential capacity of a
program. We understand that the past is not always a good predictor of the future and that
new information must be considered. If you have a program that performs stormwater
retrofits, please provide recent capital and operating budget.
3. Staffing: Recent staffing levels provide a general measure of the potential capacity of a
program to perform stormwater retrofits. Please provide an estimate of your fulltime
equivalent (FTE) staff accounting for the use of contractors as you deem appropriate.
4. Current Pace of Implementation: If you jurisdiction performs stormwater retrofits, please
provide an estimate of the acres treated on an average annual basis.
5. Options for Building Capacity: Maryland's Phase I WIP includes a provision for enacting a
mandatory Stormwater Utility Fee System if the State falls short in meeting stormwater
restoration requirements or equivalent pollutant load reductions. Do you plan on
implementing a Stormwater Utility Fee System to cover the increasing cost of implementing
stormwater restoration? Please provide the status of any pending programs or legislation.
