Process for Registering Non-Public School Students in NCVPS Courses Summary The North Carolina State Board of Education (SBE) passed a new policy allowing local education agencies (LEAs) to enroll non-public school students into online courses offered by the North Carolina Virtual Public School (NCVPS) and to collect fees for such enrollments. The recommendation from the SBE for fees is outlined below. FALL AND SPRING COURSES (Includes the $100 registration fee) $500 for year-long $450 for block Fall or Spring Courses $450 for SAT Prep $275 for Health Education (.5 Credit class) $700 for Critical Language Course and Coach (Arabic, Chinese, Japanese & Russian) REQUIRED FOR THESE LANGUAGES SUMMER COURSES $300 for block courses $300 for SAT Prep $200 for Health Education (.5 Credit class) The approved fee is based on the amount paid to the teacher per student plus $100. The additional $100 is based on a $73 average administration cost per student enrollment plus an additional cost to the LEA for enrolling the non-public student. NCVPS receives $50 and the enrolling public school receives $50. These fees will partially offset the cost of registering the student. In accordance with this policy, the following guidelines for registering and collecting fees from non-public school students are recommended: 1. The LEA enrolls the non-public school student as a “visiting student” according to any local board policy/procedure regarding visiting students and collects from the student a $100 non-refundable registration fee per NCVPS course to be taken. The LEA retains the $100 non-refundable registration fee per NCVPS course until the total course fee is collected (see step 5). 2. The LEA must register the non-public school student into NCWISE prior to putting student into NCVPS registration system. Current as of 9.21.10 3. The LEA assigns the student to a specific school and sends a copy of the receipt for the non-refundable registration fee to the distance learning advisor (DLA) assigned by the local school. 4. The local school distance learning advisor enters the student in the NCVPS registration system and assigns class(es) as requested. The DLA will designate the student’s enrollment by checking the box for non-public school students in the NCVPS registration system. 5. The DLA, upon assigning classes, shall present an invoice to the non-public school student minus the $100 non-refundable registration fee per course that was collected by the LEA in Step 1 (see blank invoice provided). Payment is due to the LEA from the student on the 10th day which is the final drop period. The invoice can be modified to add the LEA’s remittance address. 6. The LEA’s payment to DPI is due within 10 days of the final drop period even if the LEA has not collected the fees from the student. The LEA shall retain $50 per course from the non-refundable registration fee and remit the balance to NCDPI. The amount due to DPI is: a. Year Long - No. of NCVPS courses taken by student x $450 b. Block Fall or Spring - No. of NCVPS courses taken by student x $400 c. SAT Prep - No. of NCVPS courses taken by student x $400 d. Health Education (Fall and Spring)- No. of NCVPS courses taken by student x $225 e. Critical Language Course and Coach (Arabic, Chinese, Japanese & Russian)- No. of NCVPS courses taken by student x $700 f. Summer - No. of NCVPS courses taken by student x $250 g. Summer SAT Prep- No. of NCVPS courses taken by student x $250 h. Summer –Health Education-No. of NCVPS courses taken by student x $150 7. The payments to DPI shall be sent to: NC Department of Public Instruction Cash Management Section 6336 Mail Service Center Raleigh, NC 27699-6336 NOTES 1. The LEA is responsible for collecting any outstanding student invoices. The LEA’s payment to DPI is due 10 days after the final drop period regardless of whether the LEA has collected the fees from the student. 2. LEA is responsible for providing registration and any services to the online student as outlined in any visiting student policy adopted by the local board of education. 3. LEA is responsible for administering any EOC tests and reporting these scores as part of their school(s) report card. 4. For any non-public school student who can not be enrolled due to the course being full, the LEA will retain the $50 fee and will send the remaining $50 to DPI as a non-refundable registration fee. No course cost will be collected in this case. 5. For any non-public school students taking AP courses from NCVPS, the LEA may charge the student an exam fee. This fee should not exceed the AP exam fee established by the College Board. Current as of 9.21.10
