Page 2 of 7 Edition # 1/07 Page 3 of 7 The MG Car Club Ltd Occupational Health and Safety Policy OBJECTIVE: The MG Car Club Ltd. seeks to provide all its stakeholders with a structured environment which results in minimal risk to health, safety and welfare to all competitors, activity participants, managers, employees, voluntary workers, officials, contractors and visitors to workplaces under its control. The MG Car Club Ltd. (MGCC) will achieve this by: Managing a comprehensive Workplace Health and Safety program (“the program”), which will protect and enhance the health and safety of all MGCC stakeholders. MGCC Club Directors, Employees, Licensed Officials, Volunteers and MGCC Associated and Affiliated Organizations working together to develop and implement the program. Developing the infrastructure to ensure that all MGCC Directors, Employees, Volunteers, Licensed Officials, Clubs, Contractors, MGCC Associated and Affiliated Organizations Contracted Event Organizers and/or Promoters will cooperate to ensure the program is successful. Ensuring the program is applied to all associated stakeholders where relevant, in particular to Event Organizers and/or Promoters to whom an organizing permit or authority to conduct an activity under CAMS authority has been issued. Reviewing the program at least annually. Edition # 1/07 Page 4 of 7 MANAGERMENT PROCEDURES: MGCC will seek to continually achieve best practice in health & safety. All MGCC Managers, MGCC Senior Volunteers and Senior Officials will provide the leadership needed to reach these goals. The MG Car Club Ltd. Managers, Senior Volunteers and Senior Officials will: Be committed to the provision and maintenance of a healthy and safe workplace. Allocate financial support and appropriate resources for this program. Consult and participate with MGCC employees, volunteers, officials and associated stakeholders in the health and safety program. Use risk identification, assessment and control principles to reach MGCC OH&S objectives. Inform and train all MGCC employees, volunteers, officials and associated stakeholders in policies, procedures and OH&S obligations. Actively seek current advice and knowledge to generate continuous improvement in the MGCC workplace. Participate in MGCC Site Induction and Public Safety programs and implement all detailed safety procedures. The MG Car Club Ltd. Employees, Volunteers and Officials will: Participate and support MGCC in its efforts to reach its OH&S and where relevant rehabilitation, objectives. Follow reasonable health and safety instructions from managers, supervisors, senior officials or senior volunteers. Report any serious incidents, accidents, injuries or hazards in the workplace to supervisors or designated representatives or senior officials. Always work in a way that does not endanger the safety of themselves and/or others. Properly use and maintain safety equipment. Make sure other MGCC employees, volunteers, officials, contractors and visitors follow safety rules at the workplace. Participate in Event Specific MGCC Site Induction programs and implement all detailed safety procedures. Associated Stakeholders will: Participate and support all MGCC representatives in their efforts to reach risk management, OH&S and rehabilitation objectives. Follow reasonable health and safety instructions from all MGCC representatives. Report any serious incidents, accidents, injuries or hazards in the workplace to designated MGCC designated representatives or senior officials. Always work in a way that is safe for themselves and others. Properly use and maintain safety equipment. Make sure other associated stakeholders follow safety rules at work. Participate in Activity Specific or Event Specific MGCC Site Induction programs and implement all 'Public Safety Policy' and detailed safety procedures. Edition # 1/07 Page 5 of 7 PUBLIC SAFETY POLICY: Introduction MGCC and the contract companies and persons it engages and/or has a relationship with have a legal responsibility to care for the health and safety of all stakeholders (MGCC members, employees, volunteers, officials, other contractors, other self- employed individuals and the general public who may attend events under the control of an Organizing Permit issued by CAMS). MGCC acknowledges and advises a breach of Occupational Health and Safety Legislation carries the potential of significant fines. Damages may also be claimed under common law or public liability for injured persons. Policy Statement MGCC will seek to provide all its stakeholders with a structured environment which results in minimal risk to health, safety and welfare to all managers, employees, voluntary workers, officials, contractors and visitors to workplaces under its control. This includes MGCC members, employees, volunteers, officials, other contractors, other self- employed individuals and the general public who may attend events under the control of an Organizing Permit issued by CAMS. Definitions MGCC - an abbreviation for The MG Car Club Ltd. (based in Sydney, NSW) Workplace - any location where MGCC conducts its business activities including nominated venues whilst events under the control of an Organizing Permit issued by CAMS. Visitor - any person not normally assigned to work in that area e.g. any member of the public, staff member from another office or site, new contractor. Self employed person - any person engaged to perform work under a contract e.g. builders, caterers. High Risk Areas - any work process or condition, which places a person at a high risk of injury or illness (refer to risk identification). Critical Risk Areas – High risk areas when subject to time-critical competitor activity. Stakeholder - any person or company directly associated with the business activities of MGCC. Volunteer – any person who holds a position on a Board, Commission, Committee, Working Group, Panel or otherwise is recognised by MGCC as a volunteer and gives their time and effort for no financial reward. Senior Volunteer – a volunteer who is designated as a Member of a Board of MGCC or a Chairman of any MGCC Commission, Committee, Working Group, Panel or otherwise is recognised by MGCC as a Senior Volunteer. Official – any person who is accepted by an Organizer to undertake a specific task at events under the control of an Organizing Permit issued by CAMS. Licensed Official – any person holding a current and valid CAMS official’s licence. Senior Official – an Official who is so nominated by an Organizer at events under the control of an Organizing Permit issued by CAMS. Edition # 1/07 Page 6 of 7 MGCC Designated Representative – a person nominated on the CAMS organizing permit for the activity as either a Steward of the Event, the Clerk of Course or the Secretary of the Meeting or person otherwise nominated by MG Car Club. MGCC controlled venue – venues and/or appropriate portions there of, at which events held under the control of an Organising Permit issued by CAMS are undertaken. Venues are deemed to be MGCC controlled for the duration of the relevant CAMS Organising Permit. MGCC Representative – any person who is a member of MGCC Committee or a MGCC Director, volunteer, licensed official, official, self employed person or such other person who may be otherwise nominated by MGCC MGCC Event Stakeholders – any person who is a MGCC Director, Employee, Volunteer, Licensed Official, selfemployed persons or visitor. For the duration of events for which CAMS has issued an Organising Permits, this will also include persons who are members of or employed by MGCC Associated and/or Affiliated Organisations, CAMS Competition Licence holders who may be competing in the event and persons or organizations to whom CAMS has issued an Organising Permit. Visitors Except where specifically invited to attend an event (whether by personal invitation or general advertisements or public notices) under the control of an Organising Permit issued by CAMS (whether or not entrance to such an event is obtained in exchange for a fee) for the express purpose of viewing the event within the designated public area provided by the organizer for that event, all visitors to MGCC premises or a MGCC controlled event must report to the MGCC designated representative on entry to the site, where practical. Visitors must remain within designated areas or be in the company of a staff member or Senior Volunteer or Senior Official when on MGCC premises or at MGCC controlled venues. Visitors must follow all relevant site safety rules. Visitors Log Where a visitor's log is provided, procedures relevant to that site, in relation to the log record, access systems reports etc must be complied with. Self employed persons Self employed persons and other authorized persons (as determined by the MGCC designated representative) will only be permitted on site themselves, after undergoing an induction of the MGCC Safety Procedures or otherwise being accompanied by a MGCC Staff member or Senior Volunteer or Senior Official. Unauthorised Persons To exclude access to unauthorized persons, all MGCC controlled venue site external gates (where they exist) must be locked when the MGCC controlled venue site is not open to the public. All fencing shall be secure, and where deemed necessary, security patrols engaged. Any person found trespassing must be reported to the MGCC designated representative or designated site security manager and full reports generated. Edition # 1/07 Page 7 of 7 Public Area Designated areas, as provided by the organizer of an event (conducted under the control of an organizing permit or other authority issued by CAMS) and primarily designed for viewing the event or activity. All persons must remain in the designated public area unless the requirements for access to restricted access areas are complied with. Restricted Access Area Areas prohibited to the public and which require appropriate induction, training or credential to gain access. Restricted access areas include event administration and /or control facilities, paddock area, service parks, corporate facilities etc. Visitors to restricted access areas are required to be accompanied at all times by a MGCC member, senior volunteer or senior official, or have received appropriate induction or training or hold the relevant credential for the area. High Risk Restricted Access Area High Risk Restricted Access Areas are Restricted Access Areas where non-time critical competitor activities occur or where any work process or condition occurs which places as person at a high risk of injury or illness. Examples include competitor work areas in paddocks or service parks, pit lane garages, parc ferme, scrutiny area, marshalling area, medical facilities, control areas, catering facilities etc. All contractors and visitors, whilst within a high risk restricted access area must be accompanied by a MGCC staff member, senior volunteer or senior official whilst on premises or at venues, until appropriately inducted into MGCC safety policy and procedures. Critical Risk Restricted Access Area Critical Risk Restricted Access Areas are High Risk Restricted Access Areas involving time-critical competitor activities, including the competition surface of any event, pit lane (whilst the circuit is closed for competition) re-fuelling areas, timing garages etc. No contractor or visitor shall be permitted into critical risk restricted access areas even when accompanied by a MGCC member, senior volunteer or senior official, unless they have been appropriately inducted or adequately trained for that area.
