Summary of Common Systems Product Evaluation The Common Systems group evaluates network equipment to determine the level of compliance with SBC LEC document TP 76200MP, Network Equipment Power, Grounding, Environmental, and Physical Design Requirements. These standards address equipment safety and reliability and include seismic, fire resistance, temperature and humidity, electrical safety, ESD, electro-magnetic compatibility, grounding, DC Power, etc. The Common System SMEs use test reports and other data supplied by the manufacturer to perform their evaluation. Evaluation Policy for SBC Network Equipment: An evaluation is required for all new equipment systems and equipment units proposed for deployment in network equipment buildings, equipment areas within buildings, electronic equipment enclosures such as controlled environment vaults and outside mounted electronic equipment cabinets, and at customer locations. Equipment that is currently in use in one SBC LEC area, may continue to be purchased and installed in that SBC LEC area without further Common Systems product evaluation. Equipment that is currently in use in one SBC LEC area, but has not been evaluated as compliant to TP 76200MP, must be evaluated by Common Systems before it is approved for use in another SBC LEC area. Equipment used via a One Time Approval (OTA) will be evaluated against, at a minimum, Level 1 requirements before an OTA is issued. For exceptional circumstances, Common Systems may consider allowing placement of equipment prior to completion of the compliance evaluation. This requires negotiating an agreement with Common Systems, issuing an OTA and a Memorandum of Understanding accepting responsibility for the placement of untested equipment. Evaluation Policy for OSP Test Sets At a minimum, portable test sets will be reviewed to the following requirements prior to deployment: Electrical Safety Review: An electrical safety review is necessary when the output voltage of the equipment exceeds 140 volts DC or 50 volts rms AC. Radiated Emissions: A review is necessary when the equipment supplier cannot certify compliance to FCC Part 15. In the absence of FCC Part 15 compliance, the radiated emissions requirements and test methods of GR-1089, Section 3 shall apply. Portable test sets that do not exceed 140 volts DC or 50 volts rms AC and are certified compliant to FCC Part 15, may be considered in compliance electrical safety and radiated emissions requirements and do not require review by the NEBS group. Evaluation Policy for Competitive Local Exchange Carrier (CLEC) Equipment: All CLEC equipment must meet SBC Minimum Safety Standards, defined as follows: SBC ILEC Minimum Safety Standards for Network Equipment All types of network equipment placed in SBC ILEC network equipment areas of premises by the SBC ILEC or CLECs must meet the SBC ILEC minimum safety standards. The minimum safety standards are: 1. Equipment compliance to SBC ILEC technical publication TP 76200MP Level 1 requirements, except in the State of Texas equipment compliance to Telcordia NEBS Level 1 requirements for CLEC equipment, or 2. Equipment history of safe operation demonstrated by placement in an ILEC network premises prior to January 1, 1998 with no documented or known history of safety problems Evaluation Levels: LEVEL 1. Level 1 requirements are a sub-set of Level 2 requirements and are the minimum acceptable requirements to protect personnel and the network. Negotiations may be made with Common Systems to consider reviewing equipment that is not integral to network reliability (e.g. some test equipment) against Level 1 requirements. LEVEL 2. Level 2 requirements address both safety and reliability of the equipment. All equipment will be evaluated against Level 2 requirements unless an Ancillary evaluation is applicable, or a Level 1 evaluation has been agreed upon. ANCILLARY. Ancillary requirements are a sub-set of Level 2 requirements that apply to additions of hardware to existing approved equipment (e.g. new shelf or circuit packs).
