COMPETITION BY-LAWS

BEFORE THE GAME
B1. All matches shall be played in accordance with The Laws Of Cricket (2000 Code) as recognised by the
Australian Cricket Board of Control except in so far as the same are herein after modified or altered.
B2. All teams shall use pitches as directed by this Association and matches shall be played and completed
on those pitches as set down in the official draw unless permission is granted by the Secretary for a
change of pitch.
B3. All players taking part in B.D.J.C.A. matches shall wear predominantly white clothing and shoes or
coloured uniform as approved.
B4. Players not financial with one club are not to play with any other club until all arrears are paid.
B5. Players shall not be allowed to bat or bowl in competition matches in footwear containing studs,
spikes and the like unless a turf pitch approved by the Association is being used.
B6. A competition draw shall be conducted in age groups being 17, 16, 15, 14, 13, 12 and 11 A non
competitive draw will be made for 10 (Average Cricket, the same as Kanga cricket except with semi hard
ball and protective equipment), 9 and 7 (Kanga, see APPENDIX D). Subject to the number of teams
nominated further subdividing of each age group division will be made. The Executive Committee shall
have the power to appoint a grading sub-committee and direct such sub-committee as to the number of
teams to be allocated to each division. Open High School girls can play in 13 years competition.
B7. All registered players MUST be their age group or under i.e. 17, 16, 15, 14, 13, 12, 11, such ages as
may be designated under By-Law 10 hereof on the 31st December in the competition year. The
Association may require proof of age at any time. No player may play before reaching the age of six in
Kanga cricket. Children under six are eligible to play Milo Have- A-Go cricket. Clubs are urged to play
players in their correct age group commensurate with their ability wherever possible. A registered player
is one who has had his/her name, address and date of birth recorded and submitted to the Association
Registrar. A player is considered registered when the sheet has been signed and dated by the Registrar.
Clubs with more than 1 team in the same age group must register players in one particular team and the
player is to remain in that team for the season. Players may not be registered in more than 1 team.
B8. Any team playing an unregistered, disqualified or ineligible player shall lose all points for the matches
in which such player took part. Maximum points scored by any team in the division in that round shall be
awarded to all teams against whom the unregistered, ineligible or disqualified player played. Should it be
established that the player was in fact unregistered, ineligible or disqualified; such loss of points to
opposing teams shall be automatic. This By-Law to be enforced one month after commencement of
competition by when all registration sheets must be handed to the Registrar.
B9. All competition matches in combined 16 & 17 (each team with no more than 5 17 year old players),
15, 14, 13, 12 and 11 shall be played over one or two days duration, except where otherwise provided for
by the Executive Committee.

B10. Each team shall provide one set of stumps and bails, one 50m rope and B.D.J.C.A. approved plastic
boundary domes. Wooden flags, sticks, wire and steel pegs are prohibited. Centre of stump - 40 m for
11years.
B11 (i) BEFORE THE TOSS, captains must exchange a team list of no more than 13 players. The 11
nominated batsmen and 11 nominated bowlers for day 1 must be indicated. Two players may be
substituted on the second day of a 2 day game.
B11 (ii) All games to start at 8:45am.
B12. Normal hours of play shall be 8.45 a.m. to noon unless directed by the Executive Committee. If one
team has less than 7 players at 8.40a.m. the other team is deemed to have won the toss. If there are less
than 7 players by 9.00 a.m. a forfeit can be claimed. The team with the correct number of players at 8.45
a.m. has the right to insist the game be played until the allocated number of overs has been bowled.
B13. Should there be no play possible on the first day of any two day game, such game will be played
under the following rules:
(a) Matches shall commence on the second day at 8.45 a.m.
(b) The team batting first may bat until 25 overs – (20 overs in under 11, 20 overs in combined Under 11
and Under 12 competitions) - or bat until dismissed, whichever is earlier. (see Quarter Cricket Rules,
APPENDIX C)
(c) The team batting second may bat until it has received the agreed number of overs to a maximum of 25
provided it has wickets in hand. Play continues until a result is achieved, irrespective of time taken.
(d) The team scoring the highest number of runs irrespective of the number of wickets lost shall be
declared the winners.
(e) 25 overs each way (under 11 is 20 overs, 20 overs in combined Under 11 and Under 12 competitions)
to be bowled in a one day match provided a team has wickets in hand.
(f) In a one day game only, after 16 overs the score at the end of each over is to be recorded. In the event
of an early conclusion (e.g. washout) the team with the highest score at the last completed over is the
winner.
(g) If an outright win is being attempted the game shall finish at 12 noon, or after 3¼ hours of play which
ever is the later.
B14. Substitutes may not participate in a lower age group than that in which they are entitled to play.
B15. All cricket balls used in competition shall only be those approved by the Association.
B16. An approved composite ball is the only ball to be used on a concrete wicket with no synthetic
surface.
A leather ball MUST be used on a synthetic surface for 17, 16, 15, 14, 13, 12 and 11.
Under 11 and 12 years are to use a 142 gram ball.
In 10 years use Plyaball.
DURING THE GAME
D17. No team shall continue batting on the second day except when either batting second or when
batting first after play being interrupted on the first day. If the first day was interrupted then half the time
lost less 5 minutes will be made up by the
team batting first on the second day.

D18. In all competition matches the team which bats first and leads by 75 runs or more shall have the
option of requiring the other team to follow their innings.
D19. (a) At least 50 overs (11 years - at least 40 overs), should be bowled in a day’s play, reduced by 3
overs for each change of innings. On the second day of a 2 day game, play can continue for 3 hours 15
minutes or 50 overs bowled if a result can be achieved. Scorers are to mark both scorebooks with the
starting time of play on the second day and play up to 3 hours 15 minutes or bowl at least 50 overs from
that time. Play may cease earlier on the agreement of both coaches.
(b) Over restrictions will apply as follows for fast or medium fast bowlers (see APPENDIX B)
Two day games. u17, U16, U15 - 10 overs maximum per innings
U14, U13, U12, U11 - 8 overs maximum per innings
One day games. U17, U16, U15 - 5 overs maximum per innings
U14, U13, U12, U11 - 4 overs maximum per innings
Dead slow bowlers can bowl their full allotment in one spell.
(c) No team shall face more than 50 overs (40 in 11 Years and combined Under 11 and under 12
competitions) in their first innings.
(d) The Bathurst District Junior Cricket Association accepts the recommendations from the Mitchell
Cricket Council concerning Bowling Injury Prevention for junior fast and medium fast bowlers and
STRONGLY URGES all Clubs and Schools affiliated with the B.D.J.C.A. to do likewise.

(e) In 11 years and under competition a maximum of 8 deliveries are to be bowled in an over. The
exception being that the last over of each innings must contain 6 legal deliveries.
(f). Bowler spell. A bowler may bowl a maximum of 4 overs (5overs 15years above) in a spell and no more
until all other team mates except the wicket keeper have bowled 1over.
D20. When playing on a synthetic pitch, a ball which hits uncovered concrete shall be declared a dead
ball.
D21. Scorers shall be requested to record their own score as well as their opponents batting and bowling
analysis and umpires shall initial each score book at the completion of each innings and/or at the
cessation of play.
D22. Team Coaching during matches a) Team coaches may carry out unlimited coaching of players in 12 and 11.
b) 14 and 13 the coach may make recommendations to the captain.
c) Opens and 15, there is to be no on-field coaching.
d) All sides to be represented by an off-field coach or manager.
D23. All officials, players and spectators are expected to abide by B.D.J.C.A. Inc. Codes of Conduct and the
accepted etiquette of cricket, at all times playing in the spirit of the game.
D24. A NO-BALL in B.D.J.C.A. Competition :
(a) Full toss which passes above the batsman’s waist when standing upright at the crease, irrespective of
the type of bowler i.e. fast, medium or slow.
(b) A short pitched ball rising above shoulder height of the batsman when standing upright at the crease.

(c) A ball which lands in the bowler’s half of the pitch. (this does not apply to matches played on turf
pitches)
(d) A ball which lands off the pitch but then moves in and bowls the batsman.
(e) A ball which comes to rest before reaching the batsman is no longer a free hit, it is a dead ball.
f) A ball which lands off the pitch and continues on its way past the wicket is a wide (1 run penalty).
Each no-ball shall be penalised 1 run.
D25. It is compulsory for all batsmen in age groups 10 years and over to wear an approved batting helmet
with grill and it is compulsory for wicketkeepers, when standing up to the stumps, to wear an approved
helmet inline with ACB Junior Policy recommendations.
Limited field placement
Up to, and including 14 years when the ball is bowled, no fielder may stand closer than 10 metres from
the strikers wicket on the leg side or in front of point on the off side (i.e. fielder may stand within 10
metres in the off side slips positions only).
Over 14 years must wear a helmet and protector when fielding within 10 metres of the striker’s wicket
(excluding slips and wicketkeeper).
D26. Retired batters are regarded as not out. In the U11s, 12s and 13s batsman retire at 50 and can return
for the last wicket with the last batsman. U14s, 15s and opens, batsman retire at 100 and can return at
the fall of the last wicket with the last batsman.
AFTER THE GAME
A27. A player to be eligible to represent the Bathurst District Junior Cricket Association Inc. in
representative matches must be registered to play in the Association’s Saturday Morning Competition or
play for an affiliated club or school.
A28. The team occupying the highest position at the conclusion of the competition rounds shall be Minor
Premiers of its Division. The determination of team positions when two or more teams have equal
competition points shall be decided on team averages.
For the purpose of ascertaining averages the following system will be adopted.
The batting average for a team shall be obtained by dividing the total number of runs scored by the total
number of wickets lost.
The bowling average for such a team shall be obtained by dividing the total number of runs scored against
the team by the total number of wickets taken by the team against other teams.
The former is divided by the latter giving a team quotient.
The team having the higher quotient shall be considered to have the better performance.
In computing the averages a side declaring its innings closed shall be deemed to have lost the number of
wickets actually fallen. Should a team be unable to bat a full side or forfeits it’s 1st innings and is “all out”
then that team will be considered to have lost 10 wickets in that innings.
A29. The teams occupying positions one and two on the points ladder at the completion of the
competition rounds shall compete in the Grand Final, the winner thereof being declared Premiers. Should
it be impossible to play the Grand Final or to reach a result, then the team finishing highest in the
competition rounds will be declared Premiers. To be eligible for the Grand Final a player must play at least
two competition matches with that team. In the event of a washout teams may submit a game card
within the required time to ensure that registered players are eligible.

A30. To determine a player’s grade for finals, his/her last three matches shall determine the match
eligibility:
(a) If a player plays two of his/her last three matches in a grade that grade will be the players’ grade.
(b) The player may always play in a higher grade.
A31. Team trophies: Provided the team is not under suspension or in default, the Premiers in each
division of the Competition shall be awarded trophies, the value of which shall be assessed by the
Executive Committee. A maximum of 12 trophies will be supplied by the B.D.J.C.A. for each successful
team.
A32. (a) In addition to the trophies under By-Law 28 individual trophies of a value assessed by the
Executive Committee, shall be awarded at the discretion of the Committee to each division as follows:
Batting average, Bowling average
Batting aggregate, Bowling aggregate
Provided that any player in default or under suspension at the conclusion of any competition shall forfeit
all rights to the awarding of such trophy/trophies.
(b) To qualify for such individual trophy, all players must have participated in at least half the arranged
competition matches. Bowlers must have bowled 40 overs or taken 20 wickets and batsmen must have
batted in half the arranged competition matches. The Executive Committee can determine otherwise if
need be.
A33. The B.D.J.C.A. may award any special trophies to players as they deem fit if they consider the players
performance warrants it.
A34. (a) All perpetual trophies remain the property of the B.D.J.C.A.
(b) The club president or club delegate is to sign for the Premiership Shield upon receipt and accept
responsibility for same, and return it to the Association Secretary in good condition no later than 30th
March of the next year. Clubs in receipt of shields are responsible for their repair.
A35. The Executive Committee shall have the power to reject any scorebook not approved by the
Association or any book in which it considers records have been improperly kept. The Committee shall
have the power to decide the result of a game should the scorebook be properly kept. Any such
recommendation shall be made by the official association recorder.
A36. Results should lodged through the MyCricket web site.
A37. Competition points for matches will be awarded as follows:
Outright win 10 points
First innings win 7 points
First innings loss 2 points
First innings lead, outright loss 4 points
Tie on first innings 7 points
Tie on first innings, outright loss 4 points
Bye 7 points
Loss outright 1 point
Forfeit loss 0 points
Forfeit received, to receive maximum points scored in the round.
In the event of a washout both teams to receive 5 points.
Where a team plays another team which is eventually suspended ALL points if in excess of 10 scored
against that team stand.

Should any team be suspended or disqualified from further competition matches during the season,
teams drawn to play such team shall receive 10 points for such scheduled match and all teams who have
played such team prior to its suspension or disqualification shall receive 10 points for such game
irrespective of the result thereof.
Bonus Points – for completed games only (i.e. does not include washed out games.)
a) 11/12/13/14 years 0.01 per run scored 0.15 per wicket taken
b)15/16/17/Open years 0.01 per run scored 0.2 per wicket taken
If the side batting is bowled out but does not have a full compliment of 11 players, the bowling team is
awarded full bowling bonus points.
A38. A protest must be lodged within 72 hours, with a fee of $50.00, which is forfeited if considered
frivolous or is not upheld.

APPENDIX A - Role of BDJCA Registrar
The registrar is responsible for the maintenance of player records within the association. This is essential
for insurance purposes and maintaining a record of player in the BDJCA.
(1) All players must be registered with the BDJCA before they can play within the BDJCA.
(2) The registrar will electronically send club delegates a copy of the registration four weeks after the start
of the season.
Should it be evident after this time that there are players who are not registered, but have participated in
matches then the team with the unregistered players shall forfeit all points gained in the match(es) where
unregistered players participated. Those points shall then be awarded to the teams opponents(s) in the
match(es) that unregistered players participated without question.
(3) Delegates of clubs are able to electronically update their registrations by emailing the registrar no later
the 12pm on the Friday prior to play. This will allow the registrar to update the central database of all
BDJCA registered players. This updated list will then be sent electronically to club delegates prior to play
on Saturday, who have the right to object to unregistered player playing providing play has commenced
and the player in question has taken part.
(4) If it has not been possible for a player to be registered prior to play, then the coach of that player must
bring the situation to the attention of the opposition coach prior to the commencement of play. The
opposition coach does not reserve the right to prevent that player from playing provided he is of the
appropriate age. If the registrar receives the registration for this player before 12pm on the Monday
following the days play in which the then unregistered player
participated no penalty shall result.
(5) Delegates of teams who have competed against unregistered players are to check with the registrar
after 12pm via electronic mail on the Monday following the game as to whether unregistered players
have since been registered. If they have not, the registrar will confirm with the association recorder that
the player in question has participated. Should this be the case the opposition of the team in the match in
which the offence occurred will receive all points from the match. The registrar will notify club delegates
of this via Electronic mail.
(6) If both teams field unregistered players no points shall be awarded to either team.
(7) To allow this process to occur all club delegates and the association registrar must provide the
association with an active email address so the above can be facilitated.

APPENDIX C - BDJCA Quarter Cricket Rules


Designed to provide a more participative game in which each team gets to bat and bowl on each
day
Played under old rules except that the first innings is split – under normal circumstances most
matches will be decided on first innings results
First Innings (2 x 25-overs per side) 11 years (2 x 20 overs)
 Each side’s first innings shall consist of a maximum of 50 overs (11 years 40 overs and 20 over
sessions) unless dismissed. But will be split into two 25-over sessions(20 over for u11’s).
 There will be a ten minute break between innings.
 The side batting first on day one will bat second on day two and vice-versa
Note: This is to ensure as far as possible even use of the playing conditions for both sides.
 If Team A is dismissed within its first 25-overs (20 overs 11 years) – Team B will bat for the
remainder of the day’s play and resume batting at the commmencment of playon day two and
complete its 50-overs (40 overs 11 years and 20 overs in combined Under 11 and Under 12
competitions) (unless it is dismissed or declares)
 If the first day of a two-day match is washed out – a one-day match should be played on day two
(25 overs per team). (11 years 20 overs and 20 overs in combined Under 11 and Under 12
competitions.
 If the second day of a two-day match is washed out – the match will be treated as a washout
(points calculated at the end of the season) unless a result is achieved on Day One
 A minimum of 16-overs per team is required to for a one-day match to be completed
Second Innings (only in case of outright wins)
 A second innings is played only when both sides are dismissed, or a declaration is made by either
side within their 50 overs. 11 years 40 overs (and 40 overs in combined Under 11 and Under 12
competitions).
 Team A would bat first in the second innings (unless a follow-on was enforced)
 There are no limitations to the number of overs a side can face in its second innings.
 Declarations may be made but coaches/managers should carefully consider whether any such
action is contrary to the spirit of the game.
 The match is played out to the scheduled close of play on the second day (12pm) regardless of
first innings’ points, because separate competition points are awarded for an outright result
Note: Coaches discretion may be used to finish a match early if an outright win is not possible
 If sufficient time still remains on the completion of a second innings (ie outright victory) every
attempt to play a ‘scratch match’ for no points should be made by Coaches/Managers
Batting
 Batsmen must retire immediately upon scoring 100 runs but can return to bat, if all other
batsmen are dismissed or retired (1st innings only) 11,12,13 years 50 runs batsman retire.
 Batsmen can be voluntarily retired by coaches
 Follow-on may be enforced provided the team batting first leads by a minimum of 75 runs
Bowling
 Number of over are prescribed in an spell and a day are detailed in Appendix B
 Each player must have bowled a minimum of 1 over before another player can bowl a second
spell
 A maximum number of deliveries in an over cannot exceed eight except that in the last
scheduled over of an innings, six legitimate balls must be bowled.

APPENDIX D - BDJCA KANGA CRICKET - RULES
INTRODUCTION
Kanga cricket is non competitive. The aim of Kanga Cricket is to enable EVERY player to have a chance of
success, as well as participating in an enjoyable game.
Coordinators should be prepared to offer ON THE SPOT coaching/assistance when the need arises – this
also includes encouragement and reinforcement.
TEAMS
• It is recommended Kanga 7’s consist of 7 player, Kanga 9’s 9 players
EQUIPMENT AND GROUNDS
 Only approved KANGA equipment may be used.
 Kanga 7’s pitch shall be 12 metres long, Kanga 9’s 14 metres.
 No boundaries except where physical obstacles exist.
BATTING
 Each batter will face 12 balls and then retire regardless of how many times they are dismissed.
 When a batter is dismissed the batters swap ends
 Batters may be dismissed only if bowled, caught, run out, stumped or hit wicket.
 There are no LBW dismissals.
 If only one batter has balls let to face the second last batter remains as his runner only.
 There are no fours or sixes (except where physical obstacles exists) and kids should be
encouraged to do as much running and chasing as they can!
BOWLING
 Bowling is always from the same end.
 There are 6 balls per over and no additional balls for Wides.
 There are no front foot no-balls.
 After each over the fielders rotate in a clockwise direction with the fielder to the right of the
bowler becoming the next bowler.
 The bowling team keeps rotating at the end of each over until each of the batting side has faced
12 balls.
WIDES
 A ball that cannot be reached by the batter in the normal batting position or reaches the batter
above shoulder height or which stops should be signalled "Wide" and one run is given to the
batter.
 A batter may only be dismissed off a "Wide" by run out.
 A “Wide” may also be signalled if the ball is a full toss above stump height
FIELDING
 No player may field within 10 metres of the bat, except the wicketkeeper or slips.
 At the end of each over fielders rotate in a clockwise direction.
SCORES AND RESULT
 When scoring only keep score for your team, ie: when batting only write down the scores of the
batsmen, when bowling only write down scores for the bowlers.
 The score (average) for each team is the total number of runs scored divided by the number of
dismissals.
