BNCC/DE P.15e 2004/2005 THE UNIVERSITY OF THE WEST INDIES TERTIARY LEVEL INSTITUTIONS UNIT Recommendations to improve the efficiency of the franchise programmes to Sir Arthur Lewis Community College (SALCC), St. Lucia and Clarence Fitzroy Bryant College (CFBC), St. Kitts/Nevis BACKGROUND Since 1988 and 1998 respectively, SALCC and CFBC have been delivering The University of the West Indies (UWI) Level I Social Sciences, Arts (Humanities) and Pure & Applied Sciences (Science and Technology) programmes. The Colleges have delivered Social Sciences courses from the St. Augustine Campus, and Humanities & Education and Pure & Applied Sciences courses from the Cave Hill Campus. The following developments at UWI have posed challenges for the arrangement: 1. The introduction of compulsory Foundation Courses which are different for the two UWI campuses in some cases; 2. the use of the Banner Student Information systems; 3. the introduction of web-based course delivery which requires the use by students of campus specific passwords; and 4. the introduction of UWI cross-faculty options. The numbers of students registered at the Colleges are small and the Colleges have found it necessary to: 1. Combine the entire group and prepare the students for a single foundation course from one or other campus; 2. seek to have the Cave Hill registered Humanities and Pure and Applied Sciences students take the St. Augustine Social Sciences courses (which are the only ones offered in the Institution) to meet the requirements for the Cave Hill crossfaculty options; -1- 3. seek to have special arrangements for students registered at one campus to access web-based courses from another campus. The Dean of Humanities and Education, Social Sciences and Pure & Applied Sciences/Science & Agriculture as well as the (Senior)/Assistant Registrars Admissions and Examinations have been consulted and agreed inter alia that the matter could be resolved by wider circulation of student registration information. RECOMMENDATION It is being recommended that the Board for Non-Campus Countries and Distance Education and Board for Undergraduate Studies recognize the challenges posed and agree that: A. B. The Colleges should be asked to submit: (i) duplicate registration, and change of registration forms to both the Cave Hill and St. Augustine Registries (Admissions Sections) for all their students; (ii) lists of all cross-registered students (with an indication of primary campus and cross-campus courses) to: (1) the Registries (Admissions and Examinations sections), (2) the Deans of the relevant faculties at both campuses, (3) Resident Tutors/Heads University Centres, and (4) the TLI Unit. (i) The UWI campus of secondary registration should send to the primary campus the grades of cross-registered students in order to complete the students’ academic records. (ii) Cross-registered students should be issued their regular ID and password as well as a special password on registration to enable them to access web-based course materials from both campuses. (iii) TLI registered students should be issued temporary passwords from both campuses to enable early access to web-based course materials at both campuses. -2- SIGNATURES CAVE HILL CAMPUS ST.
