Decree-Law No. 15 of 1996 Imposing Tuition
Fees and Accommodation Fees in the
University Housing on Non-Qatari Students at
Qatar University (Repealed) 15 / 1996

We, Hamad Bin Khalifa Al-Thani, Emir of the State of Qatar,
Having perused the Amended Provisional Constitution, in particular
Articles 23, 27 and 34 thereof;
Law No. 2 of 1962 regulating the public fiscal policy in Qatar;
Law No. 9 of 1976 regulating scholarships, and the amending laws
thereof;
Law No. 2 of 1977 establishing Qatar University, and the amending laws
thereof;
Law No. 11 of 1988 on the equality of students of the States of the
Cooperation Council for the Arab Gulf States (GCC) in the institutions of
higher education;
Emiri Resolution No. 1 of 1980 establishing the Advisory Board of
Trustees of Qatar University;
Pursuant to proposal of the Qatar University; and
The draft decree-law submitted by the Council of Ministers;
Hereby promulgate the following Law:
Articles
Article 1
The provisions of this Law shall apply to non-Qatari students at Qatar University, with exception
of the following:
1. The students of the States of GCC to whom the provisions of Law
referred to above, apply.
No. 11 of 1988,
2. Grant students.
3. One student for each of the sons of faculty members and employees at the University.
Article 2
Tuition fees shall be imposed on non-Qatari students at Qatar University for each academic year
of the three years (96/1997), (97/1998), (98/1999) according to the terms, conditions and
categories stated in this Law.
Article 3
The fees for undergraduate stage for Autumnand Spring semesters shall be determined as
follows:
1. Twelve thousand (12,000) Riyals for students of arts majors which include:
1. College of Humanities and Social Sciences.
2. College of Sharia, Law and Islamic Studies.
3. College of Education (Arts Divisions, Home Economics Majors, Art Education and
Physical Education).
By rate of six thousand (6000) Riyals for each semester.
2. Fifteen thousand (15,000) Riyals for students of science majors which include:
1. College of Sciences.
2. College of Business and Economics.
3. College of Education (Sciences Divisions).
By rate of seven thousand and five hundred (7,500) Riyals for each semester.
3. Twenty thousand (20,000) Riyals for students of engineering majors included in the College of
Engineering.
By rate of ten thousand (10,000) Riyals for each semester.
Article 4
The fees for undergraduate stage for Summer semester shall be determined as follows:
1. Three hundred (300) Riyals per one credit hour in the arts majors which includeCollege of
Humanities and Social Sciences, College of Sharia, Law and Islamic Studies, and College of
Education (Arts Divisions, Home Economics Majors, Art Education and Physical Education).
2. Four hundred (400) Riyals per one credit hour in the science majors which include College of
Sciences, College of Business and Economics, and College of Education (Sciences Divisions).
3. Five hundred (500) Riyals per one credit hour in the engineering majors included in the
College of Engineering.
Article 5
The fees for diplomas stage shall be determined as follows:
1. Four hundred (400) Riyals per one credit hour registered for students of:
1. Diploma in Special Education.
2. Diploma in Special Psychological Counselling.
3. Diploma in Public Education.
4. Diploma in Public Libraries and Information.
5. Higher Diploma in Urban Planning.
6. Any other diplomas may be created in the College of Education, College of Humanities
and Social Sciences, and College of Sharia, Law and Islamic Studies.
2. Five hundred (500) Riyals per one credit hour registered for diploma students in majors
granted by the College of Science, and the College of Business and Economics.
3.Six hundred (600) Riyals per one credit hour registered for diploma students in engineering
majors granted by the College of Engineering
Article 6
Each non-Qatari student residing in the University Housing shall pay five hundred (500)
Riyalsper monthto the University accountfor accommodation, living and transport from and to
the University.
Article 7
Where a student withdraws from his studies, the following rules shall apply:
1. All fees shall be refunded where the student withdraws before the commencement of classes.
2.Where the student withdraws after the commencement of classes,a percentage of feesalready
paid shall be deducted from the account of the University as follows:
1. Five (5%)percentwherethe student withdrawsduring the first week after the
commencement of classes.
2. Fifty (50%) percentwherethe student withdraws before the lapse of one month after the
commencement of classes.
3. Seventy five (75%) percentwherethe student withdrawsbefore the lapse of twomonths
after the commencement of classes.
In all cases, the student shall not be entitled to a refund of any feesalreadypaid after the lapse of
two months from the commencement of classes.
Article 8
The tuition fees shall be payable at the beginning of each semester and it may be paid as one
payment for the academic year.
The student's registration shall be null and void where he fails to pay the full amount of the
feesby the end of the add/drop period at the University.
Article 9
Fees referred to above shall be paid to the Department of Finance at the University in
coordination with the competent Department, such fees amount shall be deposited in a separate
special account in anynational bankand shall be used for aspects of expenditure prescribed to
serve the educational processes according to the rules established by the University Board.
Article 10
The Director of the University shall issue the necessary decisions necessary for the
implementation of this Law.
Article 11
Each provision that violates the provisions of this Law shall be rescinded.
Article 12
All competent authorities, each within its own jurisdiction, shall enforce this Law which shall
come into force from the beginning of the academic year 96/1997 and shall be published in
the Official Gazette.
