Introductions made. Feedback from LCP Chair, Jon LeFevre Jon LeFevre attended the meeting of the South Geographical group held on Wednesday, 29 September 2010 at Wildern School and also he attended Eastleigh District Local Children’s Partnership (North Geographical Group) Meeting – 30.09.10 1 LCP Chairs training with Tony Lee and Angela Horn. Jon reported that the Government have taken away Children’s Trust and say there is no need to have a Children and Young People’s Plan. However, Hampshire are keeping both. The LCP has been set up as a way forward for future working together and sharing resource allocation. - HCC are having to make financial cuts - £23 million has been suggested. We have to pull together. - Jon said we have had liberation from restrictions. Now not tied to five priorities and format of LCP Strategic plan does not have to be set in such a restricted manner. We can therefore look at what is important locally. - There will be money devolved to LCP from extended schools which has been clawed back and underspends. We are expected to have about £38K – has to be spent by July 2011 for Extended Schools Coordination. - We need discussion about how money can be used and how we might want to extend. - Jon shared how HCC are re-grouping, going from 3 to 2 areas – 11 to 8 districts. - They are trying to allocate human resources in line with LCP. LCP will have influence on how resources are used more locally, but watch this space and see what happens, much is unknown. - There were presentations from Gosport and East Hants Partnerships at the Chairs Training and the key points were that partnerships need very clear objective for what they are focusing on. - Also we need to talk about branding for the LCP to give it an identity. - Jon asked the North Group to think about the partnership in two tiers. There was discussion regarding the need for the two local groups and a strategic group? We have two big partnerships is there a need for a strategic group. Is there a need for the two groups and should we now operate together - what is the need for a strategic group? It might be smarter to have the two groups as would we get more allocation of resources. Tony Lau Walker said that the structure we have is what we asked for. Until this thing starts to work need to stick with what we have. Krista also added that we were very clear we did not want to break the links we work with. There are different issues in the two geographical groups but we want to maintain links with other geographical groups. We would like to consider to keep this for the first year of operation. Jon commented that as we have been given permission to be much more flexible, in twelve months time if we want one big group instead of two small groups we could take that route. Restrictions have been taken out by the government. We are not tied by this. All Priorities The group looked at Hampshire priorities and highlighted Eastleigh issues including teenage pregnancy. Parent Support work – Julie Wells Parent Support Delivery plan was distributed by Julie. Five priorities given to the County. ▪ ▪ ▪ ▪ ▪ Reduce the number of children living in poverty Increase take up of children in care Reduce teenage conception Improve educational attainment for vulnerable groups. Triple P Parent Programme It was felt that Parent Support Programme seemed to bring parents in. It is making good progress. It would be a shame to withdraw now. Parent Support Adviser funding ends in March. Julie asked whether we could provide Parent Support Advisers centrally from the LCP? However, funding is limited if non-existent. Julie Wells – point of contact for parents in Eastleigh. Donna Beckworth stated that there is also existing provision post-16 within Eastleigh available from Enham. The Parenting Support was a concern of all schools. At strategic level we need to explore whether funding would be available for PSAs from Health sector. Children’s Centres were asked if they could help support the process. Steve Willis, Chair of Local Implementation Team – Reducing Teenage Pregnancy The reducing teenage pregnancies Local Action Plan was distributed. Steve asked for the Action Plan to be endorsed by LCP. This would need to be the Strategic Board. Steve explained there had been established the Local Implementation Team. They report back about the services teenagers got at the drop in centres, etc. and feedback was given to agencies. - There has been an increase of sexual health drop ins across the borough – that have been working really well. Email copy to be distributed with the agenda. Eastleigh District Local Children’s Partnership (North Geographical Group) Meeting – 30.09.10 3 LCP Also Steve asked the LCP to consider what is the experience of Young Parents in Eastleigh? - Young parents had stated in his research they wished they had had more in depth SRE – whilst at school. Action We are still battling against misconceptions regarding housing issues, i.e. having a baby gets you a council flat. Young people are missing the realities. Sometimes parents think they will get a bigger council house if all of them are under the same roof. Some mothers, of these young people are happy to become surrogate mothers. Connexions drop in issues condoms but have to direct for other forms of contraception. Drop ins also a very good community resource for students who have left school. Steve brought to the attention of the LCP the Energy Youth Centre – Leigh Road Ballroom. It is hoped that the building will be open 27 November 2010, housing, Youth Team, Connexions, Youth Offending Team, Drop ins, Young Carers – all have a slot there. Programme will be very full. Concern was raised over how to identify care leavers. Steve Willis to contact Mark Henderson at Barton Peveril. SW Joy Madgwick raised - Youth in Progress a lottery funded bid. Bids could be submitted around - Care Leavers, Young Carers, Prison Leavers or Probationary Hostals. Steve Willis to liaise with Ken Dufton, Rebecca Kanelli. Darryl Sheppard – Participation Offer and report distributed. Hampshire have decided that there is still a need for Children and Young People’s Plan, we have to identify that we are providing services to children and young people and the document gives Hampshire vision. What we can do as a team? Everybody has to ensure that we are involving all children and young people. When the HCC reorganistion has been sorted we will be informed who the two Participation Officers are once it is decided. Darryl discussed at 6’s and 7’s the Transition Programme for Year 6 pupils. It is a good opportunity to look at different aspects. There is a link that was in the Participation Pack given to Jon Le Fevre. Darryl will arrange that one will be given to Krista. Cyber Bullying is also a key area on the 18 November there is an Anti Bullying Conference at Ashburton Hall for young people and by young people. Two pupils can come plus a member of staff for £50 in total. Please contact Darryl. All Our focus The LCP needs to focus on what people feel in Eastleigh are the priorities. A consideration document was distributed from family intervention. It is based on ‘Every Child Matters’ (now ‘Every Child Achieves’). The LCP looked at the locally agreed priorities. Eastleigh District Local Children’s Partnership (North Geographical Group) Meeting – 30.09.10 4 Action ▪ ▪ ▪ ▪ Attendance Cyber Bullying Substance and alcohol misuse Emotional health and well-being of children and parents It was decided that PSAs are now no longer funded the LCP wanted to focus on supporting family and support children at the same time. This would link with the reduction of the PSAs. It was decide to have a working party to run across the two geographical areas. The meeting of two groups collectively will underpin the good practices that are currently in place. Need to look at the most effective way of all using good practice. We will need to look at funding sources and look at 3 / 4 practical objectives for the next twelve months. JLF The Working Party will develop what we want to focus on and an action plan. There will be a Strategic Meeting on 1 December at Hamble Skills Centre for the Working Party to feedback. Julie Wells will be made redundant as of November this year and if the £38K could fund an extension of her post it would be seen as a good use of the funding. The working party will develop a proposal and email out to see if it would be acceptable for everyone. Tony Lau Walker suggested a Standing Group to look at funding streams that become available. Krista Dawkins will email members of Strategic Board to see who would like to do this.
