Ladies and Gentlemen
A very good morning to you all.
It is indeed, a great honor to my delegation for taking the advantages to participate in the the 27th Meeting of the Parties to the Montreal Protocol (MOP
20) here in Dubai. On behalf of Myanmar delegation, I would like to express our sincere gratitude to the Government of UAE and the Ozone Secretariat for hosting this historic meeting in this beautiful city of Dubai and for providing excellent arrangements with a warm welcome and hospitality.
Mr. President, Delegates, Ladies and Gentlemen ,
At the very outset, I would like to take this opportunity to congratulate you, elected to be president of this event of MOP 27. I believe, under your leadership, we would be able to have fruitful outcomes in these very important meetings. There are significant improvements in environment protection over the past decades; especially implementation of Montreal Protocol resulted with tremendous reductions in the production and consumption of ozone depleting substances in protection of ozone layer. Therefore, Montreal Protocol on Substances that Deplete the Ozone Layer has been universally recognized as the most successful environmental treaty in history. This is an indication of the all parties’ commitment to protect Ozone layer and we highly appreciate to all parties and the Ozone
Secretariat for the excellent efforts.
Mr. President, Delegates, Ladies and Gentlemen,
Myanmar is committed to the Montreal Protocol and Vienna Convention and
I am very pleased to inform a brief of our efforts for preventing ozone layer depletion.

Myanmar acceded to the Vienna Convention for the Protection of the Ozone
Layer, the Montreal Protocol on Substances that Deplete the Ozone Layer and the
London Amendment to the Montreal Protocol on 24 November 1993. Nevertheless,
Myanmar also acceded to the Copenhagen Amendment to the Montreal Protocol on
22 May 2009 and the Montreal Amendment and Beijing Amendment on 30 January
2012.
With the aim of institutional strengthening and capacity building, the
National Ozone Unit consisting of members from relevant Ministries and organizations including private and civil societies has been established since 2004 and the unit is operating with the technical and financial assistance of UNEP to phase-out the ODS while promoting public awareness in implementing to the obligations of the Protocol.
Mr. President, Delegates, Ladies and Gentlemen,
In accordance with the provisions banning production of CFCs from 2010, I am very proud to inform that Myanmar is successfully completed to ban the import of CFC since 2007. I am pleased to inform the meeting that Myanmar have already submitted the Article 7 data and Country Program Progress reports of 2013 in compliance with the control measures on ODS consumption under the Montreal
Protocol.
Recognizing the importance and challenges in implementation of the accelerated phase-out of HCFCs, Myanmar HCFCs Phase-out Management Plan
(HPMP) have been formulated in collaboration with Ministries and Organizations concerned including Civil Society and Privates with the technical assistance of
UNEP since 2012. With regard to implementation on HPMP, “the Order on the
Operation of Business relating to Ozone Depleting Substances” which was prepared with the assistance of UNEP and UNIDO has already been issued with the approval of Cabinet last year.

While having no production and export of HCFC in Myanmar, the newly
Licensing and Quota system to control the import of HCFCs has recently been established in accordance with the Ozone Order for the implementation of HPMP to phase out HCFC. At present, the following functions are being carried out through
Ozone Unit to initiate the implementation of the HPMP:
 controling the import of HCFC based equipments,
 reducing the import of HCFC based air conditioners

 limiting the establishment of production of new HCFC based equipments and to encourage the production of HCFC substitute base equipments;
 reducing the use of HCFC in Foam industry;
 conducting training for law enforcement officers and for refrigeration and air conditioning technicians;
 establishing a project management unit
 practising license and quota system for ODS import
 establishing The “Association of Refrigeration and Air-condition”
I am very pleased to inform you that 10% of HCFC is phased out this year.
However, Myanmar is experiencing rapid urbanization and infrastructure development while large foreign investment and industrial development are expected to increase significantly in the coming years. Therefore, it has been recognized that needs to innovate lower-Global Warming Potential (GWP)
Substitutes while phasing-out HCFCs. This approach has made quite complex and challenging to be favorable in respective of technical, economical and environmental sound and safe lower-GWP alternatives.
In view of leading to increase challenges for phasing out HCFC in Myanmar, it needs to increase the considerable technical and financial supports and furthermore to promote adequate measures with cost effectiveness in achieving the objectives of the Protocol.
Mr. President, Delegates, Ladies and Gentlemen ,
Before my conclusion, I am proud to share our efforts with proactively participating in the implementation of Montreal Protocol which is indication of the strong political commitments of our Government.
I wish to stress that Myanmar attaches great importance to these meetings.
Again, I would like to convey our deep appreciation to the Ozone Secretariat for their hard work in providing excellent arrangements for the meetings.
