Doing Business with the City
Firms both large and small have equal opportunity to sell their goods and services to the City of Newark to help
meet the city’s needs. The Newark Division of Central Purchase oversees the management and operational
effectiveness of all city departments, ensuring that quality goods and services are procured in the right quantity on
a timely basis at the lowest cost to the city.
The Division of Central Purchase has prepared a comprehensive guide, “How to Do Business with the City of
Newark,” that explains what the city buys and how businesses can participate in its purchasing program. The
guide also provides step-by-step procedures for submitting bids and complying with bid requirements. The
procedures listed in the guide include those required by state laws and rules, as well as regulations adopted by
the Municipal Council of the City of Newark.
In addition to procedures for vendors, the guide also includes the City of Newark’s Purchasing Principles, which
were developed as guidelines for city personnel to ensure equitable relationships with all firms and to establish
uniform practices. As written, the Purchasing Principles, administered by the City Purchasing Agent, guard against
favoritism, improvidence, extravagance, and corruption, setting the stage for unfettered competition. A complete

Illegal dumping is unlawfully depositing debris (i.e., tires, wood, paint cans, furniture, clothing, etc.) on city streets.

OBSERVE & RECORD
If you witness illegal dumping:






do NOT place yourself in any danger
do NOT approach the dumper
take note of the exact location: cross streets, landmarks, etc.
take note of the color, make, model and license plate number of the vehicle
take note of the individual(s) involved and their descriptions: gender, race/nationality, clothing, defining marks, etc.
take a picture if you have a camera
MAKE THE CALL
Call the Newark Police Department immediately as it may enable the police in apprehending the perpetrators at the scene.
Also call the Illegal Dumping Hotline at (973) 744-6471 and provide all the necessary information.
Please provide your name and contact number as well. Your information will remain confidential.
COLLECT YOUR REWARD
Once the disposition of the case is determined, the Department of Neighborhood Services will:
contact you about your $1000 reward eligibility
provide you with the Central Complaint Number (CC#) and a copy of the police report
Please be mindful that as a witness, you may be asked to attend the court proceedings.
