4.2 ADMISSION AND PLACEMENT OF STUDENTS Any child between the ages of 5 and 21 is entitled to attend school in the District if the child is a resident of or has a legal transfer to the District. The District’s four-year-old classes shall be free to each District resident whose fourth birthday falls on or before September 1. The District’s kindergarten classes shall be free to each District resident whose fifth birthday falls on or before September 1. The District’s first grade classes shall be free to each District resident whose sixth birthday falls on or before September 1. Tuition-Based Admission Children who do not meet residency requirements and are unable to obtain a transfer may be admitted on a full-tuition basis to the extent that space is available and with the approval of the Superintendent or designee. The District will not consider tuition-based admission for underage students. Tuition rates for non-resident students shall be established and approved by the Board of Education each year on the basis of total costs. Tuition rates shall be calculated at not less than the per capita cost of education for a similar period in the District during the preceding year. Such tuition shall be paid in advance, yearly or by semester, before attendance is permitted to begin. Placement Subject to the requirements of applicable law, the District will place students in a grade level or academic area in accordance with an evaluation of any documentation provided, any examination or other results demonstrating student progress and consideration of social, emotional and physical development and chronological age. Students entering from non-accredited schools and home-schooled students shall be placed according to their level of mastery of the standards set forth by the State of Oklahoma as demonstrated on a locally administered exam.
