IMPERIAL COUNTY CLASS TITLE: ENVIRONMENTAL CONSUMER PROTECTION MANAGER BASIC FUNCTION: Under the direction of the Deputy Director-Community Health, plan, organize and direct the operations, services and activities of Environmental Consumer Protection programs including retail food, recreational bathing, dairies and retail milk program, and other related programs; coordinate communications, resources, enforcement functions and personnel to meet the environmental health needs of the County and assure smooth and efficient activities; supervise and evaluate the performance of assigned personnel. REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Plan, organize and direct the operations, services and activities of Environmental Consumer Protection programs, establish and maintain related time lines and priorities; assure related activities comply with established local, State and federal standards, requirements, laws, codes, ordinances, regulations, policies and procedures. Coordinate communications, resources and personnel to meet the environmental protection needs of the County and assure smooth and effective activities; develop and implement Environmental Consumer Protection programs, projects, services, plans, goals, objectives and strategies; assure proper and timely resolution of issues, violations and conflicts related to community environmental health. Supervise and evaluate the performance of assigned personnel; interview applicants and recommend employee selections, transfers, reassignment, termination and disciplinary actions; coordinate and schedule subordinate work assignments and review work to assure compliance with established standards, requirements and procedures; establish and maintain employee rules, procedures and work standards. Plan, organize, control and direct programs and services including retail food, dairies and retail milk, children’s lead poisoning investigations and various other activities and functions; direct inspection, compliance and enforcement functions and assure proper implementation of corrective actions. Provide technical information and assistance to the Deputy Director concerning Environmental Consumer Protection programs, services and related issues, plans, problems, needs and activities; assist County and city officials with interpreting and basing decisions on environmental health codes and regulations. Coordinate programs and related services, communications and information between staff, administrators, other departments, outside agencies, governmental organizations and the public; coordinate with local, State and federal officials on environmental consumer protection concerns and enforcement actions for non-compliance with environmental health codes and regulations. Environmental Consumer Protection Manager - Continued Page 2 Coordinate and conduct inspections to determine health hazards, extent of violations and appropriate corrective measures; conduct or facilitate administrative hearings regarding suspension or revocation of retail food facility permits; review and analyze requests for variance and cases against violators of environmental health regulations; act as a witness and recommend solutions. Monitor and evaluate programs and services for effectiveness and operational efficiency; provide recommendations concerning program effectiveness and the development and implementation of programs, services and procedures to enhance effectiveness, operational efficiency, and capacity to meet community environmental health needs. Direct and participate in the preparation and maintenance of various records, reports and files related to programs, services, enforcement, compliance, personnel, budgets, financial activity and assigned duties; review final environmental health reports prior to distribution to city, County, State and federal government agencies; assure reports comply with time lines and requirements. Develop and prepare the annual preliminary budget for Environmental Consumer Protection; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; establish and maintain fees; monitor and evaluate revenue and expenditures to assure fiscal integrity. Provide consultation and technical expertise to staff, administrators, outside agencies and the public concerning Environmental Consumer Protection and related programs; respond to inquiries and provide detailed and technical information concerning related functions, services, standards, plans, strategies, processes, issues, needs, practices, laws, codes, ordinances, regulations, policies, and procedures. Maintain current knowledge of laws, codes, ordinances, rules, regulations, and pending legislature related to Environmental Consumer Protection; modify programs, standards and procedures to assure compliance with local, State and federal requirements as needed. Direct and oversee food inspections related to adulteration of foods and alcohol, fat content in meat and accuracy in menus to assure establishments are in compliance with established requirements; coordinate and direct the impoundment, embargo, condemnation and destruction of contaminated retail food. Assure adequate resources to meet needs; coordinate inventory and related purchasing activities as needed; monitor staffing needs and initiate recruitment activities as appropriate. Communicate with administrators, personnel and outside organizations to coordinate activities and programs, exchange information and resolve issues or concerns. Coordinate, attend and conduct a variety of meetings as assigned; represent the Department at public events; prepare and deliver oral presentations concerning programs and services; promote public awareness of environmental health principles, regulations and compliance. EDUCATION AND EXPERIENCE: Any combination equivalent to: bachelor’s degree in health science, biology, chemistry or related field and four years increasingly responsible experience in the field of environmental health including two years in a lead capacity. LICENSES AND OTHER REQUIREMENTS: Valid certificate of Registration as an Environmental Health Specialist. Valid California driver’s license.
