PREAMBLE SOUTHERN ADELAIDE HEALTH SERVICE The Southern Adelaide Health Service (Southern Health) was established in 2004. It brought together Flinders Medical Centre, Noarlunga Health Services and Drug and Alcohol Services Council. It includes Population & Primary Health Care, Southern Mental Health and Southern Child & Adolescent Mental Health Services, and works closely with other health providers in the southern area. Repatriation General Hospital, a public teaching hospital, formally joined Southern Health in July 2008, further consolidating the working relationship formed over the past four years. With an annual budget in excess of $500M, Southern Health provides care for around 330,000 people living in the southern metropolitan area of Adelaide as well as providing a number of state-wide services, and services to those in the regional areas. More than 7,000 skilled staff provide high quality patient care, education, research and health promoting services. Southern Mental Health provides a range of integrated services across community and hospital settings, targeted at all age groups. Services are provided in collaboration with nonGovernment organisations and the Southern Division of General Practice. Specialised statewide services include those for eating disorders and gambling. The Mental Health Clinical Director, Southern Mental Health, Inner South, will provide clinical and professional leadership for mental health medical practice for the Inner Southern services of Adelaide, population approximately 200,000. The Clinical Director will work closely with professional seniors, service directors and team leaders to ensure the further development of safe, high quality mental health services, integrated across the Inner South and the Southern region. The incumbent will take a leading role in ensuring good clinical governance and risk management as well as supporting the community’s future mental health through supporting service delivery, teaching and research. 3. Reporting/Working relationships Accountable for service outcomes to the Executive Director, SMH, through the Directors of Acute and Early Intervention Services, and Rehabilitation and Recovery Services. Participates as part of the Inner South leadership team, working closely with the Director Acute and Early Intervention, Director Rehab and Recovery, professional seniors and team leaders. Develops collaborative working relationships with other clinical, primary care and support services at FMC and the Inner South community. Works closely with Outer South services and mental health services at RGH as part of Southern Mental Health services on a regional basis. Works collaboratively with other metropolitan and country mental health services. 4. Special Conditions Job and Person Specifications are reviewed regularly as part of the ongoing Performance Development process. May be required to work within other locations of the Southern Adelaide Health Service. Some out of hours work will be required. Must have a current drivers licence and be willing to drive. Identifying opportunities for innovative responses to consumer needs, from the evidence-based literature. Contributing to detailed planning for service development and improvement. Contributing to and developing systems for quality improvement activities, including examination of key performance indicators, clinical audit processes and procedures, and providing clear focus and expectations for performance of clinical staff through the development of objectives and goals that reflect best practice and enable the service to meet it’s business plan and clinical standards. Ensuring review of critical incidents, complaints and other sources of feedback about service quality and efficiency, and propagation of recommendations. Contribute to continuing education and clinical practice improvement initiatives. Contributing to systems which ensure that consumers’ rights are protected, and that consumer consultants are involved in the service. In collaboration with the SMH Service Directors, team leaders and professional seniors, contribute to the management of change and development of mental health services by: Engaging with staff, consumers, health services, government and nongovernment providers – to inform, educate and develop opportunities for best practice in mental health care. Participating in planning and implementation processes, with evaluation and refinement (PDSA cycle). Recognising effects of service change on individuals, facilitating development of new goals and opportunities. Improving the linkages with other mental health services and agencies to ensure that the consumer receives an integrated and coordinated service. Page 3 of 8 4. Enhance the provision of clinical care through integrating teaching, research and scholarship. The Clinical Director will work closely with the SAPTC, Flinders University Department of Psychiatry, as well as other universities and educational providers to support education of undergraduate and postgraduate students and service staff, and to support research activities. The clinical director will work closely with the SAPTC to ensure that standards for the training of psychiatric registrars are closely monitored and meet accreditation standards. The clinical director will work closely with consultant staff to ensure that undergraduate staff and students experience a welcoming and supportive environment during clinical attachments and see mental health services as attractive potential career paths. 5. Take a leadership and a coordination role with medical staff, by: Developing and implementing medical staff planning. which includes strategic planning, succession planning and rostering . Coordinating the recruitment of staff specialist and junior medical staff. Supporting the retention of staff through effective consultation, recognition of achievement and ensuring the provision of professional opportunities for development. Overseeing psychiatrist training for Southern Mental Health, Inner South services, working closely with the Director for Training. In conjunction with the college supervisor ensuring trainees are supported in their training obligations. Undertaking such other medical administrative duties as may be required including: Guiding performance improvement interventions where individual clinical staff are not meeting expectations ( includes identifying training and development needs, arranging support networks, changing credentialing status and disciplinary actions.) Ensuring that consultant psychiatrists have their work credentialed and take part in annual performance development reviews. Ensuring that all medical staff have updated job and person descriptions which clearly define work responsibilities line management and rights of private practice for medical staff specialists. Ensure consultants access performance development training and leave as per their award. Ensure consultants undertake regular training in the standards of providing supervision so that they remain accredited supervisors for the purposes of supervising junior staff. 6. Undertake clinical practice as appropriate and undertake private practice rights as is applicable within the current enterprise agreement. 7.
