Today’s Presentations
– Currently based on a Three Year Construction Plan Window
– Includes references to additional projects currently in the Horizon Plan are likely to
fall within the new Five Year Construction Plan Window
Entergy will be updating the draft plan to reflect the move to a Five Year
Construction Plan Window
– Plan will utilize the latest cases posted on OASIS under stakeholder review
(separation cases which also includes latest confirmed resources and long term
transactions) once the cases become final
– Anticipated Schedule:
• Mid-September: Post Draft 2012 - 2016 Construction Plan for review and comments.
• Mid-September to early November: Consider stakeholder comments while finalizing
plan. Work with ICT to review any possible differences between the CP and BP.
None are expected at this time.
• Early December: Finalize 2012 – 2016 Construction Plan for posting on OASIS
ICT also to finalize a Five Year 2012 Base Plan by the end of the year

By 2010, it is estimated that approximately 227 MW of load will be served
between Harrison East and Eureka Springs.
•
Loss of the Harrison East to Harrison South transmission line segment results
in a thermal overload of the Eureka to Osage Creek (AECC) line segment.
•
Loss of this line also results in low voltage at key load centers.
Proposed Solution:
•
Construct a new switching station, Grandview, on the transmission line from
Table Rock Dam to Eureka Springs. Build a new line between Grandview and
Osage Creek.

The loss of the Independence to Newark 161kV line segment causes low
voltages at Newark, Rutherford, and Southside substations.
•
Rutherford has a 36MVAR capacitor bank that can not be switched during the
contingency because of the large voltage rise.
Proposed Solution:
•
By moving the capacitor bank to Pangburn substation, the TOC will be able
to switch the capacitor bank in service when needed, even during a
contingency such as the loss of Independence to Newark line.

In previous summers, several stations in Little Rock observed low voltages with no
significant contingencies.
•
The loss of one of the 500/115 kV transformers at Mabelvale in 2006 resulted in low
voltages in the Little Rock area during periods where heavy flows to the north were
occurring.
•
A loss of the second transformer at Mabelvale (N-2) could result in widespread low
voltage in the Little Rock area.
Proposed Solution:
•
Phase 1: Construct a 500/115kV substation near Cabot Northeast of Little Rock. This
will provide voltage support to Little Rock and reduce some thermal contingencies.
•
Phase 2: Install 161 kV Bus and a 600 MVA 500 kV / 161 kV Autotransformer. This will
provide a strong source into Conway from the East. The 161kV at Holland Bottom will
also provide a long term conversion of the 115kV to North Little Rock and to Searcy
Price.

Scenario:

The loss of the 161 kV transmission line from Pleasant Hill to Quitman causes
an overload on the Conway West to Donaghey and Donaghey to Conway
South 161 kV transmission line sections. There are two key 161 kV
transmission lines sensitive to daily and long term/firm transactions in the
area north and northwest of Little Rock. One of the lines runs through the
City of Conway (Morrilton East to Quitman) and the other is north of Conway
(Pleasant Hill to Quitman). In the event the Pleasant Hill to Quitman line is
outaged the Morrilton to Conway West to Quitman 161 kV line remains as the
primary line to accomodate both the load in the Conway area and
transactions flowing North.

The loss of West Memphis EHV to West Memphis Polk causes low voltages at
WM Polk and WM Lehi. To prevent this, Ebony SS will be converted to a
breaker station.
•
Ebony SS ties together Kuhn Road, WM Gateway, Marked Tree, WM Lehi and
WM Polk. The current configuration has Marked Tree to WM Lehi bypassing
the switching station. This also prevents a creation of an operational guide
for the TOC to remove the low voltages condition if an event should occur.
Proposed Solution:

Convert Ebony SS to a 5 breaker station. Additional land may need to be
purchased.

This is a long radial line fed from El Dorado EHV and Monticello East which is

substation.

In 2014, the loss of the 115 kV line from Fordyce to Camden North line
causes a low voltage condition at Fordyce. There is a capacitor bank at
Fordyce and it is installed on the line from Fordyce to Camden North on the
Bearden line section. The line section from Fordyce to Bearden can be
sectionalized but there are no switches such that the capacitor bank can be
re-energized while the line section is out of service.
Proposed Solution:

Scenario:

The 115kV bus is a single bus single breaker scheme with a bus tie
separating the North and South buses. By reconfiguring the Woodward
115kV bus into a folded breaker and a half scheme, a full 115kV bus outage
will not occur for a single stuck breaker or breaker fault. This will eliminate
the potential of voltage collapse in the Pine Bluff area for an outage on the
North and South 115kV buses.
Proposed Solution:
•
The North and South Woodward 115kV buses will be converted to a folded
breaker and a half scheme. Once the project team has had a chance to
evaluate the Woodward 115kV bus and determine the best approach, the
project team and planning can work together to evaluate which 2 lines will
share a common breaker in the breaker and a half scheme.

Scenario:

Loss of the breaker-to-breaker segment from Camden North to McClellan leaves the
very long line single-ended from Woodward. Loss of the breaker-to-breaker segment
from McClellan to Camden Maguire also leaves the very long line single-ended, and if
the McClellan plant is not generating, there is insufficient voltage support for the area.
Proposed Solution:
•
Using 1200 amp breakers, switches, and other substation equipment, rebuild the
existing Camden North substation to accommodate three transmission lines. Two of
the three transmission lines will be the existing two lines at the substations (line to
McClellan and line to Fordyce). The third line will be a new 115 kV transmission line
constructed from Camden North to Camden Maguire.

For the contingency loss of the Ninemile to Barataria 115 kV or the Valentine to Clovelly
115 kV lines, potential low voltages and line overloads will occur.

capacity and voltage support needed to serve the Alliance area.

Scenario:
The 600 amp CT’s at Toledo Bend limits the capacity of both the Toledo Bend
to Leesville 138 kV line (L-482) and the Toledo Bend to Van Ply 138 kV line
(L-481) below the rating of their respective line conductors.
• Loss of Rodemacher to East Leesville 230 kV line results in the Toledo Bend
to Van Ply 138 kV line exceeding it’s thermal rating.
• Loss of Toledo Bend to Leach 138 kV line can result in the Toledo Bend to
Leesville 138 kV line exceeding it’s thermal rating.
Proposed Solution:
• Upgrade the Toledo Bend – Leesville 138 kV line by replacing the Toledo
Bend breakers along with the bushing CT’s.
