121 GLADESTRY COMMUNITY COUNCIL Minutes of Meeting held on Monday, 17th Mar 2014 Present: Mr Derrick Carrington (Chairman), Ms Vanessa Bryson (Vice Chair), Ms Jane Bisby, Mr Viv Lloyd, Cllr Michael Jones & Mrs Sue Croose (Clerk) Dr Bob Terry, Mr Kenneth Waugh. 1. Apologies: received and accepted from Mr Gareth Croose & Mrs Dianne Moore. Absent: Mr Dan Cosgrove. 2. Minutes of Meeting held: 20th January 2014: agreed & signed. 29th January 2014: agreed & signed. 3. Matters Arising (not arising elsewhere on the Agenda): 20th January 2014: Noticeboards: new board now in place in Gladestry. Old board probably not economical to repair for use at Brilley Mountain. Clerk advised that Graham Croose will not be available to renovate Newchurch board for some time. VL will ask Wayne Maddy to quote for this work. Temporary Speed Indicator: was located near Glan yr Afon for 1 week. Anecdotal reports of vehicles reducing speed but no feedback received from Powys CC. Clerk will enquire whether any recording device was deployed or if any report was produced. 4. Receive and consider applications for position of Clerk: Chairman had received application from Mr Kenneth Waugh who now introduced himself to the meeting. No other applications received. Following discussion it was appointed and that the Chair and existing Clerk RESOLVED that Mr Waugh be would effect the handover before the May meeting. 5 Community Website: Dr Bob Terry reported that the new site is progressing well and is nearly ready to go. He asked whether the Community Council wanted the include the twitter or facebook logos: RESOLVED – not required. Discussion the site: RESOLVED – celtic cross. A list was held on most appropriate logo for of councillors will be included; do councillors want 1 of 4 121 their telephone numbers and email addressed included? RESOLVED – No - clerk's email address to be given in addition to councillors' postal addresses. There will be no automatic notification of new entries as with the current website, but Dr. Terry could set up a mailing list if this is deemed necessary. Further discussion was held on the content of the new site including the complications of the 4 churches layout and being members of 3 separate groups with 3 separate church magazines, none of which include the chapel in Newchurch. Training sessions for the new site will be organised soon. Dr Terry was thanked for all his work with both the old and CC to agree the new website. He drew attention to the requirement for the Microsoft's terms and conditions for using the Sharepoint platform. Councillors approved agreement. 6 Planning: P/2014/0115 – erection of agricultural building at Lower Blaencurdy, Newchurch: application perused. No comment. P/2013/1055 – erection of single wind turbine …... Wernoog, Clyro: notice received that application will be considered by Planning Committee on 20th March. P/2014/0151 – erection of single wind turbine, 27.13m to blade tip .... at Bwlchau Bettws Hundred House: consulted as neighbouring community. Application perused. No comment. P/2012/0779 - Construction of 3 wind turbine generators with a max. height to blade tip of 103.5 metres …...... Land at Pentre Tump: notice posted on Powys CC website that appeal has been dismissed. Refused. P/2013/1064 - Installation of a single wind turbine …..... Penllanerch Glascwm: conditional consent granted. P/2013/0737 - Yellow Jack Barn: water is being discharged into a roadside drain which may be contrary to conditions of planning consent. Clerk to check with planning officers / building control. 7 Finance: Invoices received: Zurich Insurance - £198.75: resolution at Jan meeting, cheque issued 20 Feb. Upper Bridge Enterprises - £180 – 1st payment, new website: resolution at January meeting, cheque issued 26 Feb. W Maddy - £268 – noticeboard: see item 3; payment approved & cheque issued. Gladestry Village Hall - £45.75 – rent & heating: payment approved and cheque issued. 2 of 4 121 Clerk's honorarium & expenses - £600 + £35: payment approved and cheques issued £515 to Clerk & £120 to HMRC (tax rate BR – 20%). Community Grants (previous years): grants still pending: 2011/12 – Presbyterian Chapel, Newchurch - £100; 2012/13 – St. Mary's Church, Newchurch - £100. Community Grants (2013/14): applications received, grants awarded as follows: Gladestry Parent & Toddler Group - Christmas Tree etc, £69.50 - £60 Gladestry C-in-W Primary School – new park style bench, £234.99 – St Mary's Church, Gladestry – altar floor repairs, est £400 - £200 £100 St. David's Church, Colva – new RCD, £200 towards est £459.20 - £100 St. Mary's Church, Newchurch – exterior chalkboard, est £246.60 - £75 Presbyterian Church, Newchurch - concrete paving slabs, £290 - £75 All to be paid on production of receipts. Councillors RESOLVED to support local organisations only, except in exceptional circumstances. 8 Correspondence: various emails, previously forwarded to councillors, discussed as follows: Emergency Road Closure – Cloggau Bridge – on enquiry JB has been advised that work should be completed by next winter. PAVO ebriefing February 2014 – RESOLVED – sign up for 'Info Engine'. Statement of Public Participation – for the Welsh National Marine Plan – consultation closes on 28th March – no comment. Powys ALN Review – consultation closes 17th March – no comment. Powys Regeneration Strategy Workshops February 2014 – received. Funds 4 U Issue 23 2013/14 – ask BT to put on website Regional Bulleting – Simon Thomas (x 2) – unsubscibe. CHC (Community Health Council) Members – advert for members: no volunteers. Business start up services in Powys: publish on website. Local Government Byelaws (Wales) Act 2012 – Implementation - consultation on new guidance and subordinate legislation under the Local Government (Wales) Byelaws Act 2012 - ends 11/05/2014 - no comment. Draft Playing Fields (Community Involvement in Disposal Decisions) (Wales) Regulations 2014 and Related Statutory Guidance - consultation ends 30/05/14 - no comment. European & External Funding – issue 37 March 2014: publish on website. 3 of 4 121 Independent Remuneration Panel for Wales Annual Report: on IRP website. 9 Any Other Business: Roads: large pothole near Llanhaylow – Clerk to report; Gullies/drains blocked on various roads but especially Newchurch to Gladestry & in Gladestry village. Flooding: the very wet winter resulted in water entering the Royal Oak & the Old School House. DC offered to organise a self help meeting to explore the possibilities for alleviating the problem. There is no public sewerage system in Gladestry (all properties have septic tanks/biodiscs with soakaways) - this should be taken into consideration with all future planning applications. 10.
