Regulations on Tuition Fee Discounts for Academic Year 2015/2016
Terms used:
Autumn Semester Students – students of a study programme that commenced in the autumn
semester.
Spring Semester Students – students of a study programme that commenced in the spring semester
1. General Provisions
1.1. The Regulations on Tuition Fee Discounts are drafted to offer students of the Turiba University(hereinafter
referred to as BAT) more financially beneficial terms motivating them to better academic progress and be active
in the campus activities.
1.2. Each person is entitled to use several discounts mentioned herein provided each of the discounts are less
than 40% and their total does not exceed 40% of the tuition fee for the respective study year in accordance with
the application of discounts mentioned in the clause 2.17. herein. Exceptional cases when the total tuition fee
discounts can exceed 40% of the tuition fee for the respective study year are stipulated in clauses 2.1; 2.4; 2.5;
2.13.; 2.14; 2.17 herein.
1.3. Discounts not used because of academic leave shall apply to the tuition fee for the academic year, in which
the student renews studies after the academic leave.
1.4. The discount amount and procedure for the grant of discounts shall be revised and approved by the Board
each year.
1.5. No discounts shall be granted to foreign students of the 1st study year, who are not citizens of the
European Union member states except for the discount “Progressive alumni”. Discounts shall not be granted to
the students of later study years, who are not citizens of the European Union member states except for the
discount “Scholarship” (BAT financed), and “Stipend” (BAT-financed) and discount “Progressive alumni”.
1.6. Discounts shall not apply to students whose studies are financed by the State Employment Agency
(hereinafter referred to as NVA).
1.7. All granted discounts shall be applied consecutively to the tuition fee determined in the payment schedule
of the study contract without rounding off the interim results. All discounts shall be expressed as a percentage.
In case the total amount of discount granted exceeds the limits mentioned in the clause 1.2. herein the last
discount granted shall be decreased to the amount so as to ensure that the total amount of discounts does not
exceed the maximum discount limit and such a decrease shall be rounded off to four digits after the decimal.
The abovementioned figure shall be expressed as a whole number of euro and shall be the tuition fee for the
study year 2015/2016. In case while calculating the tuition fee for a semester in the payment schedule the sum
is not round it is rounded off to a whole number of euro. The second semester tuition fee is calculated by
deducting the tuition fee for the first semester from the tuition fees for the relevant study year.
1.8. In special cases based on the student’s application for the grant of tuition fee discounts the committee
consisting of the Rector, Vice rector and the Director of the Development department shall review the
application and decide whether to grant or reject the tuition fee discount. The committee is not obliged to justify
its decisions.

3. Conditions for granting discounts stipulated in clause 2
3.1 . Discount “Scholarship”
3.1.1. Candidates must have fulfilled all the requirements of the Enrolment Regulations .
3.1.2. Discount shall be applied in accordance with “Regulations on competition for BAT scholarships and
stipends”.
3.1.3. The discount “Scholarship” (BAT financed) for further study years shall be applied to BAT financed
scholarship winners who are determined in accordance with regulations on rotation of tuition fee
discounts.
3.2 . Discount “Stipend”
3.2.1. Candidates must have fulfilled all the requirements of the Enrolment Regulations .
3.2.2. Discount shall be applied in accordance with “Regulations on competition for BAT scholarships and
stipends”.
3.2.3. The discount “Stipend” (BAT financed) for further study years shall be applied to BAT financed
stipend winners who are determined in accordance with regulations on rotation of tuition fee discounts.

3.3. Discount „ Alumni’s relation”
3.3.1. Candidates must fulfil all the requirements of Enrolment Regulations.
3.3.2. The discount “Alumni’s relation” is awarded to the 1st level relative of BAT alumni, who is
commencing studies at BAT in the 1st study year. 1st level relative of BAT alumnus is the alumnus’s –
child, spouse, parents, brother or sister. The student shall submit a copy of documents testifying the
relationship (birth certificate, marriage certificate etc.) upon submission of documents for studies and
produce its original.
3.3.3. The discount “Alumni’s relation” can be awarded to several relatives of the BAT alumni.
3.3.4. The discount “Alumni’s relation” and the discount “Study with Family” cannot be applied
simultaneously and cannot be summed up together.
3.3.5. The discount shall come into force from the study year 2013/2014.
3.4. Discount “Study with family”
3.4.1. The discount “Study with family” is awarded to the 1st level relative of BAT student (hereinafter –
student relative), who commenced studies at BAT in the 1st study year or in later stages of study. 1st
level relative of BAT student is the student’s – child, spouse, parents, brother or sister. The student shall
submit a copy of documents testifying the relationship (birth certificate, marriage certificate etc.) upon
submission of documents for studies and produce its original.
3.4.2. The discount “Study with family” shall be awarded to several student relative of the BAT student or
entrant.
3.4.3. The student relative shall not be a former student of BAT who has terminated his/her education
contract with BAT at his/her own initiative after these regulations come into force.
3.4.4. The discount “Study with family” is in force while both relatives study at BAT simultaneously. The
discount ‘’Study with family’’ is awarded for one study semester. If the BAT student graduates BAT or is
expelled for any other reason, the student relative shall no longer receive the discount from the beginning
of the next semester. If the student continues studies and has fulfilled all the financial conditions foreseen
in the study contract, the student relative shall sign a payment schedule with discount for the next
semester with SIC after 15th December.
3.4.5. To retain the discount “Study with family”, both relatives should study in succession, without
availing academic leave. Exceptions shall be the student's academic leave due to the maternity leave.
When the student takes academic leave due to maternity leave, the student relative - discount beneficiary
shall have one's discount retained, if he continues one's studies sequentially and successfully. When the
student relative - discount beneficiary avails academic leave due to maternity leave, the student relative
shall lose the entitlement to the discount.
3.4.6. If the discount "Study with family" beneficiaries - student relatives acquire a scholarship or stipend
having participated in the competition for scholarships or stipends or the discount “Progress in studies”,
they shall choose one of the respective discounts (the discount "Study with family" or "Scholarship" or
"Stipend" or “Progress in studies”).
3.4.7. If the discount beneficiary takes academic leave, the discount is terminated from the month the
academic leave is granted. Upon renewal of studies the student has to pay the full tuition fees without any
discount.
3.4.8. To continue receiving the discount “Study with family” for the next study year, the discount recipient
–student relative shall have successfully passed all the examinations foreseen for the current study year
by the July 15 and signed a payment schedule for the next semester.
3.4.9. Students studying in E-studies shall retain the discount “Study with family” for the next study year
provided the discount beneficiary –student relative has successfully passed all the examinations foreseen
for the study year and has signed the payment schedule for the next year.
3.4.10. In case the entrant whose 1st level relative was granted the discount “Study with family” is not
enrolled the 1st level relative shall loose the entitlement to the discount “Study with family”.
3.4.11. The discount has been in force since the study year 2011/2012 and shall be applied for students
who have concluded their study contract till 30th October 2015 for studies in the autumn semester and till
31.01.2016 for studies in the spring semester and have fulfilled all the Enrolment regulation requirements.
3.4.12. The discount “study with Family” and “Alumni’s relation” cannot be applied simultaneously and
cannot be summed up together.

3.5. Discount “Transfer”
3.5.1. Entrants who have commenced studies at later stages 4th (fourth); 6th (sixth) or 8th (eighth)
semester, have concluded a study contract and fulfilled the Enrolment regulation requirements and the
requirements set out in the Cabinet of Minister Regulations No.932 „on commencement of studies at later
stages”.
3.5.2. Entrants who commence studies from the 2nd (second) semester must conclude a study contract
and fulfil requirements of the Enrolment Regulations
3.5.3. The discount is in force from the study year 2010/2011.
3.6. Discount „Recommendation”
3.6.1. The entrant recommended for the discount “Recommendation” shall conclude an education
contract to receive the discount. The name of the student/entrant shall have to be placed in the list of
recommended persons approved by a Board meeting. To receive and retain the discount for further study
period the recommended BAT student shall have to meet the following requirements:
3.6.1.1 The student shall have successfully passed all the examinations foreseen for the current study
year by July 15 (for autumn semester students);
3.6.1.2. The student shall have successfully passed all the examinations foreseen for the current study
year by December 20 (for spring semester students).
3.6.2. The entrant shall have fulfilled all the requirements of the enrolment regulations, concluded an
education contract.
3.6.3. The discount “Recommendation” is applicable for employees who have concluded a labour contract
with BAT for an unlimited term or have been elected to office for a set term and have normal working
hours with the exception of APK personnel (not less than 20h a week), IDD (average of 10 shifts a month)
and head of branches and have worked for BAT for not less than 3 years and entitles them to recommend
1 entrant or BAT student for studies. The respective BAT employee is only allowed to recommend a
successive entrant or student after five years from the moment of the grant of previous special discount.
The discount period and the amount of discount cannot be summed up. One full year of employment of
the employee is counted if the employment contract for employment was concluded not later than 1
October of a relevant year. If the recommended entrant or student fails to conclude a study contract,
waives (does not use) the discount or fails to fulfil the set requirements, the employee shall be entitled to
use the discount for another entrant or BAT student.
3.6.4. Granting the discount, the employee shall undertake moral responsibility for the recommended
person and their loyalty to BAT. If the recommended person’s loyalty to BAT whether with one's actions or
omission as well as in other special occasions is under doubt, the employee shall be entitled to apply to
BAT for the termination of the special discount. Otherwise, the employee undertakes responsibility for the
recommended person's actions or omission. The special discount shall be terminated by the Board
decision as of the next calendar month following the date of the employee's application for termination of
the special discount.
3.6.5. If BAT possess information that the recommended person has not been loyal to BAT, BAT shall be
entitled on its own initiative to terminate the special discount by a Board decision.
3.6.6. Termination of the discount "Recommendation" shall cancel the employee's entitlement to
recommend again an entrant or student for studies during the next 5 years.
3.6.7. The discount "Recommendation" for entrants, who start studies at later stages - BAT reserves the
right to refuse granting the discount to the former BAT students, who were ex-matriculated before time
during the current or previous academic year.
3.6.8. The discount shall be terminated for the next study year if the stipulations of the clause 3.6.1. are
not duly fulfilled.
3.6.9. The discount cannot be applied two times for one and the same study period (study year,
semester).
3.6.10. The discount shall be applied provided the BAT employee:
3.6.10.1. by 25th August for the autumn semester;
3.6.10.2. by 30th November for the spring semester,
has submitted an application to the Secretariat indicating the name, surname, personal identity number of
the recommended person and one’s own name, surname and position. If the recommended person is a
BAT student then the study programme and the study year should also be indicated. The application shall
be reviewed and approved at the Board meeting.

3.6.11. The discount shall be in force from the study year 2013/2014.
3.7. Discount “Establish contacts”
Entrants have to fulfil all the enrolment requirements and conclude a study contract and fulfill all the
obligations foreseen in the cooperation agreement or requirements set by a decree of the Board.
3.8. Discount “Students’ council”
3.8.1. Students’ council members applying for the discount “Students’ council” shall submit a application
letter indicating:
3.8.1.1. tasks carried out at the BAT Students’ Council during the study year and their validation;
3.8.1.2. the amount of tuition fee discount they are applying for;
3.8.2. The application letter shall be addressed to the Director of the development department and
submitted to the Vice chairperson of the BAT Students’ Council electronically not later than the 17th June
2015.
3.8.3. Recommendations on the grant of discount shall be drafted by a committee comprising the
chairperson of BAT Students’ Council, Vice chairperson of the BAT Students’ Council and the Director of
the development department by 1st July.
3.8.4. The total amount of discount granted to Students’ Council members for a study year shall not
exceed 600%.
3.8.5. The discount shall be granted for achievements during the study year 2014/2015.
3.8.6. Spring semester students availing the discount shall have successfully completed all the
examinations planned for the study year 2014/2015 by the 20th December,
3.8.7. Autumn semester students availing the discount shall have successfully completed all the
examinations planned for the study year 2014/2015 by the 15th July.
3.8.8. The decision on grant of discounts shall be made:
3.8.8.1. not later than 10th July for autumn semester students;
3.8.8.2. not later than 5th January for spring semester students
by a committee comprising the Rector, Vice rector and the Director of the Development department.
3.9. Discount “Publicity”
3.9.1. The discount "Publicity" shall be granted to the students, who have contributed to BAT positive
publicity and wish to obtain a tuition fee discount for it by submitting an application to the Development
Director, copies of published work or other certifying documents or data carriers:
3.9.1.1. not later than 1st July for students commencing studies in the autumn semester;
3.9.1.2. not later than 30th November for students commencing studies in the spring semester;
3.9.2. Application, copies of published works or other certifying documents or data carriers regarding
the BAT student's achievements in sport, culture, social, scientific or other spheres shall be submitted. It
should be mentioned obligatorily in the published work that the relevant person is a BAT student or the
activities should be recognisable as those of a BAT student. These include:
3.9.2.1. BAT student's articles in mass media, which the relevant person has signed indicating
that one is a BAT student;
3.9.2.2. TV programme video recordings and radio broadcast audio recordings, in which it is
mentioned that the broadcast participant studies at BAT.
3.9.2.3. Participation in public or mass events, in which BAT is advertised or popularised using
visual communication means;
3.9.2.4. Participation in scientific-research work (higher education system recognised research excluding research papers for state examinations);

3.9.2.5. The discount “Publicity” cannot be granted for publications, or other activities that have
been carried out within the framework of the study process (practice work, study papers, projects
etc.)
3.9.3. One could apply for the discount based on works published or other BAT popularising activities,
which have been published in the mass media or have taken place:
3.9.3.1. starting from 1st July of the previous year for autumn semester students;
3.9.3.2. starting from 1st December of the previous year for spring semester students .
3.9.4. Students, who publish and maintain their blogs in the BAT homepage www.turiba.lv could also
apply for the discount "Publicity". Blogs of students applying for the discount "Publicity" should meet the
following criteria:
3.9.4.1. information in the blog is renewed at least once in 2 weeks;
3.9.4.2. information in the blog is qualitative in terms of contents and linguistics ;
3.9.4.3. information in the blog is interesting for the BAT homepage www.turiba.lv readers.
3.9.5. The amount of tuition fee discount to be granted shall be recommended by the Director of the
Development department:
3.9.5.1. by 5th July for autumn semester students;
3.9.5.2. by 15th December for spring semester students.
3.9.6. BAT reserves the right to reject the grant of discount.
3.9.7. The discount shall be granted for achievements during the study year 2014/2015 .
3.9.8. Spring semester students availing the discount shall have successfully completed all the
examinations planned for the study year 2014/2015 by the 20th December,
3.9.9. Autumn semester students availing the discount shall have successfully completed all the
examinations planned for the study year 2014/2015 by the 15th July.
3.9.10. The decision on grant of discounts shall be made:
3.9.10.1. not later than 10th July for autumn semester students,
3.9.10.2. not later than 5th January for spring semester students
by a committee comprising the Rector , Vice rector and the Director of the Development department.
3.10. Discount “Progress in Studies”
3.10.1. The discount shall be granted to 100 BAT students studying in the evening or extramural
department (except e-studies) in:
3.10.1.1. 1st level study programmes in Riga;
3.10.1.2. bachelor study programmes;
3.10.1.3. master study programmes.
3.10.2. The discount shall be applicable for students of 1st level study programmes, bachelor and
master study programmes in Riga for tuition fee for spring semester of the study year 2016 for their
results during the 2015 autumn semester and for tuition fee for autumn semester of the study year 2016
for their results during the 2016 spring semester.
3.10.3. The discount „Progress in studies” shall be granted for the next study year/semester in
accordance with the BAT regulations on rotation of tuition fee discounts .
3.10.4. The discount is in force from the study year 2009/2010.
3.11. Discount “Branch”
3.11.1. The discount is applicable for students commencing their studies in the first study year in BAT
branches and who have concluded an education contract by 25.08.2015 and have fulfilled all the
requirements of the Enrolment Regulations.
3.11.2. The discounts are in force from the study year 2012/2013.

3.11.3. The discount is not applicable in case the student changes his academic group at his own
initiative.
3.12. Discount “Progressive alumni”
3.12.1. The candidate must have fulfilled requirements of the Enrolment Regulations.
3.12.2. The discount “Progressive alumni” shall be granted to the BAT entrants starting their studies
under any of BAT study programmes and the tuition fee discount of 10% shall be granted for each
previously successfully completed BAT study programme that has been certified with the higher
education diploma issued by BAT .
3.12.3. To retain the discount for the next study year the BAT alumni shall:
3.12.3.1. have successfully passed all the examinations foreseen for the current study year by
July 15 (for autumn semester students);
3.12.3.2. have successfully passed all the examinations foreseen for the current study year by
December 20 (for Spring semester students).
3.12.4. The discount shall not be granted for the next study year if the BAT alumni fail to duly fulfil the
stipulations of the clause 3.12.3.
3.13. Discount “Basketball”
3.13.1. The study contract must have ben concluded.
3.13.2. Players of the BAT Basketball team may claim the discount “Basketball” for the study year
2015/2016 to the amount of 100%, if the player is included in the top sixteen players’ list of core
members. The technical personnel (manager, video operator, photograph, homepage editor) of the
basketball team can apply for a tuition fee discount of 30%. The basketball team trainer and basketball
club director shall sign and approve the application for a certain amount of discount.
3.13.3. 2nd, 3rd, 4th and 5th study year students of BAT are entitled to the discount “Basketball”
mentioned in the clause 3.13.2. provided:
3.13.3.1. the autumn semester student has successfully completed all the examinations
planned for the study year 2014/2015 by 15th July 2015.
3.13.3.2. spring semester students shall have successfully passed all the examinations planned
for the study year 2014/2015 by the 20th December of the study year 2014/2015.
3.13.4. additional discounts for tuition fees in the study year 2015/2016 could be granted for
achievement of places 1 - 3 in the students’ basketball league in the study year 2015/2016:
1) for 1st place - discount in the amount of 50% of the tuition fee for each player;
2) for 2nd place – discount to the amount of 300% of the tuition fee for the whole team;
3) for 3rd place – discount in the amount of 200% of the tuition fee for the whole team.
3.13.5. The total amount of discount shall not exceed 100% of the tuition fee for each study year .
3.13.6. The Director of the BAT Basketball club shall by the 15th August 2015 (for autumn semester
students) and by 18th February 2016 (for spring semester students) submit the list of basketball players
who are eligible to receive the tuition fee discount to the development director, indicating the amount of
discount and reasons thereof. The Director of the BAT Basketball club shall submit the list of last year
students one week before the planned student graduation date.
3.13.7. The decision on grant of discounts shall be made by a committee comprising the Rector, Vice
Rector and the Director of the Development department not later than the 20th October.
3.14. Discount “Excellence”
3.14.1.The candidate must have fulfilled requirements of the Enrolment Regulations.
3.14.2. The discount “Excellence” shall be granted to the BAT alumni, who have graduated BAT and
meet the following criteria:

3.14.2.1. have graduated BAT with a “Diploma with honours” or have graduated in accordance
with the criteria set in the clause 6.13 of BAT Study regulations (successfully passed the
examination at a commission with marks not less than 9 (nine) and have passed all other final
examinations with an average mark not less than 8.5 (eight point five) and do not have any marks
for examinations that are less than 6 (six)). The following discounts are set for “diploma with
honours):
1) 10% of the tuition fee for whole period of studies at BAT for graduates of BAT 1st level
study programme, who shall continue their studies in bachelor's degree study
programmes in the first, second or third year of studies ;
2) 50% of the tuition fee for studies at BAT for BAT bachelor study programme graduates,
who shall continue their studies in master's degree study programmes in the first study
year;
3) 50% of the tuition fee for the whole period of studies for BAT master study programme
graduates who shall continue studies at BAT in doctoral study programmes.
3.14.2.2. have graduated BAT bachelor programme and have defended bachelor theses with a
mark not less than 8 (eight) and have successfully completed all final examinations with an
average mark not than 7 (seven) and would like to continue studies in the master programme in
the first year – 30% for the whole period of studies;
3.14.2.3. have graduated BAT master’s programme and have defended master’s theses with a
mark not less than 9 (nine) and wish to continue studies in the first year of doctoral studies– 50%
for the whole period of studies.
3.14.3. To retain the discount for further years of study the BAT student shall have:
3.14.3.1. successfully passed all the examinations foreseen for the current study year by July 15
(for autumn semester students) ;
3.14.3.2. successfully passed all the examinations foreseen for the current study year
December 20 (for Spring semester students).

3.14.4. The discount shall not be granted for the next study year if the BAT student fails to duly fulfil the
stipulations of the clause 3.14.3.
3.14.5. The discount „Excellence„ is applicable for BAT alumni 3 (three) years after they have
graduated the previous study level.
3.14.6. The discount is in force from the study year 2012/2013.
3.15. Discount “JPS”
3.15.1. Entrants have to fulfil all the enrolment requirements and have to conclude a study contract by
the 1st of August within three years of the award of the tuition fee discount (including the year when the
discount was awarded). The entrant shall produce the JPS certificate while concluding the study
contract.
3.15.2. Entrants who have attended at least six days of BAT organised School for young professionals
and the professional enhance programme ‘’Panākumu universitāte’’ and have achieved top 12 results in
the test among all contestants are entitled for the discount.
3.15.3. The scope of the discount is as follows:
3.15.3.1. 2 the entrant with the topmost result and highest score points in the test shall receive
100% tuition fee discount for the first year of studies;
3.15.3.1. 10 entrants will receive 25% tuition fee discount for the first study year.
3.15.4. Entrants are entitled to use the discount “JPS” for studies in 1st level study programmes or
bachelor study programmes at BAT.
3.15.5. The discount is in force from the study year 2010/2011.
3.16. Discount „Study with a friend”
3.16.1. The discount shall be applied for entrants – two friends who have started studies in the first study
year at BAT in Riga and have at the same time concluded study contracts by 30.10.2014 and have
fulfilled all the Enrolment regulation requirements.

3.16.2. Discount beneficiaries may not be former students of BAT who have terminated their education
contract with BAT at their own initiative after these regulations come into force.
3.16.3. The discount “Study with friend” is in force while both friends study at BAT simultaneously. The
discount ‘’Study with friend’’ is awarded for one study semester. If one of the friends/ discount recipient
graduates BAT or is expelled for any other reason, the other student - discount recipient shall no longer
receive the discount from the beginning of the next semester. If both friends continue studies and have
fulfilled all the financial conditions foreseen in the study contract, then both friends shall sign a payment
schedule with the discount for the next semester with SIC after 15th December.
3.16.4. To retain the discount “Study with friend”, both friends should study in succession, without availing
academic leave. Exceptions shall be the student's academic leave due to the maternity leave. When the
student friend - discount beneficiary avails academic leave due to maternity leave, the student shall lose
the entitlement to the discount. The other student friend - discount beneficiary shall have one's discount
retained, if he/she continues one's studies sequentially and successfully.
3.16.5. If the discount "Study with friend" beneficiaries - student friends acquire a scholarship or stipend
having participated in the competition for scholarships or stipends or the discount “Progress in studies”,
they shall choose one of the respective discounts (the discount "Study with friend" or "Scholarship" or
"Stipend" or “Progress in studies”). In case one of the friends acquires and chooses scholarship the other
can continue receiving the discount "Study with friend". If the student fails to acquire the scholarship
through the rotation of tuition fee discount policy for the next study year, the discount "Study with friend" is
renewed.
3.16.6. To retain the discount “Study with friend”, both friends should have successfully passed all the
examinations foreseen for the current study year by the July 15 and have duly concluded the payment
schedule for the next study year.
3.16.7. Student recipients of the discount „study with friend” studying in e-studies programme shall retain
their discounts for the next study year provided they have successfully passed all the examinations
foreseen for the current study year and have duly concluded the payment schedule for the next study
year.
3.16.8. The discount is in force for the study year 2014/2015 and applicable for those students who have
concluded their study contracts by 30th October 2014 and have fulfilled all the Enrolment regulation
requirements.
3.17. Discount „Enterprise recommendations’’
3.17.1. The discount shall be applied for entrants of the first study year who have started studies at BAT
in Riga in the first study year, have concluded a study contract and have fulfilled all the Enrolment
regulation requirements.
3.17.2. In order to avail the discount the student has to submit a recommendation for studies from an
enterprise which is a member of the Latvian Chamber of Commerce and Industry (LTRK) or Employers’
Confederation of Latvia (LDDK). Each entrant can only submit one recommendation for availing the
discount.
3.17.3. The discount is in force from the study year 2015/2016.
3.18. Discount „ Semester for half the price’’
3.18.1. The discount shall be applied for entrants of the first study year who have started studies at BAT
in Riga in the first study year, have concluded a study contract from 1 st July 2015 till 3rd July 2015
(inclusive) and have fulfilled the Enrolment regulation requirements.
3.18.2. The discount is in force from the study year 2015/2016.
