TENDER ON OBSOLETE PESTICIDES IN MOLDOVA
Milieukontakt Oost-Europa is a Dutch foundation established in 1988. The objective of Milieukontakt
Oost-Europa is to build civil society and to strengthen NGOs working in the field of environment in
Central and Eastern Europe and the Newly Independent States (CEE/NIS) to enable them to influence
environmental policy and environmental behaviour in their societies. Milieukontakt pursues this aim
by giving support and advice, and by encouraging and establishing co-operation between
environmental organisations in the Netherlands, Western Europe and in the countries of CEE/NIS.
For the project on Repackaging Obsolete Pesticides in Moldova Milieukontakt Oost-Europa is looking
to assist one rayon in solving its environmental problems in the field of obsolete pesticides. The project
is carried out in the framework of the work of the Moldovan government for implementation of the
Stockholm Convention on POPs requirements and to execute the National Implementation Plan on
pesticides. (WTO: is it ok to formulate it like this.)
Milieukontakt would like to invite rayon authorities who are interested to clean up and to remove the
risks of obsolete pesticides in their rayon to respond to this tender. The tender is eligible for those
rayons where sites have not been cleaned and pesticides have not been centrally stored, yet.
Milieukontakt proposes the project to repackage and restore obsolete pesticides and related wastes in
one Rayon in Moldova. The repackaging will be done in accordance with FAO regulations. The
repackaging includes the process of identification, registration and the development of an information
system on the stored pesticides. Depending on the rayon situations and the circumstances, the project
will facilitate “after-care” actions on the sites that have been cleaned. It is expected that after the
clean-up of the waste, soils and buildings are still contaminated and the sites can not be used for other
purposes than storage of pesticides. The remediation may include various measures to clean up and
to make the sites inaccessible until they are cleared of pesticides and pesticides wastes. In addition,
Milieukontakt would like to propose follow-up activities that promote alternatives for the use of
pesticides in agriculture.
Milieukontakt would like apply a specific approach based on involving all stakeholders, working with
NGOs, local authorities, and ensuring the participation of the local population. Milieukontakt believes
that it is best to have the stakeholders of the rayon involved in the process of identifying the needs and
what measures needs to be applied in what way.
This also means that decisions on the exact measures are planned to be taken in a latter stage in
discussion with the stakeholders of the rayon. In this way, public participation can be ensured and
people can find solutions for which ownership of the communities in the rayon is being held.
The benefits for the rayon to participate in this project can be seen in different ways. The rayon will be
able to create ownership over the challenges of the obsolete pesticides. The project can be a stimulus
for the development of civil society in the rayon. The rayon can gain promotion for the work and serve
as a model for co-operation in and outside Moldova. The rayon can be involved in exchange activities
and visits to build new partnerships. The project provides opportunities to local stakeholders to have
their share in the implementation of the work on packaging and removing the obsolete pesticides.
The after-care activities will include activities on alternative ways for using pesticides in agricultural
activities. The project foresees opportunities to explore methods for agriculture other than using
pesticides. Finally, people in the rayon will have the possibility to gain new skills and know-how on
managing projects and building up partnerships between local government and civil society and
entrepreneurs, that can enable them to create new projects in future.
The work will be conducted under the supervision of two international recognised experts and in
cooperation with local NGOs, government and other stakeholders. Overall goal of the project is to
eliminate acute risks of obsolete pesticides in the Rayon. According to Moldovan regulations all
repackaged pesticides will be transported to one central location in the Rayon. This location will be
selected by the rayon after consultation of the involved stakeholders and communities.
The activities will include a detailed analysis of sites and identification of the quantity of pesticides.
MKT will provide support regarding the guidance of the process, provide financial support and help
stakeholders with the implementation of the activities.
After having set up this collaborative structure of stakeholders, the rayon will need to indicate which
measures they want to take and how they will develop their planning on the implementation of the
activities regarding repackaging and remediation of the site. Milieukontakt would like to propose to
start the activities in June 2005. For an indicative planning, please have a look at the overview of
activities 2005-2006 in annex A.
Milieukontakt would like to focus its assistance on a Rayon where no activities have been
conducted, yet (and not officially included in the planned works by the army) by the Government of
Moldova to clear sites of obsolete pesticides and related wastes. Rayons of interest are Rayons where
the obsolete pesticides are a hazard to both citizens and natural areas. For our project it is very
important that different stakeholders (NGO, Government, Business) show they are willing to
cooperate and take ownership. The amount of obsolete pesticides in the rayon must not exceed
60.000 kilogrammes of obsolete pesticides either liquid or solid (including related wastes like
empty packaging materials, contaminated equipment and limited amounts of- severely
contaminated soil). Rayon and community authorities are expected to be willing to cooperate and
contribute in kind in terms of human resources, facilities and transport.
Milieukontakt regards it as vital that different stakeholders including local authorities as well as nongovernmental sector and from other sectors will be involved in this process to plan and to follow to
repack and safeguard the obsolete pesticides in their rayon.
It will be necessary to ensure that the party responsible for repackaging will be engaged “long-term” in
order to certify that the input will be sustainable in that region for future and similar works!
It is envisaged that local contractors and companies will be enabled to execute the repackaging and
cleaning up activities. Relevant workers will receive extensive training and supervision during field
activities from an international expert on pesticides. Local inspectors in close collaboration with NGO
representatives will supervise the field activities and facilitate their implementation. International
experts will guide and steer the whole process and guarantee quality control as well as safety for
human health and the environment. International experts will provide extensive training before any
field activity will start.
Milieukontakt wants to invite rayon authorities interested to apply and complete the questionaire in
annex B. It is important that the rayon can present the different authorities of the rayon as well as to
list other stakeholders. It will be an assett for the applicant to have an extensive list that identifies nongovernmental and other organisations that can play an important role.
After identification of the rayon the different stakeholders of the rayon will be invited to develop a
collaborative network. At the first, introductionary meeting all stakeholders will be invited to discuss the
start-up of the project.

Procedure
Milieukontakt local office Chisinau will send the tender to the different rayons. Rayon authorities are
invited to apply to Milieukontakt. Applications have to be sent in by the rayon authorities.
Municipalities and other stakeholders, like NGOs and businesses, can be invited to join in at request of
the rayon authorities.
Parallelly, Milieukontakt will send out the tender information with an letter of explanation to civil society
NGOs. The reason for disseminating this information to other groups in civil society is threefold. Firstly,
NGOs will be asked to make publicity for the project and further distribute information to encourage
stakeholders like local NGOs to contact their rayon authorities to join into the project. Secondly, NGOs
can give information and indications which rayons they think need to have high priority to work on.
Thirdly, NGOs can provide contacts on local NGOs to rayon authorities and Milieukontakt that can play
an important role to participate in this process.

Milieukontakt works closely together with the Government of Moldova who is supporting the project.
The government of Moldava and Milieukontakt agreed that in the chosen Rayon no activities will be
conducted by the National government unless in cooperation with Milieukontakt and the Rayon.

Other activities not indicated in this planning in detail are regular meetings with different stakeholders
