REGULATIONS AND RULES FOR WESTERN BAY OF PLENTY
JUNIOR FOOTBALL
2014 REGULATIONS

COMPETITION
2.1
WaiBoP shall conduct an annual competition in junior grades 8th and above.
2.2
All grades, 9th and above, shall be graded competitive.
2.3
Toa Trophy to be awarded to the club achieving the highest point’s total, using an equalising formula,
based on the results collated for all games from Grade 9 to Open College League inclusive.
TROPHIES

All teams to have alternative strip for away games if colours clash.
All shields and trophies may be held by such club with the approval of the WaiBoP for the time from
presentation to up to one month preceding the next presentation. No shield or trophy shall be won outright
by any club.
MATCHES
4.1
All affiliated clubs must, by the first of April in each year, submit a list of all members of their club teams
and Team Names and Team Grade placement for the season.
4.2
Any team playing an unregistered or an ineligible player by reason of age or any other consideration under
these Rules shall be liable to a fine in accordance with rule 14.1
4.3
WaiBoP shall, at its first possible meeting of the season, determine the format of the league competition for
the forthcoming season. The format may be varied, from year to year, depending upon the numbers of
players, age groups or outside influences. The points shall be as follows:
A win to count as three (3) points.
A draw to count as one (1) point.
There will no points for a Bye.
Goal differences shall not be taken into consideration in determining the winner of any championship. If
there is a tie there will be joint winners
4.4
Matches shall be played at such time and upon such grounds as stated in the fixture draw. Any club not
prepared to commence play within ten (10) minutes of that time shall be held to have lost the match,
provided that the opposing team shall be present on the ground and prepared to play and have notified their
opponents of their intention to claim such match by default.
4.5
Any team, which defaults without valid reason, will result in that club being fined in accordance with rule
14.1.
4.6
WaiBoP shall manage and control all games. No player who has been selected to play for a representative
or trial team shall, without the consent of the WaiBoP, play for a club on the same day as such
representative game or trial is playing.
4.7
Games shall be played on Queens Birthday Weekend.
4.8
Every endeavour shall be made to play all available Saturdays from the 1st Saturday of school term two
(2), and the playing season shall finish no later than the immediate Saturday following the end of school
term three (3) – less the normal school holidays with the exception being, where this results in an uneven
number of game days being available for the season. In the event of an uneven number of games WaiBoP
may decide to either extend or reduce the season by one (1) week
4.9
No player shall be allowed on the field of play whilst in a plaster cast or similar apparatus which could
constitute a danger or safety hazard to that player or other players as per FIFA Laws of the Game.

Once a difference of 10 goals occurs at any time during a match, either coach may decide to discontinue
the game or should both coaches agree to continue play then from hereon in the game is to be considered a
training or friendly game and both teams coaches should ensure that both teams continue to benefit from
their time on the field
GRADING OF PLAYERS
5.1
No player shall play in a lower age grade than that in which the player is registered. Any player may play
in a higher age grade than that in which that player is registered, but after having taken part in three (3)
consecutive matches in such grade, the players grading shall become that of such higher age grade for that
season.
Girls will receive an automatic one (1) year dispensation when playing in mixed gender grades, if required.
WaiBoP can at its discretion assess special cases.
An exception shall be allowed in the case of junior players playing in the senior or youth grades where any
players under age may take part. Such junior players may still continue to also play in their own junior
grade.

5.2
In the event of any club entering two teams for the same competition, such teams shall have distinguishing
letters and shall be treated as separate clubs and no players shall be changed permanently from one team to
another without the consent of WaiBoP. If however a team is short of a player/players on any given
playing day, they may obtain the services of any registered player from the same club for that game. These
players to be of the same division or lower grade. If this team is again short in subsequent weeks, services
may again be obtained, but not from players who had already made themselves available previously. A
team that is short of players for three (3) consecutive weeks should apply for a permanent transfer of a
player/players through WaiBoP. The imported player/players name shall be identified on the Team Card
and the opposition team coach informed prior to the game commencing.
5.3
Except where other provisions in the Rules are made, the Laws of Association Football as issued by FIFA
shall apply.
5.4
WaiBoP may fix dates after which they will not consider transfer of players who have registered and have
played in the current season.
5.5
All WBOP junior players must be registered and play for a Club/School team on a Saturday to be eligible
to play for age group Federation leagues.

Information will be published each year for clubs and coaches. This will outline the guidelines, Rules and
regulations issued by Waikato Bay of Plenty Football Federation.
The number of substitutes shall be as determined from time to time by FIFA’s Laws of the Game.
MISCONDUCT
8.1
Any player of a team, or official associated with a team, who indulges in swearing, foul language or
general misconduct unbecoming to the game will result in the club involved being dealt with by the
Federation under Code of Conduct rules

TRANSFERS
9.1
Once a player is registered with one club a transfer must be obtained before that player can play for another
club within the WBOP area. This transfer must be on-line and agreed between Secretaries of the clubs
involved. The transferring club must reply within Seven (7) days of receiving a request for transfer, and in
the event of failure to acknowledge within this time, the player shall be automatically cleared to play for
the new club.
9.2
No club or its personnel shall actively seek, recruit, or offer recruitment incentives to players currently
registered at another club.
10 CANCELLATIONS
10.1
The Football Competitions Manager of WaiBoP must be informed of any cancellations or ground closures
in Grade 8 and above prior to 7.30am, so that this information may be placed on the WaiBoP Website and
notified via email to Clubs bulk email contacts
11 INJURIES
11.1
Head Injuries: In the event of a head injury the player must obtain a medical certificate, and if concussion
has occurred there will be a mandatory 21 days stand down from soccer, regardless of whether it has been
diagnosed as “slight” or otherwise. Therefore, before the player can return to playing, they must obtain
clearance (a medical certificate) and it must be lodged with the Secretary.
12 PLAYING RULES AND REGULATIONS
12.1
All games shall be controlled under the Rules and Regulations issued by No. 3 District Federation of NZ
Football Incorporated (Waikato Bay of Plenty Football Federation) for all junior grades.
12.2
Each club shall be provided with a copy of the Abridged Laws of the games as relates to the JFC Junior
Football Competition and a copy of the Playing Regulations, which is to include field sizes, team sizes,
match duration and other such information as deemed appropriate
13.1
All results are to submitted by individual Clubs via the Goalnet online results system by 6pm on the day
the game is played
13.2
Any club, which failure to submit the results by the prescribed time , shall be fined in accordance with
rule 14.1 for each result involved.

14.2
Late Transmittal of results
A non registered or ineligible Player taking part in a WaiBoP organised game or sanctioned
Tournament
Defaulting a games without properly communicating the intention to the opposition coach
Defaulting a game due to playing an ineligible player or for any reason where an advantage is to
be sought
Any Affiliation fees not paid by the due date, announced in the yearly calendar, will attract a 2% per
month penalty
